the reports of the meeting of the Permanent Committee of 10 th and 17 th August respectively , relative to the motion of Bro . E . G . Field I . P . M .. passed at the last quarterly Lodge meeting on 3 rd Juno : — " That in compliance with the recommendation from the meeting on improvements it is desirable to form a proper Lodge of Instruction in connection with this Lodge , and that the necessary steps be taken

for carryiug into effect this proposition . " To elect a Tyler in place of Bro . C . K . Heather , resigned , and that Arthur Room , caretaker , Market Hall , Redhill , aged 22 , be ballotted for , and if approved binitiated as Serving Brother in the place of Bro . C . K . Heather resigned . After the business of the Lodge the brethren dined together in the Market Hall , refreshments being provided by Bro . W . Laker .

f piIB twenty first annnal festival of this Lodge , held at the Masouic J- Hall , Torquay , on Tuesday of last week , was largely attended . The W . M . elect , Bro . W . Winget S . W ., was presented by the retirinsr W . M ., Bri \ W . Hersey , to a Board of Installed Masters , presided over by Bro . J . Lane P . P . G . Registrar . The W . M . appointed his Officers , and , on behalf of the Lodge , presented to Bro . Hersey tho J . P . M ., a handsome gold P . M . ' s jewel , in recognition of his efficient

services during his year of office . Lett"rs of apology for nonattendance , and with expressions of fraternal congratulation , were read from Bros . W . J . Hnghan and R . F . Gonld , honorary members and P . G . D . 'a of England . TelegramB were also read from Brother Longley Prov . G . J . W . of Kent , and Bro . F . Sandford , who is on holiday in the Isle of Wight . A telegram of congratulation was

authorised to be sent to Brother J . Murray P . M . P . P . G . D . C , on thr celebration of his golden wedding , whioh took plaoe that day . The installation banquet followed at the Bath Saloons , and the W . M , who presided , presented the brethren with a beautifully printed programme in book form , containing an excellent portrait of himself .

At the conclusion of the repast , provided by Bro . W . J . Nosworthy , the usual Loyal and Masonio toasts were honoured . The W . M . alluded to the interest felt in the Craft , of which the Queen was Patron , by the Royal Family , no less than seventeen members of whom had been initiated into the Order .

Bro . Blarney responded on behalf of tbe Provincial Grand Lodge , and Bro . ' Lane submitted the health of the W . M ., who needed IO words to commend him to tbe brethren . He had made his mark in Torquay , and be ventured to prediot he would fulfil tbe duties of his office with satisfaction to the brethren . Bro . Winget . in acknowledging the compliment , esteemed it a

great privilege to see so many brethren present , and hoped to continue to cement the fraternal good feeling and harmony which distinguished the Craft . Bro . Lane , in responding to the toast of his health as Installing Master , alluded to the presence of Bro . Thomas Taylor , his Masonio

father . The P . M . B were toasted at the invitation of Bro . G . West S . W ., and Bro . H . A . Garrett gave the health of the Visitors , for whom Bros . H . R . Beer W . M . 328 , C . Emmett W . M ., and J . F . Qoyles W . M . elect of 1358 , Paignton , responded .

Bro . Chapman proposed the Masocic Charities . The three great central Charities exceeded anything of the kind in tho world . Torquay possessed one-fifth of the voting power of the Proviocr-, which was very creditable . In replying , Bro . John Taylor the Charity Steward mentioned thit he had recoived during the past year from the Lodgo for the use of

the Province a total of 270 votes for tho great Charities . This was tho largest number of votes contributed by any one Lodge in the Province , with the exception of Lodge Sincerity , No . 189 , Stonehouse . For the Devpn Masonio Edneatinnal Fund , which was doing excollent work , ho had received 146 votes , and he recommended to their

consideration not only the great Charities , but those of Devon , inoluding the Fortescue Annuitint Fand . He expressed the hope that the grand prinoiple of chanty , the great fundamental principle the Order , would be exemplified during Brother Winget ' s year of officce .

The charity collection was then taken , and , including a donation of two guineas from the W . M ., amounted to £ 5 , the largest amount collected for years . » The harmony of the evening was contributed to by Bros . H . A . Garrott , S . Wills , A . Waycott , H . R . Beer , J . G . Turle , F . C . Sandford , and H . Brock . The festival was one of the most successful and enjoyable yet held in connection with tbe Lodge .

AT the meeting on Tuesday , 5 th inst ., a handsome Past Master ' s jewel was presented to Bro . Frank Bray P . M . P . P . G . Pursnivant . The presentation was made by Bro . Colonel C . R . Prideanx Brnne P . M . P . P . G . S . W ., who said the jewel was subscribed for by the members of the Lodgo as a mark of esteem , and in recognition of Bro . Bray ' s efficient services as Treasurer during the last ten

years , and of his zealous work for tbe welfare of Freemasonry . It afl ' orded him great pleasure to be made the medium for bestowing such a beautiful gift on so worthy a brother . In an appropriate speech Bro . Bray thanked the brethren for the honour conferred on him , and assured them that he should continue to do his utmost for tbe welfare of the Fraternity .

M ., and also the manner in whioh he had carried out the duties of other offices he had filled . It was to demonstrate their approval that he would ask him and Mrs .
