PROVICIAL GRAND LODGE OF EAST LANCASHIRE .

rpHE half-yearly meeting of the Provincial Grand Lodge JL of East Lancashire was held on Thursday afternoon , the 24 th ult ., in the Gentlemen's Concert Hall , Peter Street , Manchester . Colonel Le Gendre N . Starkie Provincial Grand Master presided . Bro . J . 0 . S . Thursby

acted as Deputy Provincial Grand Master in the absence of Bro . George Mellor , and the Wardens' chairs were occupied by Bros . Fitz Reiss P . G . S . W . and A . H . Jefferis P . G . J . W . There was a good attendance of Provincial Officers Present and Past , and every Lodge but two out

of the 103 in the extensive Province was represented . The minutes of tho annual meeting , held on the 12 tb of May last , were adopted , and Bros . Israel R . Greenhalgh P . M . 348 , S . H . Shorrock W . M . Harmony and Industry , Darwen , and W . I . Harrop P . M . 1633 were elected Auditors of the

Provincial Grand Lodge accounts . Bro . J . Chadwiclc Provincial Grand Secretary having read tbe minutes of the last meeting of the Charity Committee , Bro . E . G . Harwood P . Prov . G . W ., Chairman of the Charity Committee , read a report of the Election Committee relating to the elections of the London Charities . In October last

the Committee supported two candidates for admission into the Royal Masonic Institution for Girls , and both were elected , one with 2 , 529 and the other with 2 , 444 votes , these girls being respectively 16 th ancl 17 th on the list of 21 successful candidates . For the Boys' Institution

24 candidates were elected out of 38 candidates , and among the successful boys were two whose cases were supported by the Committee , each wifch over 2 , 400 votes . In addition they had been able to help in the election of another girl , and also in the election of a stray waif case . The committee thanked tbe brethren of the

Province for their hearty co-operation , but at the same time expressed regret that owing to preventable causes in connection with certain Lodges 43 votes wore lost . Bro . Harwood moved the adoption of the report . Bro . J . H . Sillitoe P . Prov . G . W ., who seconded the

motion , said fche present year had been a record year with regard to the London Charities . The Charity Committee of this Province had succeeded during the year in putting on the funds of those Charities three boys , two girls , two old men , and two widows , and in order to do so tbey had

had to poll 26 , 147 votes . From the three Royal Masonic Institutions the votes issued reached 455 , 891 , and ifc was through that large number of votes that the Committee bad bad to fight its way aud had attained the number just read . The report was adopted . The Provincial Grand Master said it was the wish of the brethren of tbe

Province that a memorial should be presented to Bro . George Mellor on the completion of bis jubilee in Masonry next year . Their Deputy Provincial Grand Master was known to them as a most cordial and liberal Freemason . As one of the chief Officers of the Province he bad done very great

service for the Order , and on the memorable occasion of his jubilee the brethren would be delighted to honour him . After some discussion it was resolved that a fund should be opened , to which the Lodges of the Province , aud the Provincial Officers individually , might subscribe , for the

purpose of presenting a testimonial to Brother Mellor at the annual meeting of the Provincial Grand Lodge in 1893 . Bros . J . H . P . Leresche P . Prov . G . W ., 0 . I ) . " Cht'etbim

P . Prov . G . D ., Wm . Forrest , James Kershaw P . Prov . G . D . C , W . S . Weeks P . Prov . Registrar , E . G . Harwood P . Prov . G . W ., and Eli Andrew ( Mayor of Asbton-uodor-Lyme ) , were appointed an Executivo Committee in con-

nection with the fund . The Provincial Grand Master said be had received an influential appeal from the Ashton Lodges to hold the next annual meeting at Ashton , in honour of his worthy Deputy , and he should accede to the request .

At the close of tho Lodgo business , a court of Governors of tho East Lancashire Systematic Masonic Educational and Benevolent Institution was held , Colonel Starkie presiding . Bro . J . Newton P . Prov . G . Assist . Secretary , presented tho Secretary ' s report . It stated that the

receipt of donations and subscriptions for the ten months ending 31 st October last year wore £ 682 6 s lOd from Lodges and £ 236 15 s from individuals ; this year they wero respectively £ 420 10 s Od and £ 111 3 s . The total receipts from all sources for the like period were last year

£ 1 , 686 , this year £ 891 6 s 9 d . Last year ' s receipts , however , included special donations from the annuity fund , £ 379 9 s 9 d . The total ordinary expenditure for the liko period was last year £ 527 9 s 6 d , this year £ 550 16 s ld . Special items had been paid this year in calls on stock

and special donations to tho Aged Freemasons' and Widows' Fund , amounting altogether to £ 561 10 a . The great falling off in donations and subscriptions this year was readily accounted for to a great extent by the fact of tbe public Festival of the Royal Masonic

Benevolent Institution , in February last , when no less than £ 69 , 000 was contributed , of which £ 2 , 667 5 s was contributed from this Province . The unprecedented amount received by their Systematic Institution last year was due to the exertions of the Visiting Committee . At

the last annual meeting it was decided to establish an annuity fund for aged Freemasons and Widows . This called for increased support to the Institution in order to provide funds for the purpose , and it was confidently anticipated that the Lodge representatives would strenuously

urge the claims of tbe Institution in its enlarged form on their various Lodges and brethren . Colonel Starkie said he trusted the interest in their very essential East Lancashire Institution would not flag , but that the brethren would exert themselves to make its benefits known and

increase the amount of subscriptions . Tbe Charity had done and was doing much good . It relieved their representatives somewhat , from the arduous duty of electing

candidates on the London Charities , and in many instances it was the means of educating and clothing children at less expense than in fche Masonic Schools , while being equally beneficial to them in their stations in life . Brother F . W .

Lean seconded the motion . Bro . Sillitoe , in supporting it , urged the desirableness of holding an annual festival in support of the Institution , and announced his intention of bringing forward a proposition on the subject afc its annual meeting . The report was adopted aud the proceedings terminated .
