spending all this money . He protested against the outlay , and moved an amendment to that effect . Another BROTHER seconded the amendment , on the ground that the plan ought to be a perfectly comprehensive one , but there was nothing at all comprehensive in the present proposition . There should be an exhaustive report brought up by a competent man .

Bro . MASTERS said that none of the money asked vvould be spent unless proper p lans and estimates were placed before the Quarterly Court . If the motion was not carried that day they would not be able to do anything till next January , and even then it vvould have to be brought before the succeeding Quarterly Court . It was necessary to get things in proper order . With 250 boys in the School , it was positively essential that this vvork should be put in hand as soon as possible .

Bro . J AMES BRETT , P . G . P ., said there was no doubt about the desirability of having these nevv improvements . It was necessary that these sanitary arrangements should be looked into , but he thought in the first place they should enquire where were the funds to come from . He thought they vvere not in a position to go to that large expense of £ 3500 , and he would like the Chairman to give , if he could , the answer to the question , where the funds were to come from ? Bro . J . M . KLENCK suggested that the words " subject to proper plans and specifications being prepared for the same " should be added to the motion .

Bro . J AMES MOTION , 4 S 3 , said they had already voted £ 350 for nothing , and now the question was where was the money to come from , even for necessary works ? If any one referred to the report of the Inquiry Committee , he would see the necessity for better sanitary arrangements . Bro . W . HARRIS SAUNDERS thought it was better to layout £ 500 or £ 1000 than run the risk of having an epidemic in the School .

Bro . HENRY LOVEGROVE did not approve of an honorary architect ; he never knew of the duties of honorary office being performed in the best manner . The amendment vvas withdrawn , and the motion " earned , vvith the addition of the words , " subject to the proper plans and specifications being prepared and submitted for the approval of the Committee . " Bro . W . HARRIS SAUNDERS , after a few remarks , withdrew the following motions which stood in his name on Bro . Beaver undertaking that they should be

considered by the Committee who had to revise the laws of the Institution : ( a ) " That boys shall be educated according to the position their father occupied while in prosperity , and that where considered desirable by the Committee an allowance be granted for education out of the Institution . That the General Committee be requested to take this matter under consideration , on application being made for a boy to be placed on list of candidates . " ( b ) "That following the example of many other public schools , pupils shall be

received into the Institution at a fixed annual sum , and that sons of Masons only shall be eligible for election or otherwise . " ( c ) " That the Court recommend to the General Committee to make special enquiries in all last cases , with a view to their election , should the case prove to be that of a really destitute candidateL " [ d ) " That all petitions be thoroughly enquired into ( as per resolution recently

adopted by the Girls' General Committee ) by a Sub-Committee , who shall report to the General Committee prior to such petitions being brought before them , but vvho shall not have power to reject any candidate . " A vote of thanks to the Chairman closed the business . While the above proceedings were taking place , the election of 16 out of a list of 70 candidates was held , under the Chairmanship of Bro . ROYAL MASONIC INSTITUTION FOR GIRLS .

The Quarterly Court of Subscribers to this Institution was held last Saturday , at Freemasons' Tavern , Bro . Horace Brooks Marshall , Past Grand Treasurer , in the chair . Bro . HENRY SMITH , Deputy Provincial Grand Master for West Yorkshire , objected to the arrangement oi the candidates' names in alphabetical order .

Hitherto the much more convenient system had been adopted of placing them according to the seniority of their candidature . He vvas quite sure the scrutineers of votes would experience great difficulty in the new system , and these brethren should have every facility afforded them . A change ought not to have been made without some good reason .

Bro . HEDGES , Secretary , read a minute of the General Committee of 26 th July , under vvhich the change had been made . On the motion of Bro . HENRY SMITH , seconded by Bro . FRANK RICHARDSON it was resolved to revert to the old system .

Bro . D . D . MERCER , G . P ., moved a vote of thanks to Bro . Frank Richardson for his exertions in the case of " Lord Lei gh and others v . the Vestry of St . Mary , Battersea , " which had preserved the property of the Institution from the encroachments by the vestry . Bro . Richardson had taken a great deal of trouble n the matter , and had succeeded in keeping the vestry back .

