Peace , friendship , and good intelligence shall continue for everbpr tween the high contracting parlies ; and as it is customary to fix a certain period to Treaties of Commerce , the above-mentioned high contracting parties have agreed that the present shall last eight years , reckoning from the expiration of the convention concluded between them on the 251 / 1 of March , 1795 ; and this Treaty shall have effect immediately after its ratification : this lesm being elapsed , they may agree together to renew or prolong it .
XXVII . The present treaty of navigation and commerce shall be approved and ratified by his Britannic Majesty and his Imperial Majesty of all the Russias , and the ratification , in good and due form , shall be exchanged in the space of three months , or sooner if it can be done , reckoning from the day of the signature . In faith of which , the respective Plenipotentiaries have caused two copies ofit to be made perfectly conformable to each olher , signed with their hands , and have thereunto affixed the seal of their arms . We the undersigned , being furnished with the full powers of his Majesty the ICmg of Great Britain on one side , and his Mi'jesty the Emperor of all the . Russias on the other , having , in virtue of those full powers , concluded and signedat St . Petersburgh , on February the 10-21 , 1797 , a Treaty of Navigation and Commerce of which the ninth article states , the subjects of the High Contracting parlies shall not pay higher duties on the importation and exportation of their merchandize , than are paid by the subjects of other nations , " Sc ^ declare by these presents , in virtue of those same full powers , that by the
words " other nations , " European nations alone are to be understood . The present declaration shall be considered as making part of the abovementioned Treaty of Navigation and Commerce , signed Feb , 10-zi , of the present year , ami this day ratified . In faith of which , We , the respective Plenipotentiaries , have caused two copies of it , perfectly conformable to each other , to be made , have signed them with our own hand , and have thereunto affixed the seal of our arms . On Tuesday following the Foreign Ministers had lhe honour of being admitted to a . public audience of his Imperial Majesty ,. for the purpose of
congratulating his Imperial Majesty , in the name of ( heir Sovereigns ; and yesterday a ball was given at Court , at which the Foreign Ministers were present . Commander in Chief of his Majesty's forces in the West Indies , dated on board his Ivlajesty's ship Prince of Wales , " off Porto Rico , May i , i-jcji .
