CLERKE , Grand Secretary , ¦ laving read the minutes of the Quarterly Communication of ist September , 1 S 80 , stated to Grand Lodge that , before putting those minutes for confirmation , it was his duty to report that with regard to one of the grants made at the last Grand Lodge to a brother of Mariners' Lodge , No . 249 , Liverpool , for , { , 100 , the brother to whom the grant was made had since died .

D ., President of the Lodge of Uenevolence , thereupon rose , and said that it was a matter « course that the grant of £ 100 could not be now confirmed ; but it had been communicated to the Grand Secretary that many kind and good brethren at Liverpool had Disbursed various sums for the benefit of the deceased
brother . No . 2 , then rose and said : Most Worshipful Grand Master in the chair and brethren , the duty which I am about to discharge this evening is one which , I am sure , will elicit your cordial and your unanimous approval . Standing in this hall it is , I am sure , unnecessary to remind any brother present that during the past six years we have enjoyed the proud distinction of being ruled over by the illustrious Prince , the Heir Apparent
to the Throne —( hear , hear)—a Prince who , whether we regard his exalted rank or his Masonic virtues , is justl y entitled to our respect , our homage , and our love . With these sentiments I have the honour to nominate His Royal Highness The Prince of Wales as Most Worshipful Grand Master for the ensuing year . ( Loud Applause . ) The next business was the presentation of the report of the Committee , appointed by Grand Lodge , 3 rd March , 1 S 80 , on the purchase of property adjoining Freemasons '
Hall . Bro . Col . SHADWELL H . CLERKE , Grand Secretary , read the report , the effect of which was that the Committee had carefully investigated the circumstances , and beg to report that at the Quarterly Communication of Grand Lodge , held on the 3 rd of March , iS 8 o , the report of the Board of General Purposes contained the following paragraph : " It had come to the knowledge of the Board
that the freehold premises , Nos . 57 and 58 , Great Queenstreet , adjoining Freemasons' Hall , were about to be sold by auction ; it was thought desirable to acquire the same at a fair price , and it was referred to the Premises Committee to take steps accordingly . " In the result the premises were purchased , and the premises had since been duly conveyed to the trustees of Grand Lodge . The Committee wished at the outset to express their conviction that the course adopted
by the Board of General Purposes throughout the transaction had been prompted by a sincere desire to promote the interests of the Craft in the bona-fide and well-grounded belief that unless prompt action were taken the opportunity of acquiring these premises would be lost , or in any event the price considerably enhanced ; but after careful consideration , the Committee had come to the conclusion that there was an irregularity in the form of procedure ,
according to the Book of Constitutions , p . 142 , which prescribed that no extraordinary expenditure of any kind should be incurred without the previous sanction of Grand Lodge , and in the opinion of the Committee the observance of this law was essential to the satisfactory ; conduct of the business of Grand Lodg-e . Two instances occurring- in the year 1857 were brought to the notice of the Committee , which it was supposed were of a nature somewhat similar to the case
now considered , but after examining their details , the Committee found that the circumstances differed so materially from the present that they could not fairly be considered as precedents for warranting the course now adopted , nor did it appear that in these instances were they present to the Board of General Purposes , when it was resolved to purchase the " property m question . In the unanimous judgment of the Committee it seemed of the highest
importance that the laws of the Craft should be implicitly adhered to , and that unless in very exceptional cases of emergency they should observe those laws , and in such cases of emergency they should trust to Grand Lodge . This report was signed by Bros , the Earl of Carnarvon , the Earl or Lathom , Major-General Somerset G . Calthorpe , J £ . Mclntyre , Q . C ., G . Reg ., F . A . Philbrick , and J . A . Rucker .
Bro . / E . J . MCINTVRE , Q . C ., Grand Registrar , said , as a member of the Committee who were appointed to draw up that report , he begged to move that the report of the Committee be received and entered on the minutes . The matter was fully gone into by the Committee when they met , and it was stated in the report , the result at which the
Committee arrived by the unanimous opinion of the Committee , was expressed thoroughly in that report . He had , therefore , now to move " That the report be received , and entered on the minutes . " Bro . Col . CREATON , Grand Treasurer , seconded the motion .
Bro . Sir J . B . MONCKTON , President of the Board of General Purposes , said that he was about to second the motion of the Grand Registrar , as he seconded the motion of the most Worshipful Provincial Grand Master for the appointment of the Committee . He had only a word to say , as President of the Board at the time the transaction referred to took place , and it was well that a word on behalf of the Board should be said . Grand Lodge was itself
in the ordinary course of things of such a shifting- nature , that there were brethren present now who had not the smallest possible notion of what was referred to , and lie would therefore very briefly say that the matter was simply this . It came to the notice of the then Board that property adjoining the Freemasons' Hall was for sale by auction , and the Board was advised by their ordinary legal advisers in matters of this description that it was most desirable the
property should be bought if it could be purchased at a fair price , as a freehold investment for the time being , because in the future it would grow more valuable . But as a matter of fact , when lie told the brethren that the sale was to take place in a few days , and it was not desirable that they should go into the market and say they were going to purchase the property , as that would increase the price , he
thought he had said enough to justify the Board in driving as it was said , a coach and six through the Book of Constitutions for the benefit of Grand Lodge , and to set about that which would be for the advantage of Grand Lodge . He was quite ready to concur in the report , especially the early portion of it , which set out that brethren of eminence were quite satisfied with the bona fides of the proceedings of the Board , and when he added that the freel . ment made would pay Grand Lodge a return of four per cent , in the future as well as in the present , he as President of the Board thought the brethren would agree that it was a sine qua non that ; they should become possessors of the property . He was rather inclined to regret the last portion of the report , because it took away from the Board of General Purposes a part of the credit he thought they were
entitled to enjoy . That portion of the report inferred that the Board were not acquainted with the circumstances that occurred in 1 S 57 , which were supposed to be of a nature somewhat similar to the case now considered . He need scarcely tell any legal or logical minds—and he assumed that he was talking to men of legal and logical mindsthat if they did consider those cases , it appeared to him
and several members of the Board that the earlier precedents if they had been before them would have justified their proceedings , because they generally referred to a time when under their esteemed Bro . Havers , the Board made certain valuable purchases for the benefit of the Craft . Therefore he regretted that the Committee inserted those words in the report ; nevertheless , he thought he could answer for himself and other members of the Board that
they were content with the report , and he was satisfied that what the Board did when they made the purchase of the property referred to was for the benefit of the Craft , and he had much pleasure in seconding the motion of the Grand Registrar , that the report be received arid entered on the minutes . The report was then put and ordered to be entered on the minutes .
