THE half-yearly election to the benefits of fche Eoyal Masonic Institution for Girls took place on Thursday , when nineteen children were admitted from an approved list of 27 candidates ( reduced from 28 , by the death of Marian Eadford , No . 10 on the original paper ) . We give elsewhere a list of those
elected , while the following unsuccessful polled the votes recorded against their names , and as all but Laura E . Dransfield are eligible , so far as age is concerned , for the next contest , they may be looked for again afc the election in April ,

MASONRY INDEPENDENT WITHIN ITSELF .
IpREEMASONRY does not depend upon the power of one man ; depends not upon the fluctuations of opinions , which would render it liable at any time to be overruled , modified or changed , or even abandoned ; but depends upon truth , upon charity , and upon every prominent duty . It is sanctioned and sustained by that inwrought sense of right which the God of all has implanted in the heart of every man . It is not adapted to one
country only , or to one age or nation in preference to another ; it depends not upon perverted judgment or prejudice , nor upon the moral or religious views of any sect or nation . Masonry boldly stands out independently and solely on the high and sovereign will of Heaven itself , securely guarded by the immutable laws of the noblest part of our nature implanted within our innermost soul .
Freemasonry , though of undoubted ancient origin , contains within itself all the germs of development adapted to all stages of civilisation , and certainly adapted to the condition and status of all good and moral men . It teaches the noblest tenets of all times , and has influenced for good the wisest and best of men of all nations . To visit the fatherless and the widowa
in their affliction , to bear each other ' s burdens , and to keep one ' s self unspotted from the world is the emphatic doctrine of our Craft . What nobler creed ? What higher aim ? He that wears the lambskin worthily can be neither an irreligious nor immoral man . Freemasonry is a system based upon the knowledge and acknowledgment of God , the Creator , the
giver of every good , and to Him , and Him alone , we reverentially bow , ever tearing in mind our duty to each other as Brethren of the Mystic Tie . We make no propaganda , do no proselyting , we ask no man to join our ranks ,
but we endeavour to " live " on doctrine and teachings and tenets , thus showing to the world nofc only an absolute independence , but also an absolute right to be counted as the foremost institution of the world . — " New York Tribune . " .

THE FRENCH FREEMASONS .
IT is not often that the Continental Freemasons can be accused of showing a lack of astuteness and worldly wisdom . The French members of the sect have , however , at length overstepped the limits of caution . The prodigious influence which they have so long exercised upon the afiairs of the country has caused them to become over-arrogant , and in asserting their power they have shown what is termed the " cloven hoof "
—which they had been at much pains to hide under the table while playing at cards . Always careful to pose as a society of mutual aid and philanthropy they kept the political character of their organisation in the back-ground , much preferring secret machinations to public propagandism . A recent incident has led them very imprudently to change their tactics . A certain
functionary , M . Edgard Monteil , and M . Barthon , Minister of the Interior , came to loggerheads—it is unnecessary to explain why . M . Monteil owed his position entirely to the influence of his Brethren , the Freemasons . M . Barthon relieved him of his duties in Paris and appointed him to a post in the provinces , which , although a substantial one , did not offer much scope
for political intriguing . M . Monteil , very indignant at this treatment , refused the new position that was offered to him . The Minister of the Interior replied by dismissing him from the public service . At a general meeting of fche Grand Orient of France the Freemasons made common cause with M . Monteil , and declared war against the Government . In fact
this gathering of Brethren of all the French Lodges made it clearly understood that they would nofc tolerate any Cabinet that was not their obedient servant . This arrogance has put up the back of every Republican who is not a Freemason , and the question is being much discussed in the Press and out of the Press whether a State within a State should be tolerated any
longer . Some go so far as to urge the necessity of suppressing the Masonic organisation in France , just as the Ligue des Patriotes was suppressed some years since when its leading spirits tried to be stronger than the Government . The time , however , is far from ripe for such a drastic measure with regard to the Freemasons , who have too many friends afc Court to be dealt wifch
summarily by the men now in power . Ifc is highly probable that what they threaten they will do , and that they will bring about the fall of this Ministry which is not sufficiently under their thumb to please them . Nevertheless , the recent movement of opinion against them may be the beginning of unpopularity ; but it is to be feared that their astuteness will stop the wind
from rising . They have studied the art of political intrigue too long and too well to be easily put down , and they are masters of all the claptrap phrases that seduce humanity . Although fchey are nofc strong numerically , their
influence in France is enormous , because the most important official posts under the Republic , from the Presidency downwards , are in their hands . If the power of this anti-religious sect could be broken we should hear much less of the persecutions of fche Church in France . — " Catholic Times . "
