The DEPUTY P . G . M . said it was with feelings of pleasure that he was able to announce that his scheme for a life presentation to the Girls' Masonic School had been completed . It now remained for the P . G . L . to arrange as to the proper mode in which the Charity should be managed . In the individual subscriptions received were the P . G . M ., £ 25 ; the D . P . G . M ., £ 25 ; the Masonic Hall , Bangor , £ 22 _ ; Bro . S . Pope , £ 20 ; with other special lodge and individual subscriptions

making a total of £ 16 3 4 s . The full sum collected when the promises vvere paid up would exceed £ 525 . He asked for £ 27 17 s . 6 d . to complete the presentation . Bro . SALMON proposed that the amount should be voted , with a hearty vote of thanks to ( he D . P . G . M . for the trouble he had-taken . Bro . EDISBURY seconded the proposal , which was agreed to . A long discussion followed as to the mode in vvhich the Charity should be managed .

The P . G . M . proposed , and Bro . EDISBURY seconded , the appointment of a Committee , composed of the D . P . G . M ., P . G . Treasurer , and P . G . Secretary , to make arrangements as to the most deserving cases for consideration and submission to the North Wales Charitable Association . Bro . Dr . J ONES-MORRIS pointed out that the lodges , having contributed largely towards the funds , were speciall y debarred from partaking in its administration , and urged that this should be remedied .

Bro . SALMON remarked that lodges should subscribe specially each year before their representatives could have a voice in the disposal of the Charities . Bro . J ONES-MORRIS said that last year some of the lodges had made a special effort to provide a sum of money required by the D . P . G . M . towards the fund , and he did not see wh y they should now be debarred from having a voice in its administration .

Bro . SALMON , as Prov . G . Treas ., said that the Association could not go beyond its by-laws . The onl y way out of the difficulty was that each lodge should subscribe a guinea in the name of the W . M . for the time being . _ The D . P . G . M . thought it would be only courteous towards the subscribing lodges that when the selection of first candidates came forward , the W . M . of each should be asked to attend .

Bro . SALMON agreed with the suggestion . The PROV . G . TREASURER called attention to the fact that two lodges were not represented at the Provincial Grand Lodge . On the motion of Bro . TUXFORD , it was decided that the Prov . Grand Secretary should by circular call the attention of the lodges to the by-law on the point , and the penalty attendant upon infringement .

The P . G . M . read a circular from the Provincial Grand Lodge of Dorset , with reference to the management of the Boys' School , and enclosing certain recommendations .

The D . P . G . M . proposed the adoption of the same , which was agreed to . On the motion of Bro . SALMON , seconded b y Bro . J ONES-MORRIS , a resolution was adopted strongly protesting against any excessive grant being allowed to the Secretary of the Boys' School upon his retirement . The banquet was served at the Corsygedol Hotel .

The following is the business to be transacted on Wednesday next : — The minutes of the last Quarterly Communication to be read for confirmation .

THE REPORT OF THE COMMITTEE OF GENERAL PURPOSES . The Committee of General Purposes beg to report that they have examined the accounts from the 17 th July to the 15 th October , 1889 , both inclusive , which they find to be as follows : — . "

The Committee have also to report that they have received a memorial from the Mount Moriah Chapter , No . 9 , meeting at the Albion Tavern , London , praying to be detached from the Albion Lodge , No . 9 , and to be attached to the Middlesex Lodge , No . 143 , London , to which all their present members belong . Both lodges having given their consent , the Committee recommend that the prayer of the memorial be granted .

The Committee have likewise to report that they have received a memorial irom the Grand Chapter of Royal Arch Masons of Victoria , Australia , reporting that they have been regularly established , in March , 188 9 , and asking recognition iK ? , Grand Chapter of England , and that fraternal communication may be established between the two Grand Chapters .

The Committee recommend that inasmuch as the Grand Lodge of Victoria has been duly acknowledged by the Grand Lodge of England , the Grand Chapter ot Victoria be also recognised . The Committee have further to report that they have received the followine petitions for new chapters -.

Cyclist Lodge , No . 2246 , East Molesey , to be called The Cyclist Chapter , and to meet at the Castle Hotel , East Molesey , in the county of Surrey . These petitions being in all respects regular , the Committee recommend that the prayers therefor be respectively granted , subject to the Mount Moriah Chapter being detached from the Albion Lodge , No . 9 .

