The " Rules , Regulations , and List of Members , corrected to 30 th June , 18 95 , " were in print in the third week of July , which assuredly shows most praiseworthy promptitude , considering the mass of details , names , dates , & c . As the Supreme Council was " duly , lawfully , and constitutionally
established on the 26 th day of October , A . D . 1845 , " > -h ' s IS l ' jubilee year , and certainly an appropriate time to take a retrospect of the work achieved by that distinguished body . The " Red Book " supplies abundance ol material for such a purpose and in a very handy form . The original members were Dr . Crucefix , the Rev . George Oliver , D . D ., and l ! ro . Henry Udall ,
the fourth of the hlsUric nine being Dr . Henry Beaumont Leeson , who was Soverei gn Grand Commander when I was " perfected , " ever 30 years ago , and personally conferred the Rose Croix and preliminary Degrees on those ° f us who tcok part in the formation of the St . There are eight Districts presided over by as many Inspectors General in ihis country and five for cbroad . Eleven members of the 33 are also '' Unattached , " these including all on the roll of that high position , mostly breihren holding very honourable rank in Grand Lodge of England and zealous Craftsmen .
Of the 32 , no more than 54 are permitted in this country , five having been elected since the previous edition of the " Red Book " was published . The roll has still a few vacancies . For the 31 ° , 90 are allowed , seven having been added since June 30 th , 1894 . Tne 30 has witnessed several accessions during the past term , and is a distinction much appreciated .
Some 135 warrants have been granted from 1846 , there being 109 still on the register . The " Baldwyn , " Bristol , is at the head , with its evidence of dating back over a century , in connection with the Kni ghts Templars and a Grand Encampment in 1780 , with the laws , ike . Then No . 1 begins the consecutive enumeration with the ' ¦ Grand Metropolitan Chapter , " London , warranted in 1 S 46 .
The aim of the Supre me Council has never been for numbers , either of chapters or members . Indeed , I ihink , if an > thing , that Body has been rather too anxious to keep the roll of the 30 more exclusive than desirable , considering the many brethren in the Rose Croix D ; gree that are anxious for preferment . However , doubtless they will receive advancement in time , if their applications are warmly endorsed by the Inspector Generals of the
Districts . As a matter of fact , it may be stated that there are far more members of the 33 in the United Stales than there are of the 32 ° in this country . On the whole , one cannot but admire the decision of ihe aulhoritiis to preserve the digi icy of the Ancient and Accepted Rite , and keep the " Higher Degrees " for those who have well earned distinction by reason of their conduct as gentlemi n and Masons . The Rules and Regulations have an addition this
time" 13 . In all cases of suspension , exclusion , or expulsion passed by Grand Lodge , or by any other recognised Masonic authority , of a brother who is a member of the Ancient and Accepted Rite , he shall , ipso facto , be also suspended , excluded , or expelled from that Br > dy . INSTALLATION OF BRO . SIR CHARLES MITCHELL , G . C . M . G ., AS DISTRICT GRAND MASTER OF THE EASTERN ARCHIPELAGO .
Bro . Sir Claries Bullen High Mi ' ch-. II , G . C . M . G , Governor and Commander- in-Clvef of the Straits Settlements , was em Wednesday , the 12 . h June , installed as District Grand Mas' . cr if ihe Eastern Archipelago . The ceremony took place in the Frcemasoi s' Hall , Coleman-street , in the presence of a very larjje number of members of tire Craft , in whxh there were representatives of every lodge in ihe district . The installation was not
followed , as is customary , by the u ual Masonic banquet , a departure expressly m . ide , so we understand , in deference to tl e wishes of his Excellency . As Bro . Sir Charles Mitchell stated during the course < I the function , it was with great d Hi fence on his part that he had accepted ihe high oilice of Di * trict Grand Master , a post of much dignity and honour , demanding , in its administrate duties , a cons derable share of the time of ihe incumbent .
Indeed , Bro . Sir Charles Mitchell is by no means so high in the Craft as have been some of his predecessors , particularly his immediate predecessor ; and that point proved no doubt a hesitating thought lo acceptance . But mainly through the influence brought to bear by ihe retiring District Grand Master , Bro . Sir Charles Warren , the consent was obtained , and the necessary patent of ofiice was granted b y the M . W . G . M ., H R . H . the Prince of Walts . It was with feelings of general satisfaction lhat the Freemasons of the district learned of the consent of Bro . Sir Charles Mi ' . chell lo
become their leader . Therefe . re the meeting of the Craft on the Decision pi os cd to be the largest meeting that has been held since the time of the investiture of his Excellency ' s immediate predecessor . Special delegate s had 1 ecn sent from some of the lodges in the district , in order that their
