ROYAL MASONIC INSTITUTION FOR GIRLS .
AN address to His Majesty the King having been voted at the last General Court of this Institution was duly forwarded , and was acknowledged in the following terms : " Sandringharri , Norfolk .
Sir Francis Knollys is commanded by the King to thank the Governors and Subscribers of the Royal Masonic Institution for Girls for their Address and kind expressions of sympathy on the occasion of the death of Queen Victoria .
His Majesty desires at the same time to convey his sincere appreciation to the Governors and Subscribers for their congratulations on his accession to the Throne . 19 th April 1901 "

WEST LANCHAIRE CHARITY .
A MEETING of the Committee of the West Lancashire Alpass Benevolent Institution was held on the 17 th inst ., at the Masonic Hall , . Liverpool , the chair being occupied by
Bro . W . Bowden P . P . G . Reg . The minutes of the previous meeting having been read by Bro . G . Barclay P . P . G . D ., several annuitants were elected , and it was resolved to hold the Annual Festival in aid of the Charity in September next , the exact date and place to be fixed at an adjourned meeting on the 1 st May .
The members of the Lewisham Lodge , No . 2579 , voted twenty guineas to the Royal Masonic Benevolent Institution , at the regular meeting held this month at Lewisham .
On Tuesday evening , 16 th inst , Mr . J . H . A . Majendie , M . P ., was admitted a member of the Duke of Connaugnt Lodge , No . 1834 , held at the Masonic Hall , Commercial Road , Landport , there being a large and representative attendance .
It cannot be too often repeated that we believe in liberty , equality , and Fraternity . Liberty regulated by just laws , equality which preserves the sacred rights of others , and Fraternity which subsists in subordination to rightful authority . —Geo . F . Moore , Alabama .
We are pleased to announce that pn Wednesday our Yorkshire representative Bro . Dr . Charles Forshaw , F . R . H . S ., was unanimously elected a member of the Council of the Royal Society of Literature , in recognition of his services to
Literature and to the Society generally . This distinction is rarely accorded to provincial litterateurs , and Bro . Forshaw ' s position is unique . Bro . the Right Hon . the Earl of Halsbury , F . R . S ., was elected President , and Bro . Henniker Heaton , M . P ., Vice-President of the Society .

The members of the Albany Lodge , No . 151 , are about to celebrate the Centenary of its establishment at Newport . The event is looked forward to as one of considerable interest in Masonic circles on the mainland as well as in the Isle of Wight , says the local " County Press , " for although Masonry
has claims to an antiquity of " time immemorial , " Lodges arise and drop out of existence , as do the individuals of whom they are composed , and any Lodge which can show a succession of Brethren working harmoniously together for a hundred years in the promotion of the same social and
benevolent objects , has good reason to be proud of the fact . The Centenary celebration has been fixed for the 7 th May next , and will be inaugurated by a public service at St . Thomas ' s Church , at Which the special preacher will be a former highly-esteemed curate of Newport , the Rev . F . M .
Burton , LL . D ., who as Grand Chaplain of England holds the highest clerical Office in the Craft in the country . The venerable Provincial Grand Master of Hampshire and the Isle of
Wight the Right Hon . W . W . B . Beach , M . P ., together with the Officers of the Province , will also take part in the day ' s proceedings , and many Brethren from other Lodges will doubtless be present .
An effort was made some time ago to prevent , in future , the possibility of an applicant for admission to Freemasonry , if refused by ballot in one Lodge , being admitted in another . Facts that have come to light since then prove that the new rule does not fulfil all that was expected of it .
The rule in fact , is of no real benefit to the Craft , and has not prevented the admission of undesirable candidates . Its aim was golod , but it did not go far enough to be of real lasting advantage . Something more definite is necessary to protect the Craft . Provision is made m the Constitution
that no candidate can be admitted until " his qualifications have been duly inquired into . ' But there the rule stops short . The spirit of the rule is lost sight of , and the majority —I might say the great majority—of Lodges act up to the letter merely , accepting the word of the proposer as a
fulfilment of the rule . How often is even the proposer fain to admit that he made a mistake in introducing so and so to a participation of our privileges . The responsibility should not be allowed to rest on the shoulders of one member . The rule of Grand Lodge should make it imperative that the name
of a candidate be proposed at one regular meeting , and balloted for at the next , or , at least , that not less than a fortnight should elapse between the proposal and admission of the candidate . In the meantime the Brethren would have time to exercise their right of being satisfied by inquiry , of
the qualifications of the applicant , and come to the meeting prepared to ballot honestly for or against his admission . A specially appointed Lodge Committee to inquire into' the qualifications of each candidate would be an additional
safeguard , and by coming into personal contact with the proposed member the fact of his name having been already proposed , or not , in another Lodge would be made clear . — " The Mallet , '' in " Glasp-ow Evening News . "
