Saunders seconded the motion , which led to considerable discussion , some of the speakers really desiring to re-open the whole question , and wishing to first obtain an expression of opinion from the Subscribers as to whether a change
should be made at all , or the work continued at the present quarters . Some also pointed out the desirability of ascertaining whether the present system of housing the boys in one building , or the plan adopted in many Provinces of paying for their education at outside Schools was the best , it being urged that-the adoption of the proposed course would entail a loss of many thousands of pounds , some estimates putting it at upwards of fioo . nnn .
Bro . J . S . Cumberland proposed as an amendment that the matter be deferred until the October Court , which was seconded by Bro . Henry Lovegrove , but ultimately lost by 62 to 47 „ A second amendment to the effect that the Board of Management commit themselves to no new purchase scheme
without the approval of the October Court was also pressed , but shared the same fate as the other , and the original motion was carried , the general opinion being that the Board of Management was representative of the Craft and might fairly be entrusted with the arrangement of details , particularly as they were naturally of a somewhat delicate character in many particulars .
Brother C . B . Keyser P . G . D . Patron of the Institution was re-elected as its Treasurer . Bros . Geo . Adamson , A . Flatnian , F . W . Levander , D . Jacobs , J . T . Buston , Thos . Evans , W . J . Eowe , G . W . Munt , T . B . Manning , Geo . Glover , A . Millward , and John Oldis were elected members of the Council .
Bros . George E . Fairchild , James P . Fitzgerald , Henry Pritchard , Alfred Cross Spaull , and James Stephens were elected London members of the Board of Management , and Bros . Chas . Pulman , Harry Bevir , Hugh E . Diamond , William Eussell , and Eichard Clowes were elected Provincial members .
The next business was the election of pupils into the Institution , there being twenty-eight vacancies , with a list of fifty-one approved candidates , reduced to forty-nine by the withdrawal of No . 34 , M . W . Hart , and No , 35 , G . J . S . Mansell . DEVON EDUCATIONAL FUND .
THE annual meeting was held at the Masonic Hall , Exeter , on Tuesday , 7 th inst . Bro . Samuel Jones presided , and amongst those also present were Bros . J . E . Lord Treasurer of the Fund , J . B . Gover Secretary , W . H . Dillon Assistant Secretary , & c .
The Treasurer ' s report showed a balance of £ 584 13 s 6 d brought forward from the previous year , making , with £ 434 3 s 9 d subscriptions and donations , and £ 23 2 s lOd interest on deposits , a total of £ 1 , 042 . The expenditure on annuitantsprinting ,
, stationery , and postages was £ 355 15 s 6 d , leaving a balance in hand of £ 686 4 s 7 d , which , with a deposit of £ 900 in the Devon and Cornwall Bank , brought the value of the Fund , to the end of last year , to £ 1 , 586 4 s 7 d .
Two children were elected on the Fund , viz ., a son of a deceased Brother of Lodge No . 202 , and a son of a deceased Brother of Lodge No . 1855 . The third candidate , a-son of a deceased Brother of Lodge No . 421 , having been on the list for some time without securing election , was placed on the Fund for two and a half years . There are now twenty children on the Fund , each receiving £ 15 per annum up to the age of fifteen years . Since the

formation of the fund over sixty children have been elected , and on this number there has been expended over £ 3 , 000 . Bro . Lord was re-elected Treasurer , Bro . Gover Secretary , Bro . Dillon Assistant Secretary , and each was thanked for past
services . Bros . Allsford and Stanbury were re-elected Auditors . The new bye-laws , as suggested by the Committee , were passed , with a few slight additions ; £ 5 was voted to the son of a deceased member of Lodge 1247 , and £ 5 to the son of a deceased member of Lodge 1205 .
A cordial vote of thanks was given the chairman for his services in that capacity . The visitors were , as usual , most hospitably entertained by the Exeter Brethren . — " Western Morning News . "

A MEETING of representatives of Lodges in the Province of Staffordshire was held at Stafford , on Saturday , 28 th ult ., in furtherance of the movement to celebrate the twentyfifth anniversary of the formation of the Staffordshire Masonic Charitable Association by a grand festival assembly of Masons
for the special behoof of the Benevolent Fund of the Association . Bro . M . Barker P . P . J . G . W . President of the Association occupied the chair , and there was a large attendance of Officers of the Association and Charity Eepresentatives from the various Lodges .
The Earl of Dartmouth Provincial Grand Master has fixed the date of the festival for the 15 th July , and will use his good offices with the Duke of Sutherland to obtain his permission to hold it at Trentham . The Chairman was elected President of the festival , and Bro . Bodenham P . A . G . D . C . Eng . and a Life
Vice-President of the Association was appointed Treasurer . Some sixty Brethren are already available as Stewards , with a subscription of five guineas each , and it is hoped that this number will be increased to 100 . There is every promise of a great and
successful gathering , which it is confidently hoped will place the Benevolent Fund in a position commensurate to the growing power and influence of Masonry in the . Province . — " Staffordshire Advertiser . "
In Illinois there is but one ballot for the three degress . In New Mexico there is a ballot for each of the three degrees . Bro . Eobins , of Illinois , upholds the one ballot , and Bro . Frost , of New Mexico , defends the three ballot method . Thus there is an interesting debate between them . Bro . Bobbins holds that
an Entered Apprentice has rights which the Brethren must respect ; Bro . Frost contends that an Entered Apprentice has no right ; that he is a probationer only , and that his only obligation is one of secrecy . We think that Bro . Bobbins is right in
declaring that an Entered Apprentice has rights which he should not be deprived of without a hearing , and that one of those rights is tbat of advancement on his attainment of due proficiency . Such is the law in several of the Grand Jurisdictions , and we think it should be the law in all . —" Voice of Masonry . "
Now that the revised laws of Grand Lodge are about to be issued , it has been suggested in official quarters that the bye-laws of all Lodges should be called in by the Provincial
Grand Lodge for comparison . A most commendable suggestion ! and should be acted on . There are many Lodges working under bye-laws that are long out of date , leading to disputings and complications . — " The Mallet , " in " Glasgow Evening News . "
The installation of Brother John Macpherson-Grant jun . as Provincial Grand Master of Inverness-shire took place at Inverness , on Monday , 30 th ult ., and from the reports given in the local press must have proved an interesting event . We notice the name of Bro . F . T . C . Keeble P . M . of the Great City Lodge , No . 1426 , of London , as among those present .
A series of articles in regard to Employers' Liability , past and prospective legislation , with special reference to " contracting out , " have been reprinted from the "Sun , " aud prefaced by an autograph letter from the Right Hon . H . H . Asquith , M . P . The pamphlet is issued at one penny , and gives some most interesting particulars .
WE join in the general expressions of pleasure that have followed the announcement that Mr . Charles Wyndham has so far recovered from his recent breakdown in health that he lias returned to town for the purpose of taking part in a rehearsal at the Criterion .
