Bro . Philbrick , Q . C , brought up the appeal by Bro . N . N . Chuckertutty , of Lodge 392 , Calcutta—Against a sentence of suspension p \ ssed on him by the R . W . District Grand Master of Bengal . Bro . Chuckerbutty was suspended for six months for making charges against rertain brethren . The W . M . of the lodge died at the time , that Bro .
Chuckeibu'tv was S . W ., and it was Bro . Chuckerbutty ' s duty to perform the woik of the Master . But there was an old P . M . in the lodge wh " o had been accustomed to do the duties , and he took upon himself to do them without consulting B o . Chuckerbutty , and would not allow him to exercise his undoubted rights . An appeal was made to the District Grand Master , and he went down and visitid the lodge , referred to the Book of
Constitutes , and told the said Past Master what was right , and admonished him . Howevc r , things went on ; the P . M . absolutely refused to allow the S . W . to conduct the lodge , and further complaints were made . Thus it was that Bro . Chuckerbutty worked himself up to a state of great irritation , which was , perhaps , partly natural , and he brought charges against the District Grand Secretary and the District Grand
Master without a shadow of preterce , charging the District Grand Secretary with suppressing correspondence , conspiring with his enemies , Sec The District Grand Master appointed some brethren to enquire into the matter and they reported that the charges were false and scandalous , and then Bro . Chuckerbutty was suspended . He appealed now to Grand Lodge . He ( Bro . Philbrick ) moved that the appeal be dismissed .
Bro . R . HORTON SMITH , Q C , seconded the motion , and the appeal was dismissed . Grand Lodge was then closed in due form . Earl Amherst retired to the Grand Master ' s room to receive the report of the Scrutineers of the ballot for members of the Board of General

The Quarterly Communication of Grand Lodge of Mark Master Masons of England and Wales and the Colonies and Dependencies of the British Crown was held on Tuesday evening at Mark Masons' Hall , Great Queen-street , the Earl of Euston , M . W . Pro Grand Master , presiding . There were likewise present , among numerous other brethren , Bros . Viscount Dungarvan , Deputy G . Master ; Frank Richardson , as S . G . W . ; Robert

The Earl of EUSTON said : Brethren , before we go on with the business of the day , I have a proposition to make to you . It is that , with the loyalty which all Mark Masons have towards the Queen , who has ruled over us so many years , a loyal address be presented from this Grand Lodge , congratulating her on her 60 years' reign . I propose this without wasting any words
or going back into the history of the last 60 years—a reign which has been prosperous beyond any that has gone before it . Under her reign England has prospered and gone on increasing in power and strength throughout the world . May God bless the Queen , and preserve her for many years to reign over us !
Viscount DUNGARVAN : I have great pleasure and honour in seconding this motion . I am sorry it has not fallen to some one more capable of expressing the feelings of every one of us . We all hope that the Queen will long be spared to reign over us . By direction of the Earl of Euston , Bro . MATIER then read the following address :
To the Queen ' s Most Excellent Majesty . Madam , May it please your Majesty , We , your Majesty's most faithful and loyal subjects , the members of the Degree of Mark Master Masons , in Grand Lodge assembled , do humbly desire lo effer to your Majesty our sincere and heartfelt congratulations on the auspicious occasion of the completion of the Goth year of your glorious and benignant reign .
We would humby express our gratitude to the Great Overseer of the Universe for having spared your Majesty to reign over this vast Empire for so extended a perirjd , and we devoutly pray that He may continue to preserve your Majesty for many long years to come to rule over the hearts of your devoted subjects , more especially of the members of this Masonic Fraternity of the Mark Degree . Dated at Mark Masons' Hall , ist June , 1897 .
On the motion of the Earl of EUSTON , seconded by Viscount DUNGARVAN it was ordered that this address be engrossed on vellum and presented to her Majesty . The minutes of the March meeting were read and confirmed . The following report of the General Board was taken as read , and ordered to be received and entered on the minutes :
During the three months ending 31 st M ircli , 18 97 , there have been issued Mark certificates , 567 j total number registered , 3 6 , 902 . Warrant for one Lodge , No . 504 , Oxford and Cambridge University , Kensington , in the Province of Middlesex . Royal Ark Mariner certificates , 89 ; total number registered , 5174 . Warrant for one Ark Mariner lodge -Gordon Lodge to be attached to the Gordon Lodge , No . 364 .
The Board were informed that the W . M . of the Alfred Lodge , No . 247 , had been installed as W . M . of the University Lodg <; 55 , contrary to Article 104 . On consideration the University Lodge was directed to maki application for a dispensation , and was fined the sum of one guinea . The Board recommend ihat the following addition be mide to the Baok of Constitutions to follow Article 136 , " Private Lodges ; "—

