St . John's Day at St . George ' s , Bermuda , was a busy day with the Masonic world , and advantage was taken of the presence of a large number of English Royal Arch Masons to consecrate the Royal Edward Chapter , the charter for which had been granted for some months . The Consecrating Officer was Comp . Walter E . Warder , P . Z . and

M . E . Z ., of the Royal Victoria Chapter , No . 35 S , assisted by Comps . William Cann , P . Z . ; William Llewellin , P . Z . ; and the officers and members present of chapters 35 S and 1 S 90 , The chapter having been opened , Comp . Warder stated that several members of the Broad Arrow Lodge being R . A . Masons , assisted by several from the Royal Victoria

Chapter , had applied to the Grand Chapter for a charter , which had been granted . After the charter had been read to those present , all below the rank of Installed Principals were requested to retire , when the Principals designate were installed as follows : Comps . James Smith , as Z . ; Alexander Smith , as H . j and H . J . Barnes , as J . The companions being re-admitted , the newly - installed

Joseph 1 homas Bullock , was presented by Bro . Warder , P . M . 35 S , to the Installing Master , Bro . James Smith , P . M . 209 , when all under the rank of Installed Master having retired , the WJVI . was duly installed , and on the re-admission of the brethren was proclaimed and saluted in due form . " The work of the evening had sharpened the appetite of all present , and for a considerable time the

brethren were diligently occupied in discussing the merits of the savoury dishes under which the table fairly groaned . By-and-bye the cloth was cleared and then the toast list was taken up . The usual loyal and Masonic toasts were drunk and enthusiastically received ; the interval between each toast was occupied with speech making , singing , & c .

The Tyler's toast was drunk , and the brethren dispersed after having sung " Auld Lang Syne . " The entire programme for the evening was carriedoutwith the utmost minuteness and success ; every incident was of the most agreeable character , and the visiting brethren expressed deep gratification with their visit to Broad Arrow and Unity .

John's Day , 27 th December , being laid down in the by-laws for the installation , the brethren , as on previous occasions , took the opportunity to entertain the sister lodges in Bermuda in right bountiful style . Deacon , South Australia . The minutes of the last Quarterly Communication were read and adopted after a fair discussion on one point , after ¦ vhich the roll of the 90 odd lodges was called . Ihe report Df the Board of Benevolence for the past quarter was read , showing a total of nearly £ 110 dispensed in grants to disxessed brethren .

The report of the District Board of General Purposes » ave rise to a long controversy relative to resolutions which iealt with an alleged case of unconstitutional use of the jallot in connection with a Melbourne lodge . The Duke of SUSSEX , 10 S 0 , briefly stated , the facts of the case are , that 1 candidate for initiation was nominated by letter to the W . M ., without any reasons thereforeas required by the

, Book of Constitutions , clause 1 S 5 . Intimation of opposition : o the candidate was no secret , indeed , he had been blackjalled in the same lod ge two years before . The ballot was : aken , and the W . M . delared the candidate duly elected ; jut four brethren ( two of them Past Masters ) immediately ose and protested that they cast their votes against the : andidate . The W . M ., however , declined to entertain the

Hotest , and thereafter initiated the candidate . An appeal vas then made to the District Board of General Purposes , ind evidence heard bearing on the aforesaid facts , whilst , n addition , it was elicited that the ballot box was in the irst instance examined by the I . P . M . ( a brother of the : andidate ) , who testified to there being two black ballshree is the maximum for rejection in connection with the

odge in question—a second P . M . said there was one jlack ball , while the Master admitted two . It was also dleged that the Deacon had collected the unused ballot mils without any authority , and that when the Secretary ; poke to him about it he had mixed the whole of the balls . I'he Master ' s defence was that a deal of black balling had ately been going on in the lodge , and that he thought it

11 s prerogative to disregard the protest , and proceed with he initiation . The Board of General Purposes were livided in their opinion as to the action of the W . M ., and he penalty ; but eventually they passed three resolutions , he first affirming that they had no grounds to doubt the Master's report of the result of the ballot ; the second , hat he had acted injudiciously in not postponing the

inilation , after protest , and that he be cautioned to be more : areful in future ; and , thirdly , that he be admonished , rhis report of the Board of General Purposes gave rise to i warm discussion , in which the mildness of the sentence vas roughly handled . Ultimately the District Grand . odge resolved by a large majority not to confirm the re-> ort ; but refer it back to the Board of General Purposes or further consideration and report .

Another recommendation of the Board referred to the ledication and consecration of the new Freemasons' Hall , md it being agreed to , a Committee , consisting of Bros . \ illmott , _ Balls-Headley , M'Arthur , Kelly , and Lamonby , i / as appointed to confer with the directors of the company : nd arrange for the ceremony , in conjunction with the ' rovincial and District Grand Lodges of Victoria , under he Irish and Scotch Constitutions .
