C Upon the roll of Lodges being called , it appeared that ont of the total number of •103 , five were unrepresented . In accordance with notice of motion , Bro . E . G . Harwood ( Bolton ) , Chairman of the

Charity Committee , proposed that the snm ot 10 ) guineas bo given from the funds of the Provincial Grand Lodge to the Royal Masonio Benevolent Institution for Aged Freemasons and tho Widows of Freomasons . He . aid that during the 21 years Colonel Starkie had presided oveu ^ the

Province the sum of £ 9 , 375 had been contributed to the Benevolent Institution by the brethren of that Province . In the same period the Institution had paid to East Lancashire annuitants £ 15 , 518— £ 11 , 400 to men , and £ 4 , 100 to widows , —leaving a difference to the benefit of the

Province of £ 6 , 200 . It would , therefore , be readily seen that there was ample reason why they should adopt the resolution before tbe meeting , and do something further for tho good of the Institution . He appealed to brethren present to qualify themselves as Life Governors . Bro . J .

H . Sillitoe , Vice Chariman of the Charity Committee , seconded the resolution . He said there were explanations which might be given with regard to a portion of tho discrepancy referred to by the mover of the resolution . Although they had not given the money directly to the

Institution the brethren of the Province , he explained , had not placed their annuitants upon its funds unfairly . He endorsed the appeal that had been made for funds , aud reminded tbe meeting that the Jubilee Festival of the Institution would be held next year . The Provincial

Grand Master , in submitting the resolution , intimated that ho should again become a subscriber to the Institution next year . He trusted the Jubilee Festival wonld further increase the usefulness of the foundation . Tho motion was carried unanimously . Bro . Mellor , addressing the

Provincial Grand Master , asked him to accept ; in tho name of the brethren of tho Province , and to commemorate the occasion of his having presided over them for 21 years , an illuminated address and a presentation of plate . The address was then read by tho Provincial Grand Secretary .

It had been prepared by Messrs . Palmer and Howe , of this city , and formed a splendid specimen of the illuminator ' s art . The introductory page bore the arms of Colonel Starkie , displayed in their proper heraldic colouring . The

succeeding page , bearing tho name , & c , was in the st yle of Louis XIV ., and richly engrossed in panels surmounted by Masonic emblems . The address , which commenced on the third page , was surrounded by a handsome border in missal form wifch conventional and flourished ornaments .

The volume is bound in scarlet morocco , with crest on the front and monogram on the back . The address was in the following ttrins : — To Colonel Le Gendre Nicholas Starkie , Right Worshipful Provincial' GniLd Master for the Eastern Division of tha Province *! of

Laheasbire . —Manchester , 27 th November 1891 . —Dear Sir and Brother , —Tho brethren of the Province desire to approach you with most fraternal congratulations on the completion of yonr fcweufcyfirst year as head of this large and important division of tho Province of Lancash'rR . They specially wish to recoid their sincere pleasure

at seeing yon in your place at this half-yearly meeting . They heard with great sorrow of your long and severe illuesa in the early part of the year , aud express their earnest prayer that you may be blessed by the Great Architect of tbe Universe with health and strength for many years fco come . They review with considerable pride and

satisfaction the progress mad a in the Province during the past tweuty . one years . In the year 1870 , when you , Eight Worshipful Sir , were installed into tho office of Provincial Grand Master , by the late lamented brother , the Right Honourable the Earl of Carnarvon , Fro Grand Master , there were seventy-four Lorlcres in the

Province with a roll of 3 , 419 subscribing members . Now there are 123 Lodges , with au aggregate of 4 , 600 subscribing members . Since your installation the Province has subscribed to the Masonio Charities in London no less than £ 23 , 532 , namely to the Koyal Masonic Institution for Girls , £ 4 , 961 ; to the Roval Masonic

