The annual meeting of this Provincial Grand Chapter was held at the Royal Pavilion , Unghton , on Saturday afternoon , unuer the presidency ot the Prov . Grand Superintendent , Lieutenant-general C . W . Randolph , who- appointed the Omcers xor the year .
Un the termination of the business the company sat down to a banquet , the Provincial buperintendeut again presiding .
Hie customary Loyal and Arch toasts were duly honoured , and a musical programme was sustained by the ^ iLonan Glee Singers ( Messrs . P . lophiii , iNorman Richards , Argyll taanoway , and G . Welling ) .

Malet de Carteret ) , admonishing the appellant , and ordering the admonition to be entered on the minutes of the Chapter . Election of the Committee of General Purposes for the ensuing twelve months .
Responding to the toast of the Provincial Officers , at the recent installation meeting of the Agricola Lodge , York , Bro . Sir J . Sykes Rymer said he felt it was an honour to be allowed to respond to such a toast , but before he said anything in connection with it he would congratulate their W . M . on
having reached the highest honour which it was in the power of his Brethren to confer upon him . In the Marquis of Zetland and Lord Bolton they had two Omcers of whom all Masons might be proud , for they took a great interest in the Craft . Pie had been acting as Treasurer of a fund
subscribed by W . M . s and P . M . ' s for a wedding present to Lord Bolton ' s daughter on her marriage with the Marquis of Exeter , and £ ys had been expended in two diamond rings and a diamond and turqoise bracelet . It was not everyone they met who were proper persons to be made Masons , and it was well
for the various Lodges to guard well the entrance into Masonry . There was no doubt that Masonry was intended to make them better , and if they followed up its precepts they would try to do all the good they could . There was plenty of scope for them to do that , and they would make
the world better and happier . Masonry w as intended to make them better men for being members of the Craft , and if they were not better for being Masons then the Craft was not at fault , for it was . intended by the founders to play a very important part in linking men together .
Bro . F . G . Ivey P . M . Keystone Mark Lodfe , No . 3 will be nominated at the December meeting of Mark Grand Lodge as Grand Treasurer of that Degree for next year . ' Our Brother has already won the distinction of Senior Grand Deacon in the Mark Province of Middlesex , and D . G . D . C .
in Grand Lodge , so that from our point of view his proposed nomination for the Treasurership will be a mistake . That is an Office which should be conferred by Worshipful Masters and Past Masters alone , on one of their number , and it would be much better if Grand Lodge Officers were precluded from taking any part in the annual election .
••• It would tend greatly to relieve the tedium of waiting the opening of Grand Lodge if the Organist , or a Past Grand Organist , were to enliven the time between the opening ot
Grand Lodge meeting room and the commencement of proceedings , by a little music . It was six minutes to five before the Organist arrived on the occasion of Wednesday ' s gathering .
The Daily Express celebrated its first anniversary on the 24 th inst ., and we take the opportunity of congratulating Bro . Bartley D . enniss upon the success that has attended his efforts during the past year , and upon his presenting so bright , reliable , and readable a newspaper to the public .
The best systems of government have legislative , executive and judicial departments , and the legislative department has two branches , the senate and the house of representatives . In Masonry the whole final judicial and
