That tho sum of £ 70 be given from the Fund of General Purposes ; that the money be placed in the hands of tho Secretary of tho " Royal Masonic Benevolent Institution for Aged Freemasons and Widows of Freemasons , " to supply the inmates of the Institution at Croydon with coals during the winter season .

That a Circular be issued from Grand Lodge setting forth the scheme suggested by him , under which the Freemasons of England would contribute to the Decoration Fund of St . Paul ' s Cathedral a sum sufficient for completion of the Cupola and Transepts , that the opinion of the Craft be ascertained through such circular and that such steps be taken thereafter to secure the end in view as may commend themselves to Grand Lodge .

Appeal of Bro . W . H . Harris P . M . Prince Alfred Lodge , No . 956 , Pietermaritzburg , dated 19 th April , against a decision of the District Board of General Purposes of Natal , confirmed by the District Grand Master , that a Brother hailing from a foreign jurisdiction was entitled to be admitted as a Visitor to a Lodge if he could prove himself a M . M . irrespective of papers .

In the last Report of the Board to Grand Lodge adoption of the following paragraph was postponed in order that the report of a Committee , specially appointed by M . W . Bro . the Earl of Lathom to enquire into the matter , might be laid before the Board : —
" Several irregularities with regard to the election and installation of the W . M . ot the Moore Lodge , No . 146 , having come to the knowledge of your Board , they have been obliged to declare both the election and installation to be irregular , and have called attention to the provisions contained in the
Book of Constitutions as to the future governance of the Lodge . Under the existing circumstances they have likewise deemed it their duty to fine the Lodge a sum of Five Guineas , and to admonish and reprimand the Secretary and those Brethren who took part in such irregular election and installation . "
After a full consideration of the Report of the Committee tho Board unanimously decided , with great regret , they had no alternative but to adhere to tho decision already arrived at . The Howe Lodge , T . I ., having reported to the Board that Bro . Quintus C . Colmore had beon installed in the chair without a dispensation from the
M . W . Grand Master , ho not being a Master or Past Master of a Craft Lodgo ( Art . 99 ) , and having expressed their great regret for the irregularity , tho Board ruled that the Lodge be fined one guinea and directed to apply at once for a dispensation , and that at tho next regular meeting of the Lodge Brother Quintus C . Cclmoro be re-obligated in the presence of a Board of Installed Masters .
The Board desire to call tho attention of Masters of Lodgos and Secretaries to the alteration in Article 99 , Revised Constitutions , which now provides that all applications for Dispensations must be sent through the Provincial or District Grand Master . Also to the addition to Art . 141 , which provides that every Brother on advancement must be presented with a copy of the Book of Constitutions .
In the Degree of Royal Ark Mariner , the sum of 5 s must now be remitted to the Grand Secretary for registration of every Brother elevated in a Lodge in England and Wales ( Art . 243 ) .
FUND OF ' BENEVOLENCE . The Board have the pleasure to announce that the twenty-seventh Annual Festival will be held on Wednesday , 10 th of July . Bro . the Lord Skelmersdale , G . S . W ., has most kindly consented to preside , and the Grand Secretary will be happy to receive the names of Brethren willing to act as Stewards . The following cases have been relieved : —