Institution for Boys , £ 9 , 216 ; and to the Royal Mnsonic Benevolent Institution for Aged Freemasons and U ' idows of Freemasons , £ 9 , 375 . Coming more immediately home to tho East Lancashire Systematic Masonic Educational and Benevolent Institution , fostered aa it has alwaja been by your fatherly care , a sum approaching £ 17 , 000 has been subscribed in the Province . Of this sum £ 3 , 062 has been spent

ia educating and clothing 98 children of Freemasons , and a further sum of £ 2 . 922 ha 3 been distributed in relieving the necessities of indigent Freemasons or their families , and the Institution has now £ 10 , 000 invt-sted for these several purposes . Such a record the greatest and noblest in the land might be proud of , and the brethren

of this Province feel they aro iu the main indebted to you for auch a result . In conclusion , Right Worshipful Sir , tho brethren respectfully beg your acceptance of fchi **) address , together with the accompanying silver plate , as a memento of yonr government of the Province ; and the balance of the subscriptions received , amounting

t < - > £ 400 , will be handed over to tho East Lancashire and Systematic Masotio Educational and Benevolent Institution aa the nucleus of a fund hereafter to be kuown as tha Starkie Annuity Fund , whioh will be a permanent monument of tht » esteem of the brethren for yon aa Provincial Graud Master . Province , George Mellor Worshipful Deputy Provincial Graud Master , John Chadwick Provincial Grand Secretary . The plato consisted of a massive silver bowl or centrepiece for fruit or flowers , and two silver claret jugs . The articles were designed by Messrs . Elkingfon and Co ., on

classic lines , and , though massive , are chaste and beautiful . The principal decoration is a bas-relief composed of Greek fi ^ nres . chased scroll work , and other ornamentation . The centre-piece bears the following inscription : — " Presented to Colonel Le Gendre Nicholas Starkie , by tho Freemasons

of East Lancashire , in commemoration of his twenty-ono years' service as Provincial Grand Master . —27 th November 1891 . " Bro . J . W . Maolure , M . P ., said it afforded him great pleasure to supplement tbe words of Bro . Mellor . Colonel Starkie had conducted the affairs of that great

Province in a manner which he thonght could not have been excelled . Nothing , he believed , would be more appreciated in the history of the Starkie family than that address and presentation . That family was historically connected with Lancashire , and thoir honesty , their

perseverance , and the way in which they performed the various duties appertaining to their station was beyond all praise ; there was not a blot on their escutcheon . He ( Bro . Maolure ) shonld like to mark the occasion by giving 50 guineas to the Benevolent Institution , and 10 guineas

to the fund which had been inaugurated that day . The Provincial Grand Master , who was received with loud cheers , expressed the gratification with which he received that tribute of affection and regard from a body of men who had rendered him faithful allegiance in the discharge

of the duties of his office . He should value these gifts not only for their intrinsic value but as a memento of the feelings entertatned towards him by the brethren of the Province of Bast Lancashire . The twenty-one years of his reign over them had been most happy and prosperous .

Freemasonry had flourished , nofc in consequence of anything he bad done , but because of thoir exertions . In tho present age—an age marked by scientific and mechanical discovery—things were altered and many institutions , indeed , passed away ; but Freemasonry flourished , and he

hoped it would long bear f mit by its good deeds in the extension of charitable effort . His father had the privilege of ruling oyer the Province of West Lancashire for nearly 30 years , and during that period he established the local Charitable Institution of that Province . Although he

( Col . Starkie ) did not establish the East Lancashire Systematic Benevolent Institution , yet he took some credit that he had been enabled , with thoir assistance , to maintain a society which was a benefit to themselves and the community . He trusted that the Order might continue to

prosper , and he urged that they should be particularly careful to admit none into their ranks whom they could not meet in their commercial and family life . In conclusion , he referred to the loss the Masonic Fraternity had sustained by the death of a prominent member of the

Order , Dr . Peter Boyle . The report of the Charity Committee was presented , and after some other business had been transacted , Brother W . Craig Royle handed to the Provincial Grand Master a cheque for £ 100 , proceeds of the Masonic garden party held at Old Trafford in July last . The Provincial Grand Master thanked the Committee who

had organised the party for the exertions they had made , and expressed his pleasure that the result had been so satisfactory . Bro . J . Terry , Secretary of the Royal Masonic Benevolent Institution , thanked the meeting for the vote of 100 guineas towards the funds of thafc Institution , aud

urged the claims which it had to their support . Bro . M . Thomas P . G . D . stated that , following the successful entertainment given by the Minnehaha Minstrels in aid of

tho Masonic Charities some timo ago , it was proposed to give a similar entertainment for the same object in February next . The Provincial Grand Lodgo was afterwards closed .
