DEAR SIR AND BROTHER , I have the honour to offer myself as a Candidate for the office of Secretary of the above Institution on the retirement of Bro . Binckes , and I hereby beg to solicit your vote and support . I have recently retired on a pension from the Army Service Corps , after upwards of 20 years' service at home and abroad , and I am now 42 years of age . During the period of my service I have held several acting Colonial appointments of considerable trust and emolument , including that of Auditor-General of the West Africa Settlements . I served throughout the Ashantee War , 1873—74 , under Bro . Sir Garnet ( now Lord ) Wolseley . In 1881 , 1 was on the Special Staff of Bro . Sir Samuel Rowe , K . C . M . G ., Governor of the Gold Coast Colony . I was afterwards employed for five years as Head of the Commissariat Department and Acting District Paymaster in the West African Command , and latterly at Newcastle-on-Tyne . The duties performed by the Army Service Corps ( late Commissariat and Transport Staff ) in connection with Barracks and Military Hospitals , are in many respects analogous to those performed b y the Secretary in connection with the School ; amongst others , the charge of buildings and the provision ( by contract , purchase , or otherwise ) , and the accounting for all Food , Fuel , Light , Bedding , Furniture , Medical Comforts , and Hospital Clothing . I , therefore , venture to think that the experience of office detail and the knowledge of accounts vvhich I have acquired , might be of considerable advantage to this Institution ; especially as I am led to understand that some improvement in the system of accounts is desirable . 1 attach a statement of my Masonic record , and beg to add that I am a Life-Governor of the Institution . It will be pleasing news to the members of the " Quatuor Coronati" Lodge , No . 2076 , to know that their excellent example in relation to the cultivation of the literary side of the Craft , is being followed at the Antipodes .
The Lodge St . Alban , No . 3 8 , has been consecrated recently by Bro . the Rig ht Hon . the Earl of Kintore , the M . W . G . M . of South Australia , at Adelaide , the
aims of its promoters being " to cultivate a higher standard of Masonic work ; to promote literary effort and the diffusion of Masonic lore and knowledge . " * * *
The editor of our South Australian namesake states that " we are well assured this vvill prove a very successful and important lodge , and although vve have not in South Australia such Masonic literary giants as
Gould , Hughan , Speth , and others , vve welcome in the field a lodge whose members are desirous of , in some degree , participating in the work vvhich the Quatuor Coronati is engaged in . "

There will be , for the next few weeks , at all events a lull in the excitement caused b y the celebration of annual Festivals of our Institutions . The first has been held , but close on three months more must elapse ere we find ourselves face to face with the Girls' School
Festival . Just now , therefore , with nothing to call for any immediate attention , the brethren may advantageously turn their thoughts to the circular issued some time ago by the Provisional Management Committee of the Boys' School .
* * * It will be remembered that this circular contained full particulars about the scheme sanctioned by that Committee for raising a capital sum of ^ 2500 , and presenting it in lieu of a pension to Bro . Binckes on
retiring from the Secretaryship of the Boys' School , after nearl y 30 years' service . The . £ 2500 was to be raised among the Craft generally , and it was reckoned that if each lodge gave £ 2 ios ., the necessary sum would be obtained , and any surplus over would be placed to the credit of the Institution .
We know that steps have been taken , or are being taken , in most of the provinces in the North of England , in order to give effect to this proposal , and other provinces elsewhere are favourable . But vve hear very little of vvhat is being done by the London lodges . * * *
The scheme is a good one , and the announcement of its having been sanctioned by the Provisional Committee vvas most heartily applauded at the last Quarterly General Court . Moreover , on the understanding that the scheme would be completed , the Provisional
Committee withdrew the motion they had ori ginally intended to propose of paying Bro . Binckes a pension ° f £ 250 a year for life . Thus , if the sum in question is not forthcoming , the Governors will have no option but to revert to the earlier proposal of a pension .
* * * As the circular mentioned six months as the time in vvhich the money vvas to be raised , and as two of the six have already run their course , it seems desirable
that London and the provinces which have done nothing as yet , should make a move—unless they wish the scheme to fail . * * *
A correspondent in Notes and Queries , for Saturday last , says—Can any reader of "N . & Q . " supply me with an explanation of the verse in Burns ' s " Address to the Deil " vvhich runs thus" When Masons' mystic word and grip In storm an' tempests raise you up ,
Some cock or cat your rage maun stop , Or strange to tell ! The youngest Brother ye wad whip Off straught to h—11 . "
* * * Amongst the numerous installations taking place in the Metropolis during this active Masonic season , the installation of the electric light at the Grand Lodge
is not the least important . There are now signs of the approaching completion of the work , and vve believe the visitors to Grand Lodge on Wednesday next vvill find the li g hts fully switched on in all parts of the building .
Mark Masons' Hall , too , is almost ready for occupation . It will surprise our Mark brethren to find , when they assemble at the next meeting of the Mark Grand Lodge , vvhat a magnificent hall has been provided for their use , and how well the premises have been adapted
for the purposes to vvhich the building is to be devoted . The phenomenal growth of the Mark Degree during the last few years has rendered a change of abode absolutely necessary , and it is a fortunate circumstance that a building so admirably adapted for all the
requirements of the Order , as well as for the other Degrees vvhich vvill naturally find a home under its roof , has become available at the moment it vvas so much needed . We shall hope shortly to give a full description of the premises , as well as a sketch of the principal hall .
We owe an apology to Bro . Edwin Storr for introducing last week , in the notice of his candidature for the Secretaryship of the Boys' School , vvhich appeared in our advertising columns , an initial before his name which somewhat detracts from his
individuality . The prefix in question vvas a very familiar one a few years ago , and it speaks well for the memory of " Charity Storr " that it is found difficult to disassociate
the name from the initials " E . F . The many friends of Bro . Edwin Storr will not need to be informed of thc fact that he is still with us , and has not , like his name , sake , gone over to the majority .
