Sheridan ' s arguments ; and concluded by saying ,., that if the present negociation proved unsuccessful , it could not be " expected that the hands of Ministers should be tied up from offensive operations against an Enemy , which had evinced a disposition to destroy our . trade , and disturb ourinteniai tranquility .
