IN the House of Lords on Thursday last , after a question by Earl Granville as to when our Plenipotentiaries would arrive in London , the Foreign Jurisdiction and Epping Forest Bills—the former on the motion of the Lord Chancellor , and the latter on the motion of the Duke of
Richmond and Gordon—were read a second time . The Earl of Shaftesbury then rose and asked if the Government intended to maintain or suppress slavery in Cyprus , as they had done in India . Lord Stanley thought the question was put prematurely , and the Duke of Richmond and Gordon
said the Government would be able to state the course they intended to pursue when they had received the report of Sir Garnet "Wolseley . Earl Granville having asked if the island possessed any harbours , and tho Earl of Kimberley having said that he saw no reason why the Government
should not make a general declaration against slavery , the Duke of Richmond and Gordon replied that there was no harbour in the widest sense in Cyprus , but there were excellent anchorages , while as for slavery , he thought their action in Zanzibar and their Convention with Egypt were evidence that the Government were not less concerned than
others aboufc the abolition of slavery . Vivisection , Muzzle v . Breech-loading Guns , and Railway Platforms , occupied their Lordships' attention on Friday for a short time . On Monday , a question as to when the Treaty would be on the table of the House , was shortly afterwards followed by
another respecting the sanitary condition of the island . Then an amendment of their Lordships to the Poor Law Act Amendment Bill , which had not found favour with the Commons , was supported by 41 to 27 Other Bills were dealt Avith , and in the course of the debate which followed
a question by Lord Waveney as to the number of English officers with Indian Regiments , to which Lord Cranbrook replied satisfactorily , the Duke of Cambridge bore splendid testimony to the efficiency of the Indian troops , and spoke most highly of what he had seen of them during his visit
to Malta . Lord Napier of Magdala , Lord Napier ancl Ettrick , Lord Lawrence , and the Earl of Northbrook also spoke on the subject . On Tuesday , Lord Dunsany questioned the use of certain terms in the Annexe to the Anglo-Turkish Convention , and Lord Cranbrook answered the
objections . His Lordship then announced that the ill-fated Eurydicc , which was struck by a squall some months since , and went down with nearly all on board , had been raised from the sandy bed on which it had gradually settled down and moved to a firm bottom somo 180 feet nearer the shore .
