Bro . C K . Benson was thanked for his services as repiosentative of the Province on the Board of the Royal Masonic Institution for Boys , and was re-elected to that position . On the motion of Earl Egerton , seconded by Sir PL Lloyd , a vote of condolence with His Royal Highness the Grand Master upon the death of Plis Royal Highness the , Duke of Coburp , was passed .
West Kirby was fixed on as the place for next year ' s meeting . After Lodge was closed the Brethren walked to St . George ' s Church , in procession , where the Rev . F . PI . Mentha preached .

THE Quarterly Communication was held at the Freemasons' Hall , Edinburgh , on the 3 rd inst , the Grand Master the Hon . J ames Hozier , M . P ., presiding . On the motion of the Grand Master , seconded by Past Grand Master Lord Saltoun , it was resolved that a humble
address of condolence be addressed to Her Majesty the Queen , on the sad death of her second son , the Duke of * Saxe-Coburg . This was agreed to in solemn silence , the Brethren upstanding while the Dead March in " Saul" was played on the organ .
Thereafter the Grand Master unveiled a bust of Lord Saltoun , which , he said , is to be placed with those of other Past Grand Masters in the Grand Flail , as a memorial of the
very great services rendered by Lord Saltoun during the three years that he held the Office of Grand Master of Scotland , to the great advantage of the Craft . The artist , Mr . W . Grant Stevenson , R . S . A ., was accorded thanks .
A statement submitted by the Grand Treasurer showed that the income for the quarter ended 14 th July had been £ 1 , 661 and the expenditure £ 740 , showing an excess of income of £ 920 . During J une and July £ 75 had been given
as grants to distressed Masons or widows of Masons . At last meeting of the Annuity Board the death of sixteen annuitants was reported ; and the Board granted one annuity of £ 20 , three of £ 15 , and twenty-six of £ 10 .
The Grand Master gave notice that honorary membership be conferred on the Grand Master of the Grand Lodge of the German countries , in connection with a special ceremony that is to take place in Berlin . He also intimated that he had received a letter from Lord Rosslyn , dated in London , 27 th
ult , enclosing a letter from a Lodge at Bloemfontein , which mentioned that a letter from the Grand Master to his lordship had unfortunately been taken from Lord Rosslyn during his captivity- at Pretoria . ' The Lodge sent greetings to Grand Lodge .

made the presentation , referring to the assistance Lady Saltoun had given her husband in his public work , and saying they all hoped the bust would be handed on from father to son for many a generation in their illustrious family . The
bust was then unveiled , and Lord Saltoun , in acknowledgment , said his wife was always anxious to do her best for the community among which she lived . Fie hoped the friendships he himself had formed uurino- his tenure of office would continue as in the past , for , though he vacated the throne , he had , he hoped , not vacated the hearts of his Brother Masons .

HpHE question of interval between degrees is again to be JL raised in Grand Lodge of Scotland , this time by a Lodge in Shanghai . The Lodges under the Scottish Constitution located in foreign places are at a disadvantage compared with Lodges under ; the English Constitution .
The Grand Lodge of England provides that the Grand Master may confer on District Grand Masters and Lodges in foreign parts a power of dispensation , in cases of emergency , for a Brother to be advanced to a higher degree
at an interval of not less than one week , instead of four weeks . There is no such power given to any Lodge or District under the Grand Lodge of Scotland , as the law stands at present . Thus says " The Mallet , " in " Glasgow Evening News . "
We are of opinion it would be much better for the Grand Lodge of Scotland to use its influence to prevent the exercise of the special power referred to , rather than to seek to confer similar " privileges " on its own Lodges in foreign places . We cannot believe any possible good can result
from undue haste in the admission or advancement of candidates . If a man leaves his application to be admitted a member of the Fraternity until he is about to make some long journey , or take up his residence in a far off country , he
should not be afforded special privileges ; further , it might even be said he should not then be admitted , as he is certainly not wholly free from " unworthy motives" in thus hastily seeking admission .