" Every brother who has been advanced to the Mark Degree in a Regular Lodge , not under the Constitution of this Grand Lodge , shall , previously to his becoming a member of any lodge , declare in open lodge , his adhesion to the Book of Constitutions , and promise due obedience to the Grand Master , and the Rules and Regulations of Grand Lodge , and the fact shall be recorded on the lodge minutes . "
The Board have the pleasure to announce that the sum of ± 291 has been repaid by the General Fund to the Educational Fund , and that the said sum has been invested in 2 } per cent , consols . The Board have gratefully accepted from Bro . Richard Eve , P . G . M . O ., a large framed engraving of the installation of his Royal Highness the Prince of Wales , K . G ., at the Albert Hall in 1875 , which they have placed in the Egerton Room .
DEGREE OF ROYAL ARK MARINERS ; The Antigua Lodge of Royal Ark Mariners having laid certain matters relating to the election of W . Commander N . before the Grand Masters Royal Ark Council , the Grand Secretary was directed to send the following reply : " Sir and Bro ., —I am directed and have this honour to inform you that the case submitted to the Grand Masters Royal Ark Council by the Antigua Lodge of Royal Ark Mariners , No . 460 , has been most carefully considered , and the Council
rule"That every precedent in the Craft and Mark Degrees shows beyond all doubt that a brother who has resigned cannot withdraw his resignation . " So far back as 1874 it was authoritatively ruled that the moment a brother says ' I withdraw myself from membership " he is de facto no longer a member , the moment he says ' I resign , ' that moment the line is drawn , and his membership is ended .
" Such membership cannot be regained until the brother who has resigned has been regularly proposed , balloted for , and elected in conformity with the Book of Constitutions . " Bro . R . H . Kortright Dyatt having resigned in open lodge , is not a member , and , therefore , is not eligible for office . His election to the chair of W . C . N , is null and void , and Bro . Hon . A . W . Holmes a Court appears to the Council to be duly qualified as having held the office of Warden for one year or more .
"The Council , therefore , direct that the lodge should hold at their next regular meeting another election , and select from their numbers an eligible brother to fill the chair of W . Cook , Provincial Grand Master for Middlesex . The Grand Secretary will . be happy to receive the names of ladies and brethren willing to act as Stewards .
The Board have elected on the Educational Fund without a poll : Thomas Henry Ernest Hovenden and Walter Thomas Toms . The Board have to report the death of an annuitant , John Langdon , and under Article 203 , Sub-Clause 13 , the Widow will receive one-half of her late husband ' s annuity for the space of three years . >¦ One case has been relieved :

Bro . LOVELAND LOVELAND moved to add to the Book of Constitutions to follow Article 13 6 , "Private Lodges "— " Every brother who has been advanced to the Mark Degree in a Regular Lodge not under the English Constitution of this Grand Lodge , shall , previously to his becoming a member of any lodge , declare in open lodge , his adhesion to the Book of Constitutions , and promise due obedience to the Grand Master , and to the rules and regulations of Grand Lodge , and the fact shall be recorded on the
lodge minutes . " It had become necessary to do this , as the Board had found they could not deal in any way with the brethren not under this Constitution if they did wrong . The Board considered they should have such power there , the same as over brethren advanced under our own Constitutions . Bro . FRANK RICHARDSON , G . Reg ., seconded . A similar addition had been made to the Constitutions of the Craft , and it was only desirable that
the Mark should follow that example . It was an admirable rule . The motion was carried . * Bro . FRANK RICHARDSON , G . D . C , next moved , with reference to the Antigua Lodge of Royal Ark Mariners , under the circumstances mentioned above in the report of the General Board , that the lodge should hold at their next regular meeting another election . He explained that there had been
an irregularity with respect to Bro . Dyatt ' s resignation , that the lodge thought that he had not resigned , because the resignation was verbal , and they elected him Master under that bslief . A verbal resignation in open lodge was , however , a goad resignation , and a brother so resigning must be re-elected a member of the lodge before he could be elec . ed as Master . Bro . CLIFFORD PROBYN , G . Treas ., seconded the motion .
The motion was carried , and the report was afterwards adopted . H . R . H . the Prince of Wales was then declared re-installed as Grand Master , and was so proclaimed by Bro . Major C W . CARRELL , G . D . of C The Earl of Euston was re-appointed Pro G . M ., and was duly proclaimed and saluted . Viscount Dungarvan was re-appointed Deputy G . M ., and was also proclaimed and saluted .