The next business was the election of a member of the Board of General Purposes , in the place of Bro . Frederick H . McCalmont , W . M . of No . 394 , deceased . For this vacancy there were two candidates , Bro . Henry Harben , P . M . No . 92 , and Bro . John Messent , P . M . No 231 . Col . SHADWELL H . CLERKE , G . S ., said that he had received a letter from Bro . Henry Harben , withdrawing his
name , and consequently there would be no necessity for an election . Bro . John Messent , P . M . No . 231 , was then declared the successor to Bro . McCalmont on the Board of General Purposes . Lord TENTERDEN announced that the Most Worshipful Grand Master had authorised him to declare that he
had re-appointed Bro . John M . Clabon , P . G . D ., President of the Lodge of Benevolence . He also stated that no new nominations had taken place for the office of Senior and Junior Vice-Presidents or the Lodge of Benevolence , and therefore that Bro . Joshua Nunn , Past Grand Sword Bearer , would be the Senior Vice-President , and Bro . Jas . Brett , P . G . P ., the Junior Vice-President . His lordship

Committee arrived by the unanimous opinion of the Committee , was expressed thoroughly in that report . He had , therefore , now to move " That the report be received , and entered on the minutes . " Bro . Col . CREATON , Grand Treasurer , seconded the motion .
Bro . Sir J . B . MONCKTON , President of the Board of General Purposes , said that he was about to second the motion of the Grand Registrar , as he seconded the motion of the most Worshipful Provincial Grand Master for the appointment of the Committee . He had only a word to say , as President of the Board at the time the transaction referred to took place , and it was well that a word on behalf of the Board should be said . Grand Lodge was itself
in the ordinary course of things of such a shifting- nature , that there were brethren present now who had not the smallest possible notion of what was referred to , and lie would therefore very briefly say that the matter was simply this . It came to the notice of the then Board that property adjoining the Freemasons' Hall was for sale by auction , and the Board was advised by their ordinary legal advisers in matters of this description that it was most desirable the
property should be bought if it could be purchased at a fair price , as a freehold investment for the time being , because in the future it would grow more valuable . But as a matter of fact , when lie told the brethren that the sale was to take place in a few days , and it was not desirable that they should go into the market and say they were going to purchase the property , as that would increase the price , he
thought he had said enough to justify the Board in driving as it was said , a coach and six through the Book of Constitutions for the benefit of Grand Lodge , and to set about that which would be for the advantage of Grand Lodge . He was quite ready to concur in the report , especially the early portion of it , which set out that brethren of eminence were quite satisfied with the bona fides of the proceedings of the Board , and when he added that the freel . ment made would pay Grand Lodge a return of four per cent , in the future as well as in the present , he as President of the Board thought the brethren would agree that it was a sine qua non that ; they should become possessors of the property . He was rather inclined to regret the last portion of the report , because it took away from the Board of General Purposes a part of the credit he thought they were
entitled to enjoy . That portion of the report inferred that the Board were not acquainted with the circumstances that occurred in 1 S 57 , which were supposed to be of a nature somewhat similar to the case now considered . He need scarcely tell any legal or logical minds—and he assumed that he was talking to men of legal and logical mindsthat if they did consider those cases , it appeared to him
and several members of the Board that the earlier precedents if they had been before them would have justified their proceedings , because they generally referred to a time when under their esteemed Bro . Havers , the Board made certain valuable purchases for the benefit of the Craft . Therefore he regretted that the Committee inserted those words in the report ; nevertheless , he thought he could answer for himself and other members of the Board that
they were content with the report , and he was satisfied that what the Board did when they made the purchase of the property referred to was for the benefit of the Craft , and he had much pleasure in seconding the motion of the Grand Registrar , that the report be received arid entered on the minutes . The report was then put and ordered to be entered on the minutes .
The next business was the election of a member of the Board of General Purposes , in the place of Bro . Frederick H . McCalmont , W . M . of No . 394 , deceased . For this vacancy there were two candidates , Bro . Henry Harben , P . M . No . 92 , and Bro . John Messent , P . M . No 231 . Col . SHADWELL H . CLERKE , G . S ., said that he had received a letter from Bro . Henry Harben , withdrawing his
name , and consequently there would be no necessity for an election . Bro . John Messent , P . M . No . 231 , was then declared the successor to Bro . McCalmont on the Board of General Purposes . Lord TENTERDEN announced that the Most Worshipful Grand Master had authorised him to declare that he
had re-appointed Bro . John M . Clabon , P . G . D ., President of the Lodge of Benevolence . He also stated that no new nominations had taken place for the office of Senior and Junior Vice-Presidents or the Lodge of Benevolence , and therefore that Bro . Joshua Nunn , Past Grand Sword Bearer , would be the Senior Vice-President , and Bro . Jas . Brett , P . G . P ., the Junior Vice-President . His lordship
