5 . REPORT OF THE BOARD OF GENERAL PURPOSES . To the United Grand Lodgeof Ancient , Free and Accepted Masons of England . T he Board have to report that their attention has been directed to a subject which appears to them of great importance to the welfare of the [ Craft , namely , the inconvenience arising from the existence of two Boards with concurrent powers and jurisdiction , the one for the management of affairs at home , and the other the conduct of Colonial matters .
It appears to the Board that great advantage would result if there were but one Board invested with all the powers now delegated to the Board of General Purposes , and to the Colonial Board separately , giving authority to such Board to appoint from amongst its own members , a Committee for the superintendence and direction of Colonial matters , or for other specific objects ; the duties of any Committee so to be appointed to be defined by the General Board , to whom all their proceedings must be reported for approval and adoption .
By such an arrangement the control of the General Board would be comp lete , and consequently more effective than under the present system , and upon it would devolve the entire responsibility of carrying out the views of Grand Lodge . The Board suggest that , if Grand Lodge should so think fit , the matter be referred back to them for the purpose of submitting to Grand Lodge at its next meeting the details of the suggested arrangement , and any alterations in the composition of the Board or additions thereto consequent thereon that may be deemed advisable , and also such alterations in the Book of Constitutions as may be necessary to give effect to the arrangement .
A complaint having been made in September by the Mount Edgcumbe Lodge of Instruction against Bro . John Wynne , P . M . of the Mount Edgcumbe Lodge , No . 1446 , London , and former Secretary of the Lodge of Instruction , for declining ' to permit the removal of furniture and property belonging to it , which he had undertaken to store until a place could be found to re-open the Lodge of
Instruction , Bro . John Wynne was summoned to attend the Board in November to answer the charge . Although he acknowledged the receipt of the summons he failed to appear or offer any excuse for non-attendance . A peremptory summons was then issued to attend the meeting of the Board in December with which he also failed to comply , or to give any reason for non-compliance . It was then resolved :
" That Bro . John Wynne be suspended from all Masonic rights and privileges for contumacy under the powers of Rule 274 , Book of Constitutions . " This was communicated to Bro . Wynne by the Grand Secretary . At the meeting of the Board on the 15 th of January , 1895 , it was reported that the property of the Mount Edgcumbe Lodge of Instruction had been returned by Bro .
Wynne , but that no communication had been received from that brother . The Grand Secretary , at the request of the Board , wrote to Bro . Wynne , pointing out to him that he had not , by merely returning the property , yet purged his fault . No further communication had been received from Bro . Wynne , nor did he attend the Board at its meeting on the 19 th ult . to offer any explanation .

7- Report of a special meeting of the Governors and Subscribers of the Koyal Masonic Benevolent Institution for Aged Freemasons and Widows of f reemasons , dated 13 th February , 1895 , will be laid before Grand Lodge , at which , in lieu of the proposed alteration in the Lavs of the Institution submitted to Grand Lodge on the 5 th December last , the following were then agreed to , and submitted for approval :

