against an English or a Scotch eight . A Canadian team have already arrived , and as probably some Belgians will put in an appearance at the annual meeting of the National Rifle Association there ought to be no difficulty in arranging terms for another International match .
There is a dearth of political news , Royal and Imperial visits being almost the only matters to record , save that hostilities are being carried on in Spain , but apparently without result . Bub if there is little worth mentioning in politics , there is one terrible calamity which cannot be
passed unnoticed . The fearful inundations which have destroyed a great part of Toulouse , and caused such fearful loss of life and property both in that city and in its neighbourhood , are almost unexampled . The scene , as described by the correspondents of the various daily papers , must have
been heart rendering , and the floods rose so rapidly , there was no time to organize measures for preserving life , much less property . St . Cyprien , a suburb of the famous old city , is entirely swept away . Some hundreds of lives have been lost , while the damage to property is incalculable . The chief
loss will fall , of course , upon tho crops , and it is estimated that the number of people who will have to be provided for during the next few months will fall little short of 60 , 000 , of whom one half belong to Toulouse and its immediate neighbourhood . President MacMahon deserves the highest
credit for the promtitnde with which , on the news of the disaster reaching Paris , he set out for the scene of the disaster , in order , by his presence , to direct those who were so bravely struggling to rescue life and property . Tho Assembly has already voted a credit of two millions of
francs towards relieving the . immediate necessities of the sufferers , and , doubtless , subscriptions will flow in from all quarters . Now is a grand . opportunity for Germany to prove to the world , by the readiness of her contributions towards these poor sufferers , that tho illwill , bred of the
late war , is political only . If she is generous now , she will do far more to secure peace and the goodwill of France than ever she can hope to do by large armies and overbearingdiplomacy . Wc gladly note that our French brethren were among the first to send aid to the sufferers , and we trust
that London will not fail in her duty towards a nation who w as , not so many years since , our firm ally . Nor should we forget to mention that His Holiness the Pope has remitted

read the minutes of the former meeting , which were confirmed . Final arrangements were then made . Bro . J . Bucket- P . G . D . proposed a cordial A'otc of thanks to the noble chairman . The meeting was then dissolved , and Bro . Webster , & c , proceeded to ballot for places . There were

ROYAL MASONIC INSTITUTION FOR BOYS .
THE 77 th Anniversary Festival will be held at the Alexandra Palace , on Wednesday , 7 th July 1875 . The general arrangements , as approved by the Board of Stewards , Wednesday , 2 nd June 1875 , are as follows : — Tho Stewards to bo divided into two bodies : — 1 . Distinguishing colour of dinner tickets , badges , & c . Fink .
2 . Ditto „ „ „ „ Blue . ( The distinctive colours will bo maintained through all the details . )
1 . Stewards , Ladies and Brethren , with Pink tickets , will meet in tho largo Saloon on the right of entrance—marked A . The Ante-room to be reserved for the uso of the Stewards of the Pink Division .
2 . Stewards , Ladies and Brethren , with Blue Tickets , will meet in the large Saloon on tho left of entrance—marked B . The Ante-room to be reserved for the use of Stewards of the Blue division . Tho badge 3 for each division will be distributed in the respective
rooms by a Steward entrusted with their charge ; the ground colours being respectively Crimson and Purple . Wands will be borne by Special Stewards only . On the arrival of the Chairman , ho will be received by the Officers of tho Board and conducted to the room at tho west of Saloon A
where presentations , if any bo necessary , will be made . The Chairman may then—should he eithor approve or desire it—ba introduced formally to tho company assembled in Saloon A ; pas 3 through Stewards' Ante-room , aud be similarly introduced to tho
company assembled in Saloon B . At a given signal the Stewards and their friends in Saloon A will pass up tho staircase—on reaching tho corridor on first floor , turn to tho right and enter tho Bauquct lloom by tho two doors lettered C aud D , and take their seats at tho tables numbered 2 to 9 on the left
of the Chair . That done , the Stewards aud their friends iu Saloon B will proceed similarly , turning to tho left on reaching tho corridor , and entor the Banquet lloom by tho two doors lettered A aud B , and take their
places at the tables numbered 10 to 17 on tho right of the Chair . The company seated , tho Chairman will enter , accompanied by the IIouso Committee of the Institution , the Officers of the Board , and the Grand Officers , for all of whom seats will bo provided at tho long table .
A Private Drawing Eoom at the western cud of the Banquet Hall , known as the " Western Tower Saloon , " will bo reserved for tho exclusive use of Ludios . The General Drawing-Koom , in which tho Evening Concert will bo given , will be the largo Saloon on tho Ground Floor letter B—
colour , Blue . In the Saloon on the Ground Floor—letter A , colour Pink , Light llcfreshmonts—Tea , Coffee , Lemonado , Ices , & c , will bo served throughout tho evening after the Banquet .
The lloom on tho Ground Floor—in which the Chairman was received—will bo reserved as a Smoking lloom . Hats and coats will bo taken charge of by attendants at the rooms right and left of entrance—Pink Tickets on right—Blue Tickets on left .
Sp : cial trains will be provided , leaving tho Palaco Station for King ' s Cross at 9 . 30 and 10 p . m . For those driving to tho Festival , accommodation for horses aud carriages will be found in the Palace Stabling , & c , on payment of
one smiling per horse . The Institution at Wood Green , distant ono mile from tho Palaco , will bo open throughout tho day for inspection by visitors to tho Festival .