The Committee have also received a petition from the Principals and members of the Abbey Chapter , No . 624 , Burton-on-Trent , Staffordshire , praying for a Charter of Confirmation , the original being lost ; and they recommend that a Charter of Confirmation for this chapter be granted . The Committee have received a memorial , with copy of minutes , on the removal of the following chapter : —

The Moravian Chapter , No . 387 , for permission to remove from the Masonic Hall , Shipley , to the Saltaire Institute , Shipley , Yorkshire ( West Division ) . The Committee being satisfied of the reasonableness of this request , recommend that the removal of the above-named chapter be sanctioned . ( Signed ) ROBERT GREY , President . Consecration Of La France Chapter, No. 2060.

CONSECRATION OF LA FRANCE CHAPTER , No . 2060 .

The unqualified success attending the establishment of " Loge La France , " some five years ago , has " produced its natural consequence in the formation of " Chapitre La France , " vvhich was consecrated at the Cafe Royal , Regentstreet , on the 2 ist ult ., and which most interesting and unique event was the means of attracting within the walls of the pretty little Masonic Temple a body of representative Masons , which gave the meeting an appropriately .

cosmopolitan character . Whether it is that the French language lends itself more gracefully to the beautiful and impressive ritual of the Royal Arch , or that our neighbours are more to the manner born in all that relates to ornate ceremonial vve cannot say , but certain it is 'that- although this was probably the first occasion in the history of Royal Arch Masonry on which the French language was wholly used , all went as smoothly as though

the ceremony were indigenous and not an exotic . English companions vied with their French confreres in delivering the addresses and other portions of the ceremony , and , of course , Companion T . Fenn , who had already distinguished himself by rendering the lodge ceremonies in French , was facile princeps on this occasion . Indeed , we have it on the authority of a very accomplished French scholar , that not only was he perfect in the ceremony ,

but that his accent and diction would have done credit to a professor of the language . Col . Clerke also , and the other assistant officers , all performed their allotted parts vvith praiseworth y care . But to proceed , in due order the ceremony of consecration vvas performed by E . Comp . T . Fenn , P . P . C . G . P ., as Z , assisted b y Col . Shadwell H . Clerke , G . S . E ., as H ., F . A . Philbrick , Q . C , G . Sup . Essex , as J ., Sir John B . Monckton , P . G . P . After the chapter had been opened , and the usual formalities had been observed , the Consecrating Officer delivered the following address : Nous nous sommes reunis aujourd'hui pour cqnstituer et consacrer un nouveau chapitre . C ' est toujours un eVenement d ' un grand interet quand un chapitre de plus vient d'etre ajoute a la liste parcequ'il indique les progres qu ' ont tails les ceremonies de l'A . R . dans l ' estime de nos F . F . les M . M . pendant ces dernieres

annees . Mais celle ci est une occasion particuherement interessante parceque c est la premiere fois dans les annales de la M . qu'un Ch . de l'A . R . ait 6 te constitue sous l'obedience du Sup . Gr . Ch . d'Angleterre pour travailler dans la langue francaise d ' apres . les formes anglaises . Le succes remarquable qu ' a obtenu la Loge La France sous les auspices de ces habiles Macons les F . F . Monteuuis , But-: , et St . Clair nous donne bon espoir que ce Ch . sous la direction de ces memes freres ( on peut

meme dire a cette heure comp ) qui en ont ete nommes les trois Principaux , aura un succes au moins egal a celui delaloge . Croyez bien mes Comp .. que j ' estime comme un grand honneur d ' avoir ete choisi officier consecrateur en cette occasion ; je serai en effet le premier qui aurai rendu en francais , les ceremonies de la consecration d ' un chapitre et l'installation des trois Principaux . Je dois ma connaissance de la traduction de ces ceremonies a . l'instruction de notre bon Comp . Monteuuis .

