LEICESTERSHIRE AND RUTLAND .

THE annual meeting of this Provincial Grand Lodge will be held on Thursday next , 20 th inst ., at the Freemasons' Hall , Leicester , under the auspices of the John of Gaunt Lodge , No . 523 , the proceedings commencing at 3 . 30 p . m ., and being followed by a banquet at 5 o ' clock .

We are pleased to reproduce the following , which is the first annual report of the General Committee of the Kelly Memorial Fund , to be presented at next week ' s meeting : THE Committee , in presenting their first Report , have to record with muoh satisfaction the establishment of the Kelly Memorial Fund on a sound basis .

The appeal to the Craft in this Province to honour and perpetuate the memory of the lato R . W . Bro . William Kelly P . P . G . M ., by establishing in his name a local Charity for Benevolent and Educational purposes , has resulted in securing contributions amounting at the present time ( inclusive of Bank interest ) to the sum of £ 395 16 s lid . Comparatively small as this sum is , the Committee feel confident that at no very distant period , as the interest of the Brethren is further aroused , the Fund will be increased to such an amount as will be sufficient to deal promptly with all deserving claims upon it .

A list of Donors and Subscribers accompanies the Report , and it will be seen that the Donors number forty-six , and the Annual Subscribers 103 . The total Receipts up to the present time are as follow : — £ B . d .

Donations - - - - - 360 12 6 Subscriptions - - - - - -26 12 6 Bank Interest - - - - - - 8 11 11 The Annual Subscriptions are due and payable in advance on the 1 st day of July in each year . Two Petitioners have been relieved during the present year , viz . : — & s . d .

Lodge 523 - - Widow M . - - 5 0 0 Lodge 1391 - - Bro . J . W . - - 5 0 0 The Summary of the Accounts appended will show the exact state of the Finances on the 1 st day of October instant . A tabular statement , showing the proportions in which the several Lodges and other Masonic bodies have contributed to the Fund , will be found at the end of the Report , and it will be observed that so far- as the Craft

Lodges are concerned , only a comparatively small percentage of members at present subscribe , but it is earnestly hoped that the whole of the Brethren on the Roll of the Province may at no distant date be induced to add their names to the list as Annual Subscribers , for at least the very trifling sum of 5 s . The Lodge Charity Stewards are earnestly solicited to use their utmost endeavours not only to bring about this result , but also to get all new members to commence subscribing during their first year , and afterwards continue their support . 0 In conclusion , the Committee desire to record with regret the lamented decease of the late W . Trustees of the Fund , an ardent supporter of all Masonic charitable undertakings , both in the Province and generally . By the regulations of the Fund , it will be requisite to appoint a successor to fill the office in his place , at the ensuing meeting of Provincial Grand Lodge .

ST . ANDREW LODGE , No . 34 . THE regular meeting of this Lodge was held at the Freemasons' Hall , Cooper Street , Manchester , on Tuesday , 20 th September , Brother Julius Laurisch W . M . After the reading and confirmation of minutes , a successful ballot waa taken for Bro . George Boyd Black , Dramatic Lodge , No . 2387 , Accountant , who was afterwards regularly advanced by Bro . Joseph T . Richardson Chap . P . P . G . T . Eng .

Lodge having been closed in peace and harmony , the Brethren Lodge having been closed in peace and harmony , the Brethren adjourned to supper , a very pleasant evening being spent . Besides those mentioned above there were present Bros . J . Lawrenson S . W ., Geo . Hargreaves M . A ., A . K . Boothroyd Treas ., J . M . Sinclair Reg . of Marks , Jno . Walker Sec , Col . H . L . Roooa P . M . P . P . G . M . O ., Geo . A . Myers P . M . P . P . G . S . B ., J . M . Veal P . M . P . P . G . S . D . M . B . Salt J . O ., and others , Visitor : —Bro . Thos . Plumpton W . M . County Palatine , 156 .

UNITED SERVICE LODGE , No . 69 . THB installation meeting was held at the Masonio Temple , New Brompton , Kent , on the 4 th inst ., when Bro . J . D . Hull was installed into the chair by Bro . J . Percy White P . M . 455 and P . M . 364 . The addresses to the Master , Wardens , Overseers , and Brethren were given in an admirable manner , and were highly appreciated by the Brethren .

The following Officers were invested ;—G . A . Burrell I . P . M ., C . Woodger S . W ., W . G . A . Stephenson J . W ., J . Newby M . O ., W . Hughes S . O ., G . H . E . Hewett J . O ., S . There were also present Bros . W . H . Atkinson P . M . P . P . G . S . B ., T . Cadburn P . M . P . P . A . G . S ., E . B . Moody P . M . P . P . G . S . B ., W . S . Baldwin P . M . P . P . G . S . B ., R . J . E . Brown P . M . P . P . G . D . C , and others . The practice of the beautiful and important degree is well understood and highly appreciated by the Brethren of this old Mark Lodge , who number at present thirty-nine members , and have a considerable balance to the credit of their funds .

It was with regret that the Brethren accepted the resignation of Bro . R . Urqubart J . W ., who is leaving the town to take up a civil appointment ; the loss of so useful and energetic a member will be much felt . A handsome Past Master ' s jewel was presented to Bro . G . A . Burrell P . M . by the Lodge . The Brethren afterwards dined together at the King's Arms , Old Brompton .
