THERE is more in this work than is implied in the title . As the author tells us in a brief preface , it is a series of studies in Central and South America . These studies are exceedingly well written ; the descriptions are clear and concise ; the political remarks are carefully weighed and , on the whole , just ; the style is a model of its kind . We feel personally indebted to Mr . Scruggs for his

first chapter , on the Isthmus of Panama , for he has told us much in the compass of a few pages that is certainly not common knowledge . The remarks about the weather , particularly in regard to the sudden and terrific storms at Colon , are a revelation to such as live under kinder skies where gentler manners reign . We are not prone to discuss politics , national or international ; but so far as we are qualified to judge Mr . Scruggs has given us a masterly

summary of such questions as the Monroe Doctrine , the Mosquito Coast Controversy , and the Anglo-Venezuelan Boundary Dispute . His handling of these topics is rendered still more intelligent by the addition of some carefully prepared maps . So much for the requirements of that class styled by the reviews " our better class of readers , " but some readers are not "better , " and they read only for amusement . To all such we can warmly recommend the chapter entitled "A mule ride in the Andes . " It would do credit to a

romance . We can remember no superior narrative of travel over the great Cordillera—unless , possibly , it is that in Darwin's " Journal of Researches . " Mr . Scruggs tells his story admirably , —the delay at the start , the weakness of the muleteers for a drink at the way side " chicheria , " the fine view of the river , and valley of Magdalena , the grander scenery and sweeter climate of the higher slopes , the

stillness that pervades the neighbourhood of the great Andean heights , the primitive lack of necessities in the mud-hut town of Villete , the last lap of the journey from Manzanas to Bogota . Nor must we overlook the merits of the two chapters concerning the products and mineral resources of Venezuela . Here we have every evidence of that wide grasp of detail , that specialistic knowledge

which we have a right to expect from a writer who was for some time United States Minister to Columbia and Venezuela . The value of this work is further enhanced by the excellence of the illustrations . Those of us who read largely in the days of the often uncouth , unsatisfactory woodcut , can fully appreciate the beauty of such illustrations as the publishers have here given us . The book merits a large sale .

A twentieth century Parson . A story , by the Rev . E . H . Sugden , M . A . —Skeffington and Son . AN eminently readable book . We enjoyed it greatly without perceiving why . The characters can hardly be called original ; the plot , such as it is , has been handled a hundred times ; the descriptive passages are merely honest " journeyman-work . " And yet , as we

have said , Mr . Sugden s book is one to be read . We suspect that his success is largely due to the fact that he seldom interrupts his story in order that he may lecture us on the way . This may appear to some a small merit ; but we speak feelingly when we say that it is a very rare one . We think this trait does much credit to Mr . Sugden j fpr his temptations to preach must have been manifold .