Cette traduction dont vous aurez tout a l'heure 1 'occasion de juger le merite , a ete pour lui une ceuvre tres laborieuse et je desire lui rendre hautement justice , mais je dois vous p rier de vous souvenir que je n ' ai pas eu l ' avantage d'apprendre le francais ni en France , ni parmi les Francais et de pardonner ma temeritexl'entreprendre une pareille tache . N ' oubliez pas que quoique parlant une langue que j ' aime , elle est neanmoins pour moi une langue etrangere .

encore a la solennite de cette ceremonie et en font une circonstance unique . Je crois en effet ne pas exagerer en disant qu'il n ' existe pas dans tout l'Univers un temple de la M . de l'A . R . sous l'obedience du Gr . Ch . de l'Angleterre oil les travauxsoient fails en francais . Tous les compagnons qui sont ici ont un sujet commun de reconaissance . Tous sont heureux d ' etre M ., tous sont hereux d'etre M . de l'A . R . Mais nous francais nous nous rejouissons surtout d'etre M . sous

The Committee have also received a petition from the Principals and members of the Abbey Chapter , No . 624 , Burton-on-Trent , Staffordshire , praying for a Charter of Confirmation , the original being lost ; and they recommend that a Charter of Confirmation for this chapter be granted . The Committee have received a memorial , with copy of minutes , on the removal of the following chapter : —

The Moravian Chapter , No . 387 , for permission to remove from the Masonic Hall , Shipley , to the Saltaire Institute , Shipley , Yorkshire ( West Division ) . CONSECRATION OF LA FRANCE CHAPTER , No . 2060 .

The unqualified success attending the establishment of " Loge La France , " some five years ago , has " produced its natural consequence in the formation of " Chapitre La France , " vvhich was consecrated at the Cafe Royal , Regentstreet , on the 2 ist ult ., and which most interesting and unique event was the means of attracting within the walls of the pretty little Masonic Temple a body of representative Masons , which gave the meeting an appropriately .

Whether it is that the French language lends itself more gracefully to the beautiful and impressive ritual of the Royal Arch , or that our neighbours are more to the manner born in all that relates to ornate ceremonial vve cannot say , but certain it is 'that- although this was probably the first occasion in the history of Royal Arch Masonry on which the French language was wholly used , all went as smoothly as though

the ceremony were indigenous and not an exotic . English companions vied with their French confreres in delivering the addresses and other portions of the ceremony , and , of course , Companion T . Fenn , who had already distinguished himself by rendering the lodge ceremonies in French , was facile princeps on this occasion . Indeed , we have it on the authority of a very accomplished French scholar , that not only was he perfect in the ceremony ,

but that his accent and diction would have done credit to a professor of the language . Col . Clerke also , and the other assistant officers , all performed their allotted parts vvith praiseworth y care . But to proceed , in due order the ceremony of consecration vvas performed by E . Comp . annees . Mais celle ci est une occasion particuherement interessante parceque c est la premiere fois dans les annales de la M . qu'un Ch . de l'A . R . ait 6 te constitue sous l'obedience du Sup . Gr . Ch . d'Angleterre pour travailler dans la langue francaise d ' apres . les formes anglaises . Le succes remarquable qu ' a obtenu la Loge La France sous les auspices de ces habiles Macons les F . F . Monteuuis , But-: , et St . Clair nous donne bon espoir que ce Ch . sous la direction de ces memes freres ( on peut

meme dire a cette heure comp ) qui en ont ete nommes les trois Principaux , aura un succes au moins egal a celui delaloge . Croyez bien mes Comp .. que j ' estime comme un grand honneur d ' avoir ete choisi officier consecrateur en cette occasion ; je serai en effet le premier qui aurai rendu en francais , les ceremonies de la consecration d ' un chapitre et l'installation des trois Principaux . Je dois ma connaissance de la traduction de ces ceremonies a . l'instruction de notre bon Comp . Monteuuis .

Cette traduction dont vous aurez tout a l'heure 1 'occasion de juger le merite , a ete pour lui une ceuvre tres laborieuse et je desire lui rendre hautement justice , mais je dois vous p rier de vous souvenir que je n ' ai pas eu l ' avantage d'apprendre le francais ni en France , ni parmi les Francais et de pardonner ma temeritexl'entreprendre une pareille tache . N ' oubliez pas que quoique parlant une langue que j ' aime , elle est neanmoins pour moi une langue etrangere .

The ceremony was then preceded with . The D . of C . stated the wishes of the companions and the proceedings they had taken in respect of the chapter . The petition and charter were read , and the officers named therein confirmed . The Consecrating Officer then called on the Rev . E . C . d'Auquier , acting as S . N ., who delivered the following oration :
