If our calculations are correct , and the surplus of the Jubilee celebration does produce an income of £ 1 GOO a year , it would be possible to create another twenty annuities , and allow a fair sum for the necessary labour attached to the forty Jubilee pensions , without adding a farthing to the responsibility of the Institution , as compared with its position months back . Again Ave ask why this should not be done , or what excuse can be put forward for hoarding any part of the interest arising from the Jubilee surplus ?

THE Juno Quarterly Communication was held on Tuesday , the 31 st ult ., at Mark Masons' Hal ] , Great Queen Street . The Marquess of Hertford Pro Grand Master presided , with the Earl of Euston Dep . Grand Master . Bro . W . J . Hughan acted as Senior Warden , and Sir Reginald Hanson , Bart ., M . P ., Junior Warden .
After preliminiaries Bro . Matier read the minutes of the last Quarterly Communication and tbe following letter from the Homo Secretary , addressed to the Marquess of Hertford , in answer to the address voted by Grand Lodge to her Majesty the Queen on the death of the Duke of Clarence and Avondale : —
Whitehall , 29 th February 1892 . My Lord , —I have had the hononr to lay before the Queen the loyal and dutiful address of the Grand Lodge of Mark Master
Masons on tbe occasion of the death of His Royal Highness the Duke of Clarence and Avondale , K . G ., and I have to inform your lordship that Her Majesty was pleased to receive the address very graciously . I have the honour to be , my lord , your lordship's obedient servant
HENRY MATTHEWS . Marquis of Hertford , 115 Eaton Place , S . W . It was decided that this letter be entered on the
minutes , and then the minutes were confirmed . Bros . Col . Harding , P . Mead , Major Probyn , Ward , and Tipper were appointed Scrutineers of votes for the election of members of the General Board .
The Report of the General Board , on the motion of Bro . Col . A . B . Cook President , seconded by Bro . Prank Richardson Grand Registrar , was taken as read , received , and ordered to be entered on the minutes : —
During the threo months ending 31 st March 1892 , there have been issued : Mark certificates , 386 ; total number registered , 29 , 474 . Warrants for new Lodges , three , viz .: No . 440 , Sincerity , Cairo , Egypt . „ 441 , St . Michael , Barbados .
„ 442 , Weyside , Woking , Surrey . Royal Ark Mariner certificates , 50 ; total number registered , 3 , 578 . H . R . H . the Prince of Wales , K . G ., M . W . Grand Master , has been pleased to appoint the Right Hon . the Earl of Yarborough to be l'rovinoial Grand Master for Lincolnshire , in succession to R . W .

Bro . Jack Sutr-liftV , whose term of office has expired , nnd to whom the thanks of f ) rand Lodgo aro due for hia sorvices to the Ordor since 1883 . Tho ltisiht Worshipful Lieut-Col . George Montgomeria John Moore , J . P ., has been re-appointed District Grand Master for Madras , for a further term of three yoars .
On examination of tho returns of St . John ' s Lodge , No . 214 , it was discovered that Uvc . John Nosbitt had been installed in the chair of W . M ., ho not having previously served as the Master of a Lodge of Craft Freemasons , and the dispensation of the Grand Master not having been applied for or granted according to Art . 99 . On consideration of this irregularity the Board
ruled—That the Lodgo shall apply for a dispensation at once . That so soon as this is granted , Bro . John Nesbitt shall ba reobligated aa an installed Master at the next regular meeting of the Lodge , previously to which the dispensation shall bo read and recorded on the minutes . And further that the Lodge he fined the sum of two guineas .
FUND OF BENEVOLENCE
The Board have great pleasure in announcing that the 24 th Annual Festival will be held on Wednesday , the 20 th of July . R . W . Bro . Sir Reginald Hanson , Bart ., M . P ., Past Grand WarJen , has most kindly consented to preside , and the Grand Secrotary will be happy to recoive the names of brothren willing to act as Stewards .
The Board havo olooted , without a poll , the following candidates for the Educational and Annuity Grants : Educational Branch—Ernest Bunt ; Annuity Branch—John Jeffrey Beer , and Thomas Morant Compton . And have to report the death of Jane Drowott , the first widow elected on the fond . The Board have relieved the following case :

The Marquess of Hertford stated that the Princo of Wales had again been pleased to appoint him as M . W . Pro G . M . M ., and the Earl of Euston as R . W . Deputy G . M . M .
These brethren were then accorded the customary salutes , and thanks wero expressed by their lordships for the fraternal greeting , and tho cordiality with which their appointments had been received .
The following were then announced as tho Grand Officers for the year , and , with the exception of two or three , who were unavoidably absent , wore invested by the Pro Grand Master : —
