npHE opinion we expressed some weeks back , averse to - * - the public appearance of Brethren in the clothing of the Craft at special Church Services , and other public or semi-public exhibitions is , we are pleased to know , shared by those high in authority in the Craft . A reference to
the remarks of the Earl of Lathom , on the occasion of his presidency over the annual meeting of his Provincial Grand Lodge , wherein he is reported as having said that he strongly deprecated the holding of services and other
functions for the Brethren at which Masonic processions out of doors played a conspicuous part , is evidence , to our mind , that greater restrictions will ere long be placed upon those who may desire to parade their grandeur in
the eyes of the outside world , and if the force of the Masonic law is put on with a strong hand—even to the extent of actually prohibiting such parades—we think ultimate advantage to the reputation of the Fraternity will result .

WEST LANCASHIRE
THERE was a large gathering at the Cambridge Hall , Southport , on Wednesday , 13 th inst ., on the occasion of the meeting of this Provincial Grand Lodge . The Earl of Lathom M . W . Pro G . M . Prov . G . M . presided . The Lodges of the Province were all represented with
the exception of one , and in that case the Worshipful Master had telegraphed an apology for unavoidable absence . The accounts of the Prov . G . Treasurer Bro . T . Banner Newton were submitted and approved . They showed receipts on the Charities Funds account £ 383 , Provincial
Grand Lodge Fund £ 651 , and F und of Benevolence £ 658 , making a total of £ 1 , 692 . There remained a total balance in hand on these accounts of £ 833 . The Provincial Grand Secretary read his annual report . It recorded a steady continuance of the prosperity which has been attendant on the Province for some years . He said they were not standing still , but were making steady progress .
such as was calculated to evince a healthy and vigorous life . The roll of members of Lodges in the Province numbered 7 , 603 , and the initiates during the year numbered 6 95 . Three new Lodges had been added during the year , at Liverpool . . Warrington , and Patricroft , and the fees
received amounted to £ 837 , an increase of £ " 38 as compared with the previous year . The Benevolent and Charities Committee had made grants amounting to £ " 85 to
Brethren and Widows , and two Boys , two Girls , and a Widow had been elected on the foundations of the Royal Masonic Institutions having their headquarters in London . In connection with these charities the Province had sustained
a heavy loss by the death of Bro . J . de Bels Adam , whose generous gifts entitled him to over 800 votes , which had terminated with his life . The local charities had met with generous support , and had continued to afford comfort and succour to very many cases of distress . The West
Lancashire Victoria Fund of Benevolence , which had been inaugurated to commemorate the Diamond Jubilee of Her Majesty , had met with a cordial response from some sixty Lodges , whose contributions amounted to £ " 818 . Promises had been made by individual members which would increase that to £ "" 1 , 140 . As the lists would remain open until the

end of the year , it was hoped that by an equally generous response from Lodges not yet included among the donors a handsome sum would be obtained . Referring to the fact that in honour of the Royal Diamond Jubilee , the Most Worshipful Grand Master the Prince of Wales had
empowered their Provincial Grand Master to invest fifteen Brethren of the Province with Past Provincial Grand rank , Bro . Goodacre said they in that great Province were especially grateful to His Royal Highness for a suspension of the rule which prevented the granting of such marks of
distinction . Notwithstanding occasional suspensions of the rule , it was impossible to give honours to the large number of Brethren who deserved them , and he trusted that Grand
Lodge would be able to see its way to make such an alteration of rules as would make it possible to distribute honours in their own Province in a proportion more equivalent to that which prevailed in smaller Provinces .
The Earl of Lathom said that again he had to congratulate their vast body in West Lancashire , on the admirable and gratifying report of Bro . Goodacre . He had been able to do so now for some years past , and it was always with a great sense of gratification that he heard that
things were going well in the Province . He was pleased to learn that the Lodges were well worked , and he could assure them that with regard to new Lodges , he should only assent to their establishment in places where they were absolutely wanted . The charities of the Province were very satisfactory .
From the new charity , the Victoria Fund of Benevolence , he expected great things . When first that subject was mooted to him he at once saw what good lines the idea was started upon and how the new Fund would meet a want that they had felt again and again , and would prove a true
charity in the highest Masonic sense . They had heard something about the example that a great Province like theirs ought to set . He did not wish to flatter themselves , but he thought they had set a good example in regard to the London Charities , in their own charities , and still further in
starting a new charity , one which he hoped would be copied in other Provinces throughout the country . At the same time he hoped they would keep strictly to their work and their Masonic tenets . He strongly deprecated the holding of services and other functions for the Brethren in which
Masonic processions out of doors played a conspicuous part . Except in connection with the laying of a foundation stone . of a church or some other building , those things were not in accordance with Masonic rule . True , there had been a great Masonic service in Southwell Minster lately without an
outdoor procession , and a movement was on foot for a similar service in St . Paul ' s Cathedral , on which occasion the Brethren would robe in the crypt , and so avoid outdoor display . With regard to the suggested alterations of the rule as to Past Provincial rank , he could promise that it should have his attention .
On the motion of Bro . J . J . Lambert , seconded by Bro . T . Forrester , and supported by Bro . J . Slyman P . Prov . G . D ., Bro . Charles Watson , of Southport , was unanimously elected Prov . G . Treasurer , Bros . J . Piatt , G . Harridon , J . J . Lambert , J . T . Callow , and H . Nail were elected Auditors . Thanks were accorded the retiring Treasurer and Auditors .
The Deputy Provincial Grand Master reminded the Brethren that next year would be the centenary of the Royal Masonic Institution for Boys , and that the Prince of Wales had promised to preside at the Centenary Festival . His Royal Highness , he said , would naturally expect the support
of his Pro Grand Master , their Provincial Grand Master , and it was hoped that Stewards would go up from this Province by the hundred , and take money up in thousands . He moved that a grant be made of 200 guineas out of the Provincial Grand Lodge Fund towards the Festival . This was seconded by the Rev . T . B . Spencer , and agreed to .
