" That in provinces and districts numbering 50 lodges and upwards the Provincial and District Grand Masters shall be empowered to appoint annually two additional Provincial or District Grand Deacons . In provinces and districts numbering 75 lodges and upwards the Provincial and District Grand Masters shall be empowered to appoint four additional Provincial or District Grand Deacons . In provinces and
districts numbering 100 lodges and upwards , the Provincial and District Grand Masters shall be empowered to appoint a Provincial or District Grand Chancellor to take rank immediately after the Provincial or District Grand Wardens , four additional Provincial or District Grand Deacons and a Provincial or District Deputy Grand Sword Bearer , and that the
Provincial and District Grand Masters be empowered to appoint such additional Provincial or District Grand Officers at the first meeting for the annual appointment of officers of the several Provincial and District Grand Lodges after the confirmation of the minutes of Grand Lodge . " The Board have great pleasure in recommending Grand Lodge to adopt these resolutions , and to order that the Book of Constitutions be altered accordingly .

5 . A report of the Royal Masonic Benevolent Institution for Aged Freemasons and Widows of Freemasons , dated 13 th Juby , 1892 , with respect to the alterations in the laws made for the Jubilee year ol that Institution , will be laid before Grand Lodge , viz .:
That the alterations made in Rules 19 , 20 , 23 , and 25 for the purpose of the Jubilee Festival which have been in force up to and including the 30 th June , 1892 , having now ceased to be applicable , the former laws in force prior to the 3 rd June , 1891 , are now the laws of the Institution , with the approval of Grand Lodge .

D ., That the resolution of Grand Lodge of the 7 th September , 1842 , to the following effect : " That a sum of £ 500 be granted from the Fund for General Purposes to the Royal Freemason ' s Female School , to be invested in the Public Funds in the names of Trustees towards the formation of a
separate Fund to be applied exclusively for the purpose of holding , repairing , improving , and maintaining the School House and buildings of the Institution . That the Trustees of such Fund be the three Senior Trustees of the Charity's other Funded Property , " be rescinded , and that the Royal Masonic Institution for Girls be permitted to merge the . £ 500 therein referred to into the General Funds for the purposes of the Institution .

The annual balance sheet was then produced and read , which having been audited and found correct , likewise showing a ver 3 ' satisfactory financial condition of the Provincial Grand Chapter , was unanimousl y adopted and ordered to be entered on the minutes . The sum of five guineas was voted to the Royal Masonic Institution for Boys , to be placed on the list of the Grand Superintendent , Comp .
Colonel E . C . Malet de Carteret , who purposes acting as Steward of this province for the ensuing Festival of that Institution , and Comp . J . M . Bichard , P . G . S . B ., set a good example towards opening a private subscription list by making a donation of half-a-guinea towards it . Article 2 of the By-Laws , with regard to Article 81 Constitutions , then came under due consideration , and after a very brief discussion a decision was come to .
A hearty vote of thanks was given to Comp . P . Binet , the retiring P . G . S . E ., in acknowledgment of his services during his term of office ( three years . ) Comp . BINET briefly and appropriately responded . It may not be out of place to mention here that the Grand Superintendent may be congratulated upon the continued prosperity
of Royal Arch Masonty within his province . fhe number of subscribing members returned for the past year and thc finances of the province bear an equalty favourable comparison with those of the previous year , and the Grand Principals must have observed during their periodical visits to the chapter in every instance thc attendance was good and the working highly creditable , and we 11133 ' assert lhat the
Grand Superintendent bears fully in mind thc advanced status of Royal Arch Mason ^ ' in the present day , and the excellence of the teachings conve 3 'ed in its expressive ritual and ceremonies , which realty formed the full complement of-the Mastcr Mason ' s Degree , and should conduce towards an even greater advance , if possible , of its members in respect of their moral character and fidelity to Freemasonr \\
The P . G . S . E . having read some communications , and nothing further offering for the good of Royal Arch Mason ^' , thc Provincial Grand Chapter was closed . A very excellent banquet was provided , under the management of Comp . George Rogers , and gave general satisfaction to every one discussing the menu . The viands were excellent , the wines of the best brands , and the service good .
The GRAND SUPERINTENDENT presided , and his introductions of the several loyal and Royal Arch Mason ' s toasts were brief and effective . The list of toasts were complete , and from that of " The Queen and Royal Arch Masonry" to the Janitor ' s final toast , were all cordially expressed and most enthusiastically responded to . With a word in praise of the excellent catering and management , we close our notice of one of the most pleasant gatherings of Jersey companions which has been held in the province for many years .

Bro . J . Ross Robertson , who has just retired from thc position of Grand Master of Canada , after two years of unprecedented ^ ' active rule , has delivered a valedictory address which will well repay perusal , even by those who have no special interest in the jurisdiction referred to , be 3 'ond the fact that Freemasonry
well studied , well adminstercd , and well practised is of interest to all true Masons wherever located . We reprint that part of the address which appears to us to be of cosmopolitan concern , and commend the study of the remainder to all who desire a more intimate knowledge of the working of Craft Masonry in the dominion .
" Brethren of Grand Lodge , —When after two years of fraternal and business intercourse with my brethren in this jurisdiction I halt at the milestone which marks the centennial 3 'ear of our history and call thc representatives who compose the governing body to congregate in their thirty-seventh annual communication , a feeling of satisfaction , not unmixed with
gratification , and yet intermingled with regret , prevades me—satisfaction that I have had the opportunity of enjoying a personal acquaintance with probab . 3 ' twothirds of the membership , and this thought is interwoven with the hope thai these heart promptings may never be forgotten ; gratification that my endeavour to inform and entertain my brethren had close and intelligent
attention , that a revival prevails in many sections , that the work of lodges for years in sight of dissolution has quickened , that all along the line the Craft bells are chiming an anthem of enthusiasm that will delight prosperous lodges , strengthen those that struggle and encourage those dependent for existence on the surplus magnetism generated in other than their own Craft homes
regret that while I may have exceeded my own expectations in the management of thc Craft work , I have , nevertheless , been unable to reach the standard set by those who , without the advantage of the position , think that the work of a Grand Master is fully exemplified when with sphinx-like silence , veiled in
an atmosphere of diynity , he sits as the living yet inanimate s 3 'mbol of majestic apathy rather than that of useful action . M y regrets , are , however softened b 3 ' the fact that the Hood of welcome and appreciation which has greeted me indicates that in the hearts of the fraternity there is a warm comer for a presiding officer , whose aim is—ma 3 ' I say unselfishl y ?—to
