be would bring his motion on at the next monthly meeting . The Chairman : Brethren , is ifc your wish that I put this motion to you ? ( Cries of " Yes . " ) I tell you that on reading the laws I am of opinion , as I stated at the

Committee of Management , that tho general meeting has no power to take it into their consideration . If you will refer to the law you will find vested in the Committee of Management are all questions of salaries or remuneration to the Officers of the institution , and I do not see how this

o-eneral meeting can tako that power away from them Neither do I see that this matter can como on for the consideration of the general meeting unless it is printed and sent with the ballot papers that that is ono of the

questions to be discussed . Still , as I see some members are in favour of it I will put it , although I feel that it ia not competent to be voted upon . Bro . Hawkins : Excuse me ; do you not propose to allow it to be discussed ?

The Chairman : The question is whether it is to be discussed . You cannot discuss it before it is decided whether it is right it should be discussed .

Bro . Daniel ' s motion was lost—24 voting against it , and 23 for it . Bro . Masters demanded a poll . Bro . Terry : There is no power .

A Brother : It is usual . The brother further suggested that notice should be sent out to all the Subscribers and Governors of any recommendation by tho Committee of Management of any proposal to give an additional sura to tbe Secretary or other Officers of the Institution .

The Chairman said it would involve tho postage of 20 , 000 circulars . Bro . Hawkins : The postage of 20 , 000 circulars is a large sum ; but £ 150 spent for other purposes than those

for which the Society is established is not so important . A Brother informed the Chairman that tho difficulty of his ruling seemed to be that they should now move a vote of censure on the Committee .

The Chairman said the meeting was not going to discuss tho subject , as tho meeting had tin-own out Bro . Daniel ' s motion that it be discussed at the general meeting .

Tho Brother inquired whether tho Chairman meant to say that tho Committee of Management could vote any amount they pleased to the Secretary . Was that a claim which thoy put forward ?

The Chairman : I have not put any claim forward . I guarded myself . Bro . C . E . Keysor J . G . D ., was very sorry indeed this discussion had arisen . Ho had the honour of beinc * one of

the Trustees of the Institution and felt a great interest in it . He was present at tho meeting of tho Committee , and he believed that it was not advisable in tho interests of the Institution or of Bro . Terry himself that tho votes should bo snapped up that way . Ho thought it better that it

should be discussed by a large body . They wero all anxious to recognise Bro . Terry ' s services ; thoy were quite certain that but for him tho subscriptions would not havo been what they were . The Stewards could vote what money they pleased , because it was their own ; but when

money of the Institution was being voted , the Committee must feel that it was frequently misinterpreted in the Provinces , and Provincial brethren might say , " if these sums of money which are subscribed to the Institution are given to Bro . Terry , I will not come up as Steward . " He

thought that in the interest of the Institution and of Bro . Terry , this money should not he voted . Therefore he moved that they express a hearty voto of thanks to Bro . Terry for having helped to place the Institution in the position it occupied that day . Bro . Daniel seconded .

Bro . Hawkins supported . He recognised the amount of work of Bro . Terry and his staff . He was sorry they had had to work so hard—on Sunday , too ; which Freemasons should not encourage . In these days when an eight hours ' day was the cry , it was much to tho credit of the staff that

The meeting then proceeded with the election of annuitants , full results of which will be found in our present issue .
