The brethren having assembled in their respective places in the Lodge , Bro . John Irwin Miller District Grand Master , accompanied by Bros . C . Thorne , C . H . Dallas , T . W . '

Kingsmill , and by the District Grand Officers , entered , and was received in due form . The District Grand Lodge was opened in due form , and the circular convening tho meeting was read . The District Grand Master said that the minutes of the last regular Communication of 23 rd September 1889 , having been printed and circulated among the members , might be taken aa read , and npon being put to

the meeting were confirmed and signed . The District Grand Master tlirn requested Bro . T . F . Hough , President of the District Board of Oi neral Purposes , to read the Minutes of the last Meeting of the Board . On the proposition of tho District Grand Master , seconded by tbe PaBt District Grand Master , the Minutes were received and ordered to be entered on the Minutes of the Communication .

Bro . Moore , District Grand Treasurer , stated that the receipts for the past year amounted to Tls . 495-99 , aud the expenditure to Tie . 312-53 , leaving a balance of Tls . 183-46 , as against Tls . 104-41 last year , and among the items of expenditure was that for Tls . 100 , paid to the Masonic Charity Fund ; the accounts had been audited by Bros . T . F . Hough and G . R . Wingrove . The Distriot Grand Master

congratulated the Brethren on the satisfactory condition of the Distriot Grand Lodge funds , whioh was mainly attributable to the able manner in whioh the District Grand Treasurer had performed his duties . The Deputy District Grand Master spoke in very laudatory terms of the manner in whioh the duties of Distriot Grand Treasurer had been discharged , and proposed that the accounts be

passed . This being seconded by Bro . W . H . Anderson , was carried unanimously . The Distriot Grand Master stated that- the next business on the circular was tho election of a Distriot Grand Treasurer , and said that Bro . S . Moutrie had consented to accept the office if elected . It was unfortunate that Brother Moutrie was

prevented by illnoss from being present , as he learnt from a letter now with the Seoretary . The ballot was then taken and resulted in favour of Bro . S . Moutrie , who was deolared duly elected . The District Grand Master then proceeded to appoint and invest as Distriot Grand Officers for the ensuing year , addressing to each appropriate remarks , the following brethren ;—

Tho District Grand Master on rising to greet tho brethren tendered them all his best wishes for a happy and prosperous new year . During the three months which had elapsed sinco he last addressed them , at tho regular Communication held in Septembor , no stirring events had happened . Labour had been resumed after the recess , and the work had progressed very satisfactorily . The Lodges in

Shanghai , Tientsin , Chinkiang wore busy and steadily at work , and it was a matter for congratulation that the reports presented were satisfactory and favourable . Ho impressed upon the brethren that it was not so necessary to increase tho number of members as to fieoure worthy and trusty brethren , who would refleotoredit upon the Craft . He trusted the brethren , and more especially the newly

elected brethren , would study tbe great principles of the Order , and hoped they would ever have before them the examples set them by their predecessors , and so becomo honourable and worthy members of the Craft . Looking to the Institutions with which the District Grand Lodgo is most intimately associated , he was pleased to bo able to inform the brethren he found room for congratulation . Referring to

the report of the Council of the Masonic School Fund of tbe 30 th of December last , ho was glad to congratulate them npon the sound and solid basis upon which it was now placed . Instead of hoing in debt , as the brethren were a-vare it was , they now showed ^ credit balance of Tls 125-75 , and the Deputy Grand Master then < "oad the following extract from the Report of the Council , which represents the fund aa it stands during tho present year : — "Daring the past year tho Masonic School Fund has boarded and

educated one orphan , and educated two , costing an outlay of Tl . 43200 per annum , being the equivalent of 8 | per cent , on the total amount of subscriptions and donations np to date ; beside the three children admitted free by Masonic right , sis other children ,

sons and daughters of Masons , have been educated free of charge , and a number received at low rates , by the kindness of our Brother Lanning , the Head Master , so as to place a good eduoation within the means of all Masons , —the objeot for which the School was established . "

Tho Charity Fund bad assumed a stable and sound position . It was hard to over-estimate tho good whioh tbis fond effected ' compared with that of others . He was happy to say that the claims upon the fund had been small , but feared that during the next year some calls would be made npon them . He would remind the brethren that the ball in aid of this fund would take place on the