Clause 25 , erase the first word " every " and substitute " A . " And in first line , after the word" President" insert "being an individual d : nor . " In the same Clause , second section , make a similar alteration . After Clause 45 , insert as Clause 45 A : " Any Vacancy occurring on the " House Committee or the Finance Committee shall be filled up at the " next following meeting of the Committee of Management , notice of "such vacancy being given in the summons convening the meeting . Panmure Lodge ( No . 715 ) . —The installation meeting of this lodge was held on Saturday , the 16 th ult ., at the Cannon-street Hotel , under the presidency of Bro . S . Myers , W . M ,, who was well supported by many Past Masters and officers of the lodge , arid also several visitors , the company including- Bros . Eustace Anderson , P . M . ; J . S . White , I . P . M .: R . Eve , P . G . Treas . ; Kirkland , P . M . 211 ; Potts , W . M . 1 S 05 ; Foss , P . M . 26 ; Goodrich , 205 ; Danzeger , 205 ; Dr . Benthall , 1617 ; Jenks , 8 ; and Taylor , 613 . The lodge having been opened , Bros . W . Stone and F . W . Theeman were raised to
the third Degree by Bro . E . Anderson , P . M ., after which Mr . L . Knebel was initiated by Bro . J . S . White , P . M . This was followed b y the important ceremony of the evening —the installation of Bro . Edwin R . Speirsas VV . M ., this work being ably done bv Bro . E . Anderson , P . M . The W . M . subsequently invested his officers as follows : Bros . 1 . Isiacs , S . W . ; L . Cohen , J . W . ; L . Neuburger , S . D . ; S . F . Kemble , J . D . j T . Chiswell , I . G . ; A . Afterwards the Mas ' er presented to the retiring Master a very handsome jewel which had been voted by the lodge , for the services he had rendered . In the course
of his remarks , the speaker stated that from the time Bro . Myers joined the lodge up to the present moment his interest in and work for the lodge had b : en of the most valuable description . The I . P . M . suitably responded . The lodge WJS then closed , and the brethren adjourned to a w . ill-served banquet , at which the customary tojsts were proposed and duly honoured . Bro . Richard Eve , Past G . Treas ., having responded for the toast of " The Grand Officers , " The Immediate Past Master proposed the toast of "The VV . M . " Since Bro .
Speirs had joined the lodge , he remarked , not only had he introduced many good brethren who were still members , but both in the lodge and at the social table he had shown the greatest possible interest in the welfare and development and good government of the lodge . Moreover , he had displayed gifts of oratory and eloquence which had in a large degree enhanced the pleasure and interest of the meetings . He expressed , he was sure , the sentiments of every member of the lodge when he said that they individually felt proud of the fact that so popular and energetic a brother had reached the highest position it was possible for him to attain . Indeed , so great had been the success of his Masonic career that the brothers had welcomed with acclamation the
opportunity 6 f conferring upon him the honour of the coveted post of W . M ., and he ( the speaker ) felt sure that in his hands and under his guidance the dignity and goo j management of the post would be ably sustained . He was the more confirm ; d in this opinion when he considered the position and abilities of Bro . Speirs outside Misonic circles . He referred to the fact that Bro . Speirs not only at the last General Election contested East Herts as a Parliamentary candidate , but at the present time wis a candidate for the Parliamentary representation of South Islington . In addition to this he was Comptroller for Great Britain of the Mutual Reserve Fund Life Association , Broadstreet House .
Bro . Speirs , in an eloquent and graceful speech , responded to the toast and referred to the benefits he had received from the knowledge of Masonry , while he forcibly impressed upon all present the fact that , if properly observed and thoroughly carried out , Misonry would tend to improve Masons as men . Other toasts followed . A series of musical and other selections was given during the banquet , which aided considerably to the success of a highly enjoyable evening . } m .- ^¦••¦ t

This was followed b y the important ceremony of the evening —the installation of Bro . Edwin R . Speirsas VV . M ., this work being ably done bv Bro . E . Anderson , P . M . The W . Afterwards the Mas ' er presented to the retiring Master a very handsome jewel which had been voted by the lodge , for the services he had rendered . In the course
of his remarks , the speaker stated that from the time Bro . Myers joined the lodge up to the present moment his interest in and work for the lodge had b : en of the most valuable description . The I . P . M . suitably responded . The lodge WJS then closed , and the brethren adjourned to a w . ill-served banquet , at which the customary tojsts were proposed and duly honoured . Bro . Richard Eve , Past G . Treas ., having responded for the toast of " The Grand Officers , " The Immediate Past Master proposed the toast of "The VV . M . " Since Bro .
Speirs had joined the lodge , he remarked , not only had he introduced many good brethren who were still members , but both in the lodge and at the social table he had shown the greatest possible interest in the welfare and development and good government of the lodge . Moreover , he had displayed gifts of oratory and eloquence which had in a large degree enhanced the pleasure and interest of the meetings . He expressed , he was sure , the sentiments of every member of the lodge when he said that they individually felt proud of the fact that so popular and energetic a brother had reached the highest position it was possible for him to attain . Indeed , so great had been the success of his Masonic career that the brothers had welcomed with acclamation the
opportunity 6 f conferring upon him the honour of the coveted post of W . M ., and he ( the speaker ) felt sure that in his hands and under his guidance the dignity and goo j management of the post would be ably sustained . He was the more confirm ; d in this opinion when he considered the position and abilities of Bro . Speirs outside Misonic circles . He referred to the fact that Bro . Speirs not only at the last General Election contested East Herts as a Parliamentary candidate , but at the present time wis a candidate for the Parliamentary representation of South Islington . In addition to this he was Comptroller for Great Britain of the Mutual Reserve Fund Life Association , Broadstreet House .
Bro . Speirs , in an eloquent and graceful speech , responded to the toast and referred to the benefits he had received from the knowledge of Masonry , while he forcibly impressed upon all present the fact that , if properly observed and thoroughly carried out , Misonry would tend to improve Masons as men . Other toasts followed . A series of musical and other selections was given during the banquet , which aided considerably to the success of a highly enjoyable evening . } m .- ^¦••¦ t
