WESTMINSTER AND KEYSTONE LODGE , No . 10 . To the Editor of the "Freemason . " Dear Sir and Brother , A very readable article on this lodge in the Christmas number of the the Freemason , written by Bro . G . B . Abbott , contains one item which perhaps you will allow me to correct . The original place of meeting of the

lodge was not the "Griffin in Newgate-street , but the " Crown behind the Royal Exchange , " and consequently the reference to Bro . Eman . Bowen as its first Master does not hold good . That statement belongs to the Lodge of Emulation , present No . 21 . The mistake has been easily made 1 expect , as many others have previously been , by

taking the list of 1725 as a compilation of lodges in strictly numerical order , which , however , was not the case . A reference to that list in my recently published " Masonic Records , " page 5 , will indicate this ; as I have therein set opposite to each lodge the number it bore in thc list of 1729 , so far as I have been able satisfactorily to identify them . —Yours fraternally , Torquay , December 22 . CONFIRMATION OF MINUTES . To the Editor of the " Freemason , " Dear Sir and Brother , I have been a good deal interested in the discussion relating to the above subject , because the question at issue has been for some years in dispute in our lodges . The fact tbat Grand Lodge provides for the non-confirmation of minutes in the case of an election of Master of a lodge proves that our rulers have always held the opinion that " confirmation" was not a necessary or inevitable sequence

to reading Iodge minutes . I agree with Bro . T . A . Bellew that reading and confirming are two very different things . Minutes are signed , as I understand it , whether they are confirmed or not . The signing of minutes is simply the proof that they have been read in open lodge , ancl have been received as correctly recorded . Then comes the question of confirmation . Many Worshipful Masters are

in the habit of so putting the matter before their lodgesthat is to say , they first call for a vote on the question of the correctness or otherwise of the record itself , and then put as a second vote the question of the confirmation . I am inclined to think myself that this is the wisest and most regular plan to adopt . With regard to such a case as that submitted by Bro .

Bellew , where money is voted to a brother to be paid before the next lodge , it has been the custom in this part of the country under such circumstances to pass a special vote authorising the Treasurer to pay the money without waiting for the confirmation of the vote , so as to indemnify him personally . —I am , yours fraternally , T . To the Editor of the "Freemason . " Dear Sir and Brother . The letter of Bro . Bellew in your issue of the 25 th of December ignores entirely the latter part of Rule 172 in the Book of Constitutions , which states that the minutes of a lodge can only be confirmed at a subsequent regular meeting of the lodge .

The resolution of the lodge visited by Bro . Bellew"That the sum of money be paid immediately" —will require confirmation at the next regular meeting of the jodge . This is a serious question which requires looking into , for it would be possible for enough opposition to be raised at the next meeting to refuse confirmation of the action which has already been taken . Like Bro . Bellew , I was lately a guest at a lodge in which this point was raised

and considerable discussion ensued as to the legality of immediate action in a case of urgent necessity . As some lodges have only quarterly regular meetings , benevolence would lose all its value in many cases if no action could be taken on a resolution which had been passed till it had been ratified according to Rule 172 . —I am , dear Sir and Brother , faithfully and fraternally yours , C . To the Editor of the " Freemason . " Dear Sir and Brother , I cannot think Bro . T . A . Bellew can be very well acquainted with the Book of Constitutions , or he would not have called in question the assertion in your article of the previous week , that the minutes of one lodge meeting are subject to confirmation at the following one . It is a

necessary safeguard for the members of the lodge who may be absent from the meeting of the lodge at which the minutes were passed , that they should be so . If he will look at rule No . 172 Book of Constitutions , which specially refers to the minutes of private lodges , he will find the last paragraph reads as follows : " The minutes can only be confirmed at a subsequent regular meeting of

the lodge . " What can be plainer than this ? Again see rule 130 , re Election and Installation of the Master : " At the next regular meeting the first business after the opening of the lodge shall be the reading of the minutes of the preceding meeting , and if they be confirmed so far , at least , as relates to the election of Master , he

shall be deemed elected , & c , & c . . . . . Should the election of Master not be confirmed , " & c , S-c . Surely these words imply that the remainder of the minutes must be confirmed as well as those relating to the election of Master , or language has ceased to have a definite meaning . The urgent case of necessity for charitable relief which Bro . Bellew quotes , proves , I think , the rule of

confirmation , instead of the reverse as he would make out , and this case was an exception to the ordinary rule of the lodge . Finally , Grand Lodge has on certain occasions amended and annulled minutes passed at a previous meeting . Bro . " - Dear Sir and Brother , Has the Deputy Provincial Grand Master of a province any right to put his veto on the unanimous wish of the brethren to give the proceeds of their charity box to a lifeboat fund , the said box being passed round at the banquet table?—Yours fraternally , P . " Dear Sir and Brother , I notice in the report of a meeting of the Cama Lodge , in your last issue , that the Deputy Grand Master ruled that a sum of five guineas collected for the Southport Lite Boat Fund could not be given , it not being Masonic . In the same paper , under the head of " Masonic Tidings , "

there is a notice of a letter having been sent by the Provincial Grand Secretary for West Lancashire , by command of the Provincial Grand Master , to the brethren and lodges , soliciting aid for the same Fund . I have also seen that other lodges have contributed . This appears a contradiction requiring an explanation . Is it correct that the brethren cannot give their own money for such a worthy object as the Southport Life Boat Fund ? TREASURER .