Bro . J AMES BRETT , P . G . P ., seconded the motion , which was carried unanimously amidst applause . Bro . FRANK RICHARDSON thanked the brethren very sincerely for the recognition of his poor services to the Institution . They all knew he he had his heart there , and what he did was a matter of love to the Institution . The proceedings were quite necessary to be taken . Two or three years ago a Quarterly Court sanctioned an agreement with the vestry as to the making of a road , and the first thing the

vestry did , for their own benefit , was to block up the gates of the Institution . He told them they must not go beyond the agreement . There was no power to prevent the vestry from raising the road , but for the encroachments on the Institution ' s property there was a remedy , and it was enforced . In addition to that , the Institution got £ 50 from the vestry as compensation for keeping the Institution ' s road down , and the vestry paid the costs of the legal proceedings . ( Cheers . ) The election of candidates resulted as follows :

After the usual formalities , the minutes of the Prov . G . Lodge held at Carnarvo n were read and confirmed . The roll-call of lodges showed that two were

unrepresented . , The PROV . GRAND SECRETARY read a report showing that there was a marked improvement in the manner in which the minute books of lodges in the province were kept . More uniformity , however , vvas needed , and it was his intention to submit a scheme on the subject . . .. Bros . Corbet , Edisbury , and Benson were re-elected to audit the Provincia Grand Treasurer ' s accounts .

Bro . SALMON was re-elected Provincial Grand Treasurer , and submitted a statement showing that the funds in hand to the credit of the Provincial Grand Lodge amounted to £ 90 3 s . 5 d . On the "B" fund of the North Wales Charitable Association there was in hand a balance of £ 25 1 , after relieving the several caseb submitted last year . This fund was really the nursery of the other funds , an ought to be better supported by the lodges , only one-third of which subscribe towards it at present . , The Provincial Grand Master afterwards appointed and invested his officers

ROYAL MASONIC INSTITUTION FOR GIRLS .

The Quarterly Court of Subscribers to this Institution was held last Saturday , at Freemasons' Tavern , Bro . Horace Brooks Marshall , Past Grand Treasurer , in the chair . Bro . HENRY SMITH , Deputy Provincial Grand Master for West Yorkshire , objected to the arrangement oi the candidates' names in alphabetical order .

Hitherto the much more convenient system had been adopted of placing them according to the seniority of their candidature . He vvas quite sure the scrutineers of votes would experience great difficulty in the new system , and these brethren should have every facility afforded them . A change ought not to have been made without some good reason .

Bro . HEDGES , Secretary , read a minute of the General Committee of 26 th July , under vvhich the change had been made . On the motion of Bro . HENRY SMITH , seconded by Bro . FRANK RICHARDSON it was resolved to revert to the old system .

Bro . D . D . MERCER , G . P ., moved a vote of thanks to Bro . Frank Richardson for his exertions in the case of " Lord Lei gh and others v . the Vestry of St . Mary , Battersea , " which had preserved the property of the Institution from the encroachments by the vestry . Bro . Richardson had taken a great deal of trouble n the matter , and had succeeded in keeping the vestry back .

Bro . J AMES BRETT , P . G . P ., seconded the motion , which was carried unanimously amidst applause . Bro . FRANK RICHARDSON thanked the brethren very sincerely for the recognition of his poor services to the Institution . They all knew he he had his heart there , and what he did was a matter of love to the Institution . The proceedings were quite necessary to be taken . Two or three years ago a Quarterly Court sanctioned an agreement with the vestry as to the making of a road , and the first thing the

vestry did , for their own benefit , was to block up the gates of the Institution . He told them they must not go beyond the agreement . There was no power to prevent the vestry from raising the road , but for the encroachments on the Institution ' s property there was a remedy , and it was enforced . In addition to that , the Institution got £ 50 from the vestry as compensation for keeping the Institution ' s road down , and the vestry paid the costs of the legal proceedings . After the usual formalities , the minutes of the Prov . G . Lodge held at Carnarvo n were read and confirmed . The roll-call of lodges showed that two were

unrepresented . , The PROV . GRAND SECRETARY read a report showing that there was a marked improvement in the manner in which the minute books of lodges in the province were kept . More uniformity , however , vvas needed , and it was his intention to submit a scheme on the subject . . .. Bros . Corbet , Edisbury , and Benson were re-elected to audit the Provincia Grand Treasurer ' s accounts .

Bro . SALMON was re-elected Provincial Grand Treasurer , and submitted a statement showing that the funds in hand to the credit of the Provincial Grand Lodge amounted to £ 90 3 s . 5 d . On the "B" fund of the North Wales Charitable Association there was in hand a balance of £ 25 1 , after relieving the several caseb submitted last year . This fund was really the nursery of the other funds , an ought to be better supported by the lodges , only one-third of which subscribe towards it at present . , The Provincial Grand Master afterwards appointed and invested his officers
