THE House of Lords reassembled on Monday after the Whitsun recess . As a matter of coarse , no time was lost by the Opposition in questioning the Government as to the authenticity of the Project of a Memorandum ol ! Agreement betAveen this country and Russia , and purporting to bear the signatures of" Schouvaloff" and " Salisbury . " The

ansAver of the Duke of Richmond and Gordon Avas to the effect that the Memorandum had been obtained for publication surreptitiously , and that , as it Avas incomplete , it must be regarded as unauthenticated . Earl Granville AV as

satisfied Avith this answer , but not so Earl Grey and Lord Houghton , Avho pressed the Duke for further information , but his Grace replied someAvhat tartly , to the effect that he Avas the best judge of how far it was proper for him to go , and declined to say anything more .

In the House of Commons on Thursday last , a motion by Mr . Rylands , to the effect that all future treaties should be laid on the table of both Houses of Parliament

before being ratified , so that both Houses might have an opportunity of expressing their opinion on them , Avas Avithdrawn , both Mr . Gladstone and the Chancellor of the Exchequer expressing strongly their disapproval of it . A motion of Mr . Hayter ' s , on the subject of the Militia ,

having been disposed of , the House Avent into Committee on the Army Estimates , and several votes Avere passed . On Friday , the Chancellor of the Exchequer Avas interrogated respecting tlie so-called Anglo-Russian agreement , but the right honourable gentleman contented himself with saying

that the Government Avere in no Avay answerable for its publication , and that until he had read it more carefully , it Avould not be in his poAver to say anything as to its authenticity . On Monday the Marquis of Hartington Avas curious as to the same matter , and the Chancellor of the Exchequer

ansAveredin terms almost identical Avith those used by the Duke of Richmond in the House of Lords . The same evening , the Steam Power on Tramways Bill Avas read a third time , by 210 to 119 , and Mr . Hanbury withdrew the resolution , of Avhich be had given notice before the holidays ,

as to the article Avritten by Mr . Gladstone in the Nineteenth Century . The House subsequently Avent into Committee on the Valuation of Property Bill , after rejecting an amendment by Mr . Clare S . Read , by a majority of 24 . On Tuesday , the greater part of the sitting Avas occupied in

discussing tho question of Church and State in Scotland , Mr . Baxter , the Lord Advocate , Mr . Gladstone , and Mr . Cross being the principal speakers . The debate Avas a djourned . Wednesday Avas devoted to the second reading of the Women's Suffrage Bill . Mr . Courtney moved it , and

Mr . Hanbury moved its rejection , tho amendment being carried by a majority of 79 , the supporters of the second reading mustering 140 , and the opponents 219 . Mr . Oubitt

having obtained leave to introduce the Bill to amend and further extend the Acts for the Commutation of Tithes in England and Wales , the House rose shortly before six o ' clock .

little Lutheran Church in tho RueChauchat , Paris , on Tuesday . All the most distinguished personages in France , the Ambassadors , and members of the English and Hanoverian Royal families took part in the mournful ceremony . The principal mourners Avere the late King ' s only son , Prince

Ernest Augustus and our Prince of Wales , and among those present were M . Patrick de MacMahon , and tAVO Generals representing the President of the French Republic , the Comte de Paris , tho Due d'Aumale , Don Francisco d'Assisi , Lord Lyons , Prince Orloff , & c , & c . The procession Avas a

most imposing one , and there Avas a strong force of cavalry , artillery , and infantry lining the route , or acting as escort to the body . The pall-bearers were the deceased sovereign ' s Cabinet Ministers , and the chief officers of his household . Among those present in the church were the Ducd'Alencon ,

the Princess Clothilde , Princess Metternich , and other ladies Avho Avent thither before the cortege set out . As to the future resting-place of the late King , the German Imperial authorities , had given permission for its interment in the family vault at Herrenhausen , but without any public

ceremonial , but it has since been arranged , —such at least has been the latest announcement , —that the body shall bo buried at Windsor . The Gazette of Friday last , contained orders for the usual Court mourning , and likeAvise for a brief

period of general mourning , out of respect to the late monarch , Avho , it must bo remembered , Avas a Prince of tho English Blood Royal , being Duke of Cumberland and first cousin to Her Majesty .

The Duke of Cambridge may be expected early next Aveek on his return from Malta , whither he set out about a fortnight since for the purpose of reviewing the Indian Contingent now quartered there . On Monday His Royal Highness held a grand revieAV of the troops in garrison , the

post of honour being accorded to the Indian troops , who mustered 6500 men , Avith 1600 horses , while the British troops on the ground were about 5000 . On Tuesday the Duke inspected tho Field Artillery and Indian Cavalry , and on Wednesday the Indian Infantry , and his Royal

Highness is declared to have expressed himself in every Avay satisfied Avith the appearance and efficiency of the Contingent . On the afternoon of Wednesday a levee was held at the palace , at which the native officers Avere presented to his Royal Highness , both the guard of honour

of one hundred Infantry , and the escort of sixty troopers , being furnished by the Native force . It Avas arranged that the Duke , after having A ^ tnessed some practice with the heavy ordnance in the fortress , should leave Malta for

England late on Thursday evening . We are HOAV beginning gradually to see the full effect of our recent Avarlike preparations . At least , off Portland is noAV assembled ono of the most magnificent ironclad fleets Avhich has been seen

on any occasion . Among the vessels which compose it are such monsters as the Hercules , flagship of Sir Astley Cooper Key , the admiral in command , the Thunderer , and the Warrior , flagship of Rear-Admiral Boys , second in command . The ironclads , including turret-ships , number some

fourteen or fifteen , and in addition there are several gunboats . This is called the Reserve Squadron , and in the event of Avar , might visit the Baltic , or be kept near home for the purpose of protecting our shores . Nor has there been less activity on land , for the troops at Aldershott , under

General Steele , are being constantly exercised , and noAV that the Reserve have joined the colours for close on two months , tho regiments must be in splendid Avorking order . The fifteenth anniversary of the Repeal of the Corporation and Test Acts Avas celebrated on Tuesday evening by

a grand dinner at the City Terminus Hotel , Cannon-street . Earl Granville presided , and there Avere present in support of the noble Earl , Mr . Richard M . P ., the Vice-Chairman , the Marquis of Lausdowne , Lord E . Fitztnaurice M . P ., Lord Arthur Russell M . P ., Earl Fortescue , Mr . W . E .

Forster M . P ., Lord Aberdare , Lord Kennington M . P ., Mr . Dilhvyn M . P ., Earl CoAvper , and many other leading Liberals aud Nonconformists . The principal toasts of the

evening Avere the event that Avas commemorated , and In Memory of Earl Russell . The latter Avas drunk in solemn silence , and acknowledged by Lord A . Russell .
