D ., Provincial Grand Master of Northumberland and Durham , for a further period of three

years . •*-On the consideration of an irregularity in St . Swithin ' s L ' odgo , No . 445 , where two brethren were elected joining members aud appointed to office , on the day of consecration , contrary to Article 136 , which provides tbat . every candidate for joining membership of a Lodgo shall be proposed at a regular meeting and balloted for at the next regular meeting , after his namo has appeared in the summons

calling snch meeting , the Board decided that the so-called election was null and void , and that these brethren must be proposed and balloted for in strict accordance with Article 136 , Book of Constitutions , and farther that the Lodge be , and is hereby , censured for the irregularity . The Board have great pleasure in fully concurring wifch the recommendations of the Grand Registrar , whose reporfc is as follows :

IN RE THE LATE PROVINCE OF MIDDDLESEX AND SURREY IN THB DEGREE OK M . M . M . The Grand Registrar begs to reporfc that in pursuance of the resolution of Grand Lodge , on the 6 th December 1892 , a meeting of the Executive Committee of the late Province of Middlesex and Surrey , and of the Executive Committees of the present Provinces

respectively of Middlesex and Surrey , was summoned to meet afc Mark Masons' Hall , Greafc Queen Streefc , W . C , on Saturday , 17 th December 1892 , and was attended by Brother Hammerton Past Provincial Deputy Grand Master , and three representatives of the late Province of Middlesex and Snrrey , Right Worshipful Brother Colonel A . B . Cook Provincial Grand Master , and eight representatives of the new

Province of Middlesex , and Right Worshipful Brother Colonel G . N . Money , C . B ., Provincial Grand Master , and seven representatives of the new Province of Snrrey , by also the Grand Registrar and the Grand Secretary . The meeting was presided over b y the Grand Registrar , who having stated the object of the meeting and the reasons for which it

was called , the following resolutions wero unanimously passed * . — 1 . Proposed by Brother C . Hammerton Past Deputy Provincial Grand Master Middlesex and Surrey , seconded by Brother Newington Bridges P . G . Steward Past Provincial Grand Warden Middlesex and Surrey— "That tho cash balance b > equally divided between the present Provinces of Middlesex and Snrrey . "

2 . Proposed by ll . W . Brother Sir John Monckton G . J . W ., Prov . G . S . W . Middlesex , seconded by Brother F . Mead P . G . Steward Provincial Grand Secretary Middlesex- — " That the votes of the Mark Benevolent Fund at present to the credit of the late Province , be equally divided between tha present Provinces of Middlesex and Snrrey . "

3 . Proposed by Brother A . Stewart Brown Middlesex , seconded by Brother C . F . Hogard P . G . Standard Bearer Surrey— " That the property of the late Provincial Grand Lod go of Middlesex and Surrey , as per schedule of V . W . Brother Gordon Robbins P . P . G . Treasnrer , with the exception of the sword and the letter-press , be presented to Grand Lodge . "

4 . Proposed by Brother C . F . Hogard , seconded by Bro . A . Bro . R . Loveland Loveland said he had now to move that the several recommendations arrising oat of the report ho adopted . In that report , as every member of Grand Lodgo wonld see , there were certain recommendations made at a meeting presided over by the Grand Kegistrar , aud thoy were four in number :

That tho cash balance be equally divided between the present Provinces of Middlesex and Surrey . Thafc the votes of the Mark Benevolent Fund , at present to tha credit of tho lato Province , be equally divided between tho present Provinces of Middlesex and Surrey .

That the property of fcho late Provincial Grand Lodge of Middlesex and Snrrey , as per schedule of V . W . Bro . Gordon Robbins P . P . G . Treasurer , with tho exception of tho sword and tha letter-press , be presented to Grand Lodge .

That the sword and press and the two chaws ( thonld the latter prove to be the property of tho late Province ) be divided between the present Provinces of Middlesex and Snrrey respectively , as shall be decided by tho respective Provincial Grand Masters of thoso Provinces .

The chains had beon found , since the report of tho General Board was made , to be the property of the Provincial Grand Master and the Deputy , and therefore they were not to be disposed of by being divided between the two new Provinces . The motion he had to make upon the recommendations was : —

" That the Report of the Grand Registrar be adopted , and that the Grand Treasurer be , and is , hereby authorised to sign cheques for £ 52 15 s Id in favour of the Provincial Grand Treasurer of Middlesex , and for £ 52 15 s in favour of fche Provincial Grand Treasurer of Snrrey . "

Bro . Frank Richardson seconded the motion , and said that at the meeting over which he presided , by direction of the Earl of Euston , the resolutions were carried unanimously . The old Province of Middlesex and Surrey , as well as the two new Provinces—the one of Middlesex and

the other of Snrrey—were fully represented by the most prominent members of each Province . The resolutions were put , and in each case carried unanimously . Therefore , he would submit that it was bnt rig ht that thia Grand Lodge should confirm what the General Board had recommended .

Bro . the Earl of Euston said that the brethren had heard what the President and the Grand Registrar had said , and what had been proposed and recommended as to the adjustment of the funds and property between Middlesex and Surrey . He thought that the two Provinces having met together , aud amicably come to such an arrangement in

this equitable shape and form at the meeting presided over by the Grand Registrar , the Grand Lodge shonld carry the recommendation . He did not know whether any brother wished to make any remark with a view to an alteration . If no one did he would put the motion .

The motion was unanimously carried , after which the reporfc was adopted . Brother Eugene Mon tenuis then rose and addressed the

meeting , as follows : —Right Worshipfnl Deputy Grand Master and Brethren , —At the last Quarterly Communication ifc was my great privilege to nominate his Royal Highness the Prince of Wales as our Grand Master . On this occasion it is with very great pleasure I rise to submit

his name to your suffrages , I am quite sure ifc requires no recommendation on my part , for yon all know the great interest the Prince of Wales takes in Freemasonry . You all know also the greafc progress Freemasonry has made aud the high estimation in which it has been held since he

joined it , and tlie greafc strides it has made under his sway . Therefore to say more would be to paint the lily and to gild the pure gold . I therefore now propose thafc his Royal Highness the Prince of Wales be our Most Worshipful Grand Master for the ensuing year . Bro . Lord Ainpthill seconded the proposition .

Bro . the Earl of Eustou said—Brethren , ifc is hardly necessary to pufc the proposal before yon , but for the sake of form I will do it . Tho motion was formally pufc and carried , and Brother Robert Berridge proclaimed his Royal Highness duly olected Grand Master .

Bro . A . R . Carter , in tho absence of Bro . Gordon Miller , proposed Bro . F . Mead as Grand Treasnrer , and said ifc required no words of his to praise what Bro . Mead had done to forward tho interests of Mark Masonry . There

was certainly no one moro lit . fco discharge the duties of Grand Treasurer during the year than Bro . Mead . Bro . W . "Vincent seconded . There being no other candidate , Brother Mead was declared elected .
