the members of the Fraternity within the Province . Paring last year in East Lancashire the Charities bad been subscribed to nobly and generonsly . He had been wishful that while the London Masonic Charities should in no wise suiter , a special effort should be made to provide
for what might be called their own family necessities . Such an effort had been made , and he thanked his Provincial Grand Officers for the special visits they had paid to Lodges during the year with the object of impressing upon the brethren the claims of the Systematic
Institution , and also thanked the brethren for the response made to tho appeal . He had acted without any wish to dictate to Lodges how they should dispose of their charity funds , but he had wished it to be understood that with a very small annual payment per member the children of
all indigent brethren m tho Province could be educated out of the Systematic Fund , and that in addition the Province , by its support of tho London Institutions , might still be able to place in the Royal Masonic Institution for Boys or that for Girls any candidates whose circumstances might
warrant or demand a superior education to that which could be given whilst they lived at home . In addition to these things , he was anxious that they should have the means to support locally aged Freemasons and widows of Freemasons until they could be elected to the Royal
Masonic Benevolent Institution . By increasing their local charities they would relieve rather than clog the efforts of tho London Institutions . Seventeen years had elapsed since he presided at Provincial Grand Lodge in Bolton ,
and since then 18 or 19 Lodges had been added to the Province . Bro . E . G . Harwood , in moving the adoption of the Charity Committee ' s minutes , said that during the year the Province had elected a candidate to each of the three London Institutions . On two occasions of election
to the Boys and the Girls' Institutions there had been no candidate from the Province , although if the voting power of the Province was properly used it would return a candidate at every election upon these foundations . Bro . Sillitoe , who seconded the motion , suggested that the
children educated under the Systematic Institution ' s arrangements should be periodically inspected by the Charity Committee , with a view to selecting the mos
fitting for candidature for the Royal Institutions , Th * minutes having been adopted , Bro . Harwood proposed thae £ 50 should be paid to the East Lancashire Systematict Masonic Educational and Benevolent Institution . Bro . J . J .

THE annual gathering was held in tho Borough Hall , Stafford , on Tuesday , under the presidency of the Provincial Grand Master , Bro . Col . Foster Gougb . There was a very large muster of brethren , upwards of 250 signing the Tyler ' s book , bnt unfortunately there were a considerable number of abstentions owing to illness . Among those
unable to be present from indisposition was the Deputy Provincial Grand Master , Lieut .-Col . Bindley . The brethren assembled at noon , iu the large hall , ranging themselves under the banner of their respective Lodges . There are 29 Lodges in the province , and all of them were
represented . The officers of Provincial Grand Lodge , present and past , having entered the room and taken their places , were saluted with the grand honours of their respective rank . Bro . W . H . Hales P . P . G . S . W . took the p lace of the D . G . M . Bro . Barnett P . G . W ., occupied the Junior "Warden ' s chair in the absence of Bro . Heehs . The
Provincial Grand Master opened Provincial Grand Lodge in the ancient form , and referred in a few well-chosen remarks to the death of the Pro Grand Master the Earl of Carnarvon , which had occurred since the last meeting of Provincial Grand Lodge . Letters of apology •were

balance , amounting to £ 62 8 s 2 d , to be carried forward . The accounts were adopted , and ordered to be entered on tho minutes , and on the proposition of the Provincial Grand Master , Bro . Newnham was unanimously re-elected Treasurer . The Provincial Grand Master , in addressing the
Lodge , expressed his great gratification at the large attendance , the muster , he remarked , being in point of numbers almost without precedent . He described the stato of Masonry in the Province as being very satisfactory , and mentioned that since the last meeting of the Provincial
Grand Lodge he had attended no fewer than 52 Masonic meetings in the Province . Subsequently he referred to several points affecting the internal government and working of the Lodges , and concluded his address with
a cordial hope for the speedy restoration to health of Col . Bindley , and an expression of his warmest thanks to the officers and brethren of the various Lodges for their uniform kindness and courtesy towards himself . The
