PROVINCIAL GRAND LODGE OF GUERNSEY AND ALDERNEY .
INSTALLATION OF BRO . DR . J . B . COCKBURN AS PROVINCIAL GRAND MASTER . There are still living several brethren who have keen recollections of the Grand Lodge of the Province of Guernsey which existed many years ago , and of which they were members , and are wearing up to the present on certain occasions the regalia to which they are entitled . This Provincial Grand Lodge through certain reasons lapsed , since when all differences of op inion in the various Craft lodges there have been settled by appeal to the
Grand Lodge of England . The formation of a new Provincial Grand Lodge in connection with the Island of Jersey was mooted several years ago , but the plan being found to be full of many technical difficulties was allowed to fall through . The formation of a local Provincial Grand Lodge was then entertained by several members , who convened meetings of delegates from the four lodges of Guernsey and that of Alderney to take
the affair into consideration . The matter was fully threshed out at these meetings , and considerable opposition brought in . Finally the scheme was brought before the lodges , four of whom out of five decided to petition the Grand Master of the Grand Lodge of England , his Royal Highness the Prince of Wales , for a charter to be granted for the formation of a Provincial Grand Lodge of Guernsey and Alderney . This was favourably received by his Royal Highness , who selected Bro . Brigade-Surgeon J . Balfour
Cockburn , M . D ., as one eminently qualified to fill the exalted post of Provincial Grand Master of Guernsey and Alderney . Everything being thus satisfactorily arranged , the necessary steps were taken to instal Bro . Dr . Cockburn with the solemnity befitting such a responsible and eminent position . The place selected for the ceremony was St . Julian ' s Hall , it being thought that the Masonic Temple would scarcely be large enough to accommodate the number of local Masons nnd visitors who were expected to be
present . At 6 . 30 the hour fixed for the ceremony , the brethren were assembled and in their places awaiting the arrival of the Grand Lodge Officers who were to assist in installing Bro . Cockburn in his chair . At a few minutes after that time the brethren were called to order as the following distinguished visitors , who had come over specially for the occasion entered the nail :

The INSTALLING MASTER ( hen addressed the Piovincial Grand Lodge on the subject of installation , and congratulated the brethren of Guernsey and Alderney upon the fact that their lodges had been constituted a province , aril upon the choice that hatl been made ° ' a Grand Master to preside over it . The Instating Master 'idjured the brethren each and all lo exert themselves to the utmost lo render Ihe Provincial Grantl Lodge a success in every way . This was not
merel y a duty on their part , but a sacred obligation which had been imposed upon and voluntarily accepted by ( very individual brother , and aught otherwise would be a violation of their Masonic vows . It had pleasttl the M . W . Grand Master to constitute Guernsey and Alderney a province , lo appoint a trusty brother to preside over the same , and to give authority for the sa'd brother to be ins ' alltd into that office . That authority was now about to be txercised in the fullest confidence lhat the province would be governed wisel y ''TO judiciously .

SEC . brought to the notice of the Prov . Grand Master that he had received a great number of letters of apology for unavoidable absence from various brethren , when the PROV . GRAND MASTER stated that he had also received letters from Bros . Sir
Reginald Hanson , Sir George Harris , Loveland Loveland , Eugene Monteuuis , St . Clair , and Percy Clowes , but more especially from the Grand Secretary , Bro . E . Letchworth , all of whom deeply regretted that their duties in London , prevented them being present and wishing all success and prosperity to the new province . The Prov . Grand Lodge was closed in due form at 7 . 40 o ' clock . The insignia was manufactured by Bro . George Kenning .
THE BANQUET . The larger part of the brethren then proceeded to the Lyric Hall , where a banquet had been provided for them . After grace had been said , The PROV . GRAND MASTER gave the first toast of the evening , " The Queen and the Craft , " followed shortly afterwards by "The Grand Master , the Prince of Wales . " Both toasts were loyally drunk .
The next toast was " The Pro Grand Master and the rest of the Grand Officers , Present and Past . " This was replied to by Bro . MAI . ET DE CARTERET , who said that in Jersey he was rarely in the habit of responding to toasts , and in Guernsey he probably had never done so . With reference to the Grand Officers , they invariably carried out their duties with great credit to themselves ; Lord Lathom and the Earl of
Mount Edgcumbe , for instance , were heart and soul in their Masonic labours . The Grand Officers recognised the value of Craft lodges and did their utmost for them . One of the most hard- working members of Grand Lodge was present before them , Bro . Richard Eve , who had been unanimously elected to the post of Grand Treasurer of England , than which it was impossible to attain a higher honour .
Bro . Col . de Carteret's speech was followed by even a shorter one from the Earl of DUNGARVAN * , who was brief and witty . He said he had hoped to escape from a speech , as Colonel Malet de Carteret—seniores priores—had really said enough for both . The rule of the evening was lo be short speeches , and he would gladly avail himself of that , and what remarks he had to make he would keep
them for his hotel , where he was sure they would be more appreciated . He , however , thanked Prov . Grand Master Cockburn for his cordial invitation , and assured his hearers that he and his friends would come again , as the sea had no terror for Grand Lodge Officers . He was happy to participate in that happy gathering , and be it a long time or a short time he hoped to meet them again . Bro . COCKBURN had pleasure in proposing the next toast , " Bro . the Earl of Euston , the Installing Officer . " That distinguished Mason had received all the
