second reading . On Monday nearly the whole of the sitting was devoted to a discussion of certain phases of the Eastern Question . Earl Granville led the way . The Earl of Derby gave , as far as he could , the needful explanation . The Marquis of Lansdowne and the Earl of Dudley offered
some remarks , and the subject then dropped . On Tuesday , the Bankruptcy Bill passed through Committee , and Lord Selborne moved the second reading of the Inns of Court Bill , which was agreed to after a debate , in which several noble and learned lords took part .
The financial statement of the Chancellor of the Exchequer , to which we briefly referred last week , offered no especial features . The right honourable gentleman was in a position to announce that the surplus for last year amounted to £ 443 , 000 . He reckoned the expenditure for
the current year would reach the sum of £ 78 , 794 , 000 , of which £ 28 , 000 , 000 would be for the permanent charge on debt , £ L 4 , 538 , 700 for army , £ 10 , 979 , 800 for the navy , and £ 13 , 726 , 000 for the Civil Service . The Revenue he estimated would yield £ 79 , 020 , 000 , so that he anticipated
a small surplus of £ 22 o , 000 . No alteration whatever waa proposed in the taxation of the country , and consequently Customs and Excise , Stamps and Taxes remain exactly the same . Considering the troubled period through which the country in common with the rest of Europe has passed ,
there is mason for being satisfied with the statement we have just outlined . Our hope is that nothing may happen during the present financial year to disturb the expectations of the Government . On Friday , the Mai-quis of Hartington brought forward his motion for certain papers
connected with the famous Protocol , and in doing so , critised very freely the conduct of the Government throughout the whole course of the negociations . Mr . Hardy followed with a very fervid speech in defence of ministers . Sir W . Harcourt , Mr . Forsyth , Sir C . Dilke , Mr . Roebuck ,
Mr . Goschen , and Sir Stafford Northcote , joined in the debate ; the one notable feature in connection with their speeches being the very outspoken language of the honourable member for Sheffield , who accorded his free and unhesitating support to the Government . In the end , the