14 th of February , and trusted every brother would use his utmost ondeavours to assist towards making it a success . The brethren wore doubtless aware that during the Spring we were likely to be honoured with a visit from H . R . H . the Duke of Connanght and Strathearn , Deputy Grand Master of Bombay , and was quite sure that they would embrace tbia opportunity to testify their loyalty to

their Queen , as well as to have tbe honour of showing their hospitality to so distinguished a guest . Turning to another side , it was with profound regret he had to allude to the doath of Bro . G . M . Hart . A more worthy or pure Mason it had seldom been his fortune to know . He held the greatest interests of the Craft deeply afc . heart , and during his term of office ho had every detail of his office at hia flngers' -ends , and had boen most indefatigable in his work . He had

a very deep sense of the invaluable services he had always rendered . At their last regular Communication he was already , stricken , bat trying to do his duty , and a few days afterwards he was called to the Grand Lodge above . The Deputy Grand Master then pat the following resolution , to be forwarded by tbe Distriot Grand Seoretary to the executor of the late Bro . G . M . Hart , for transmission to MB relatives at home : —

Resolved . "That this Distriot Grand Lodge desires to ' express regret at the death of Wor . Bro . George M . Hart , District Grand Seoretary , and , iu doing so , to place on record their sense and appreciation of his services , not only as Distriot Grand . Seoretary for three years , but to the Craft generally for a long period , duriug whioh hia . best efforts were need for its interests .

" That a copy of this resolution be forwarded to hia relatives , through the Distriot Grand Secretary . " Bro . C . Thorne , in rising to second the resolution , said that our late Bro . G . M . Hart had not only faithfully performed his duty here , but in other Lodges also . He had greatly assisted tho Preceptor of the Lodge of Assiduity , and had ever taken great- pains ia teaching

tbo brethren their duty , and the success of many present there to-night was due greatly to his care and guidance in that capacity . The resolution upon being put to the meeting was carried unani . mously . Tho District Grand Master said he could not depart from this subjoct without making some allusion to tho death of a wellknown and greatly-respected brother , whioh took place only the day

before . Ho alluded to Bro . John Geo . Thirkell . His face was well known as a visitor at their meetings , and he was quite sure that he was only expressing tho feelings of all presont when he said they felt tbo deepest sympathy for his widow and children . The District Grand Master then informed the brethren that this concluded tho bnainess of the evening , and renewed his wishes for the health

and prosperity of the members and visitors during the present year , and trusted no further losses would be sustained by the Craft . Upon the D . G . M . rising for tho first time to ask if any brother had any thing to offer'for the good of Freemasonry in geueral or the Diatvisfc Grand Lodge in particular , the District Grand Secretary read a letter , which had been received from tho Union Lodge , 1951 ,

E . C ., Tientsin , expressing its sincere condolence and sympathy with tho District Grand Lodge , in the eminent loss which it , and tho Craft generally , has sustained through tho dfath of their esteemed Brother Geo . M . Hart , District Grand Secretary of North China . This was ordered to bo entered npon tho minutes . Several letters of apology for non-attendance were read ; and acknowledgment

of the receipt of tho minutes of Proceedings , received since tho last Communication , from the Grand Lodge of England and tbe District . Grand Lodges of Hong Kong and South China , Queensland and Punjanb . The D . G . M . stated that several Dispensations had been granted during tbe year . Upon rising for tho second time tho District Grand Master said that , through tho courtesy of an absent

member of the District Grand Lodgo—Bro . Lalcaca—ho had been favoored with a copy of the Times of India , containing an account of the banquet of the Grand Lodge of all Scotch Freemasonry in India at their annual Communication , H . R . H . the Duke of Connau ^ hb District Grand Master of Bombay being the guest of the evening . The snbjoot of a general union of the Grand Lodges of English ,

Scotch , and Irish Lodges and Constitutions was mentioned . Some of tho speeches were very earnest , but from their general tone the D . G . M . was of opinion that suoh an event was very remote ; eventually it might take place , but from tbe present aspect an immediate consummation of tbo hopes of the brethren of India on

this subject did not seem very probable . Ho would place the paper in tho hands of tho Secrotary for reference and uso of the brethren . Upou rising for tho third and last time , to put the usual question , and nothing further boing offered , tho Distriot Grand Lodgo was closed , with solemn prayer , in duo and ancient form .

The notf ; proceeds of fcho entertainment given by tho Minnehaha Amateur Minstrels , at tho Assembly Hall , Heafcort Moor , on tbe 11 th nit ., in aid of the West Lancashire Masonic Educational Institution , amounted to £ 35 5 s 5 d .
