9 . REPORT OF THE BOARD OF GENERAL PURPOSES . To the United Grand Lodge of Ancient Free and Accepted Masons of England . The Board of General Purposes regret having to report that Brother H . G . Buss , Assistant Grand Secretary , has been reluctantly compelled , by the very serious state of his health , to resign his position as Chief Clerk in the Grand Secretary's office , after a Bervice
of thirty years . Taking into consideration the lengthened services of Brother Bass , the able , efficient , and courteous manner in which he has at all times discharged his duties , his advanced age , and the fact of his resignation being forced upon him hy his state of health , the Board
unanimously recommend to Grand Lodge that Brother Buss be granted a retiring pension of £ 400 per annum , being tbe full amonnt of the salary he has been receiving for several years as Chief Clerk . The Board further report that Brothers W . J . Hughan and T . B . Whytehead have each presented a Book to the Library , which the Board have acknowledged with thanks .

Committee , held on Friday , the 14 th day of November instant , shewing a Balance in the Bank of England , Western Branch , of £ 1 , 466 6 s 4 d ; and in the hands of the Grand Secretary for Petty Cash £ 100 , and for Servants' Wages £ 100 ; and Balance of Annual Allowance for Library £ 912 s 2 d .
10 . REPORT OF SPECIAL BUILDING COMMITTEE . To the United Grand Lodge of Antient Free and Accepted Masons of England . The Special Building Committee have to report to Grand Lodge the progress they have made in the work committed to their charge . The Great Hall has now been restored on the same lines as the one recently burned , but advantage has been taken of the opportunity to
re-open the old gallery at the entrance end , and to connect it with the Hall by a staircase , thereby providing about 80 additional seats ; other extra seats have also been provided in various parts of the Hall , making a total increase of accommodation for over 100 brethren below the Dais . It having been found that the means of entrance and exit hitherto

existing were quite inadequate for the requirements of Grand Lodge , anil indeed were such a <* would probably not be sanctioned under the present Metropolitan Regulations , an exit for use in case of fire or other accident has had to be constructed at the back of the proper left of tho Dais , leading by broad stone steps to the yard in the west renr of the Hall ; another exit has also been formed on the west side
under the gallery lei ling into the main corridor , and a third from the galley into the upper corridor , making now five separate exits whioh can be used iu case of urgent necessity . A new and complete system of ventilation has been provided , which , it is hoped , may conduce to the comfort of the brethren . The boiler fines ancl chimney belonging to the kitchen of Freema .
sons' Tavern—which have hitherto been in dangerous proximity to tho Hall—have now been removed to another position . The ten pictures of Grand Masters having been unfortunately destroyed , authentic copies have been made by well-known artists , namely , Bros , tho Chevr . Desanges , Stephen Peirce , B . S . Marks , W . M . Hay , and Sydney Hodges , and they are ready to be placed in
their respective panels . It is proposed to commence the decoration of the Hall soon after the December Quarterly Commnnioation , and the whole of the works , decorative or otherwise , will , there is no donbt , be completed and ready by the date of the Grand Festival in April next . So far as the actual renovation of the Hall is conoerned , tbe
Committee have been enabled to keep the cost of the same within the insurance money , but as a matter of course , many items , not of mere restoration , but of necessary and substantial improvements , such as tho Gallery aud its approaches , the new exits in case of fire , the system of ventilation , the expense incurred for the piotures above the £ 50 insurance on each , & c , cannot come under the abovo
head . The Committee will , therefore , be prepared to submit to the Quarterly Communication , in Maroh next , an exact account of the expenditure thus unavoidably and usefully inourred . The Committee have finally to report that the re-arrangement of the internal fittings of the Hall have placed an additional half panel on the propor right of the Da'is , and over the fire door leading to the
Banqnetting Hall , at the present disposal of Grand Lodge ; and the Committee have , therefore , the greatest pleasure in suggesting that this half panel should be filled with a half-length life-sized portrait of tho M . W . the Pro Grand Master , the Rt . Hun . the Earl of Carnarvon , as a memento of the affection ancl respeot with which his Lordship is regarded by the Craft , and of the able and valuable services which he has rendered to it for many years as Pro Grand Master . FREEMASONS' HALL , LONDON , 14 th November 1884 . 11 . APPEALS : — ( 1 ) Appeals of Brother Joseph E . Duspuoh , P . M . of the Royal Victoria Lodge , No . 443 , Nassau , Bahamas , against the refusal of the District Grand Master to hear and determine his complaint against that Lodge for improperly exoluding him therefrom ; and against a decisiou of the District Grand Lodge of the Bahamas finding him guilty of contumacious conduct , and certain resolutions of the District Grand Lodge consequent thereon .
( 2 ) Appeal of Brothers Edward Thomas Dover and Alfred George Gleeson , of the Victoria Lodge in Burma , No . 832 , Ran . goon , against a decision of the District Grand Master of British Burma , holding that the W . Master of the Lodge had riot improperly excluded them while a ballot was being taken , and directing them to apologize for charging the W . Master with having acted " wilfully and maliciously " in so doing .
N . B . — The papers relating to these appeals will be in the Grand Secretary ' s office till the meeting of Grand Lodge , and open for the inspection of the Brethren during office hours .
