The Chancellor of the Exchequer has made a political tour through the Midland counties . He spoke at Birmingham on Saturday , and has since delivered two other speeches in that town , and has also spoken at Wolverhampton and Dudley , in vindication of the Government .

Colonel Stanley , Minister for War , and Mr . W . H . Smith , First , Lord of tho Admiralty , have left England for Malta and Cyprus . The appointment of Mr . W . G . Palgrave to be Consul General in Bulgaria was notified in Tuesday ' s Ga :: elio .

Cardinal Cullen , the Roman Catholic Archbishop of Dublin , died on Thursday . The death has been announced of Mr . David Stewart Ker , formerly M . P . for Downpatrick and Down .

At n meeting of the East Kent Farmers' Club on Saturday , it was determined to reduce labourers' wages to a minimum , of ] 5 s per week . Tho Agricultural Labourers ' Union threaten to resist the reduction , and urge the men to strike . Iu the Board of Trade Inquiry into tho collision between

the Steamers Princess Alice and Bywell Castle , the evidence in relation to the circumstances of the collision has concluded , and the Crown Counsel has formulated charges of neglect against the first mate of the Princess Alice and the master and two engineers of the Bywell Castle . Evidence as to the construction of the Princess Alice has since been

taken . The Netherlands mail steamer Flushing , on Monday , ran into and sank a schooner off the North Foreland , herself sustaining considerable damage . While being towed back to Queensborough , the tow rope broke , killing one passenger and seriously injuring another .

Another serious railway accident has taken place . On Saturday a fatal collision occurred at the Pontypridd Junction of the Taff Vale Railway , where a shunting train ran into a passenger train . Twelve persons wero killed and about thirty others injured . The signalman , who admitted that his error had caused the calamity , has been arrested .

A largo bonded warehouse in Haydon-square , Minories , belonging to the London and North Western Railway Company , was destroyed by fire , on Tuesday , and two firemen were severely injured while engaged in their duties . The preliminary report of the accountants and solicitor

upon the position of the City of Glasgow Bank , was published on Friday evening . The general result appears to be , that in addition to the total loss of the capital of the bank there is a further deficiency of upwards of £ 5 , 000 , 000 , which it is expected will entail a call of £ 600 per shaie .

Consequent upon this report , the five directors of the bank , with the manager and secretary , were arrested on Saturday by order of the Lord Advocate . Several further failures

have been reported during the week , arising from the suspension of the Glnsgow Bank . At a meeting of the shareholders , held on Tuesday , it was agreed that the affairs should be wound up by voluntary liquidation .

The Ameer of Afghanistan's answer to the Viceroy ' s letter has not yet been received , bnt its tenonr is known to be unsatisfactory , and , therefore , in India there is a general belief that war cannot be avoided . There is nofc the same

agreement as to the period when hostilities will begin , bufc an opinion prevails that nothing will be done until the spring . Yery considerable forces , however , are being collected upon the frontier , and large reserves are being sent up from the southern stations . Many native Princes have

tendered their support to the Indian Government , and several have offered their personal services . Notwithstanding the pressure applied by the Russian diplomatic nnd militnry authorities , the Porte still refuses to accept

the terms required for a definitive Treaty of Peace . The movement of Russian troops southwards and the declaration that Arlrianople will be held until the definitive Treaty is siirned , top / ether with the refusal to recognize the

powers of the European Commissioners to regulate the financial administration of Eastern Roumelia , and the continued presence of Russian troops near the capital , afford grounds for suspicion at Constantinople that an attempt is being made to evade the stipulations of the Treaty of

Berlin . The Anti-Socialist Bill has passed the German Parliament , and the Session has been closed . The Hun * garian Diet re-assembled on Saturday , and the Emperor delivered a speech in which he spoke of the occupation of ; Bosnia and Herzegovina as complete . The Austrian

Reichsrath also has resumed its sittings , and the resigna » tion of the Auersperg Ministry has been announced . Baron de Pretis is endeavouring to form a Cabinet . The President of the French Republic on Monday distributed

the awards to the successful competitors at the Paris Exhibition . The yellow fever still rages in the Southern States of the American Union , but the mortality is clU minishinrr under the influence of colder weather .

A warrant has been granted to certain members of the New Forest Lodge , No . 319 , to open a Lodge in Southampton , to be called the Albert Edward , with Bro . W . Hickman D . P . G . M . as the first Master .

A meeting of the Doric Chapter of Instruction , No . 93 o ; will be held at Comp . Teuton ' s , the Rising Sun , Gh > bero ; id , Befhnal Green , on Monday evening next , 28 th October , nt eight o ' clock precisely . The Companions will
