Most intelligent Masons know that non-affiliation is not a crime , and that a Grand Lodge cannot make it a crime . It is equally true—though not so generally understood—that no Grand Lodge has any legislative jurisdiction over a nonaffiliate , and no Lodge can lawfully try a Mason for"

disobedience to a mere Grand Lodge regulation of a jurisdiction to which he does not belong . The non-affiliate is subject to the general laws of the Masonic Institution , but not to those of any Lodge or Grand Lodge . Perfection ; it sets fortn by direct teaching and by a wonderfully impressive symbolism great and precious truths pertaining to the divine being and authority , while it enforces

obedience on the part of man to God's will . It is often said that Freemasonry is not a religion , but that it is essentially religious . It presents itself in this character at every advancing step , and because of this profound religiousness —this aim of moral teaching ; this call to faith , trust , and

mosaic pavement , if we live our lives thoughtless of that divine Providence which the star symbolises ? If men handle the twenty-four inch gauge never so often , and forget that its symbolism teaches that a proper division of their time would give much time to 'the service of God , of what value

is such a symbol to their God-forgetting lives and hearts ? Nay , Brethren , the beautiful trellis of Masonic symbolism finds its : value in a life adorned with religion and charity and rectitude . We do not believe in the principle of enforced affiliation . There are many instances throughout the world where men have become Masons and are not in sympathy with its teachings who have quietly taken their demit and ceased to be identified with the Order . Others , entertaining or

acquiring religious ideas , which m their judgment are inconsistent with the teaching of Masonry , have quietly dropped out , neither of whicth should be forced to affiliate with the Lodge , and being conscientious in their belief , ought not . to be placed under the ban of expulsion , —J . While the Grand Master in person may , by the exercise of one of his prerogatives , make a Mason at sight , yet he cannot , without violating the Constitution of Masonry and the edicts of this Grand Lodge , grant dispensations to delegate his authority to another person to confer the degrees on a candidate in any other manner than the prescribed form . —Joseph Hall , West Virginia .
