The Report of Bro . John Smith , Auditor of Grand Lodge accounts , of receipts and disbursements during the year was passed . Bro . PHILBRICK brought forward the following appeal : By Lodge Rewa of Viti , No . 2238 , Nausori , Rewa Viti Levu Fiji , against the ruling of the Colonial Board on the complaints of Brother James Harding of the said Lodge—and against the decision ot the Board cancelling his exclusion from the lodge and ordering him to be reinstated therein .

Bro . PHILBRICK said Art . 217 of the Book of Constitutions laid down the following rule : "Any lodge or brother who feels aggrieved by the decision of a Provincial Grand Master , a District Grand Master , or District Grand Lodge , or of any Board or Committee , or of any other Masonic authority or jurisdiction

whatsoever , may appeal against such decision to the next practicable meeting of Grand Lodge . " In the present case the lodge had not appealed within the specified time , or nearly six months after , and therefore he moved that the appeal be dismissed . Bro . T . HASTINGS MILLER seconded the motion , and it was put and carried .

Bro . PHILBRICK then stated , for the information of the brethren , what he thought ought to be brought to the attention of Grand Lodge . The Fiji Lodge declined by a unanimous vote to accept the brother as a re-instated member , on the ground that he was guility of some conduct that they did not approve of , and

then they said that sooner than admit him they would surrender the warrant . Under these circumstances they must be informed that they would be required to make obedience to the Colonial Board , and unless they complied , this refractory lodge must be erased . Grand Lodge was then closed in form .

The Marquess of HERTFORD said : Brethren , before 1 call for the minutes to be read , I have to acquaint you that I have received a personal communication from his Royal Highness the M . W . G . M ., and he has signified his wish that the rank of a Past Grand Master should be conferred on his Royal Highness the Duke of Connaught . The rank of a Past Grand Master has been conferred on his Royal Highness in United Grand Lodge of England , and therefore there is

precedent for what the Grand Master suggests , and I feel sure it will also be t he wish of every Mark Mason that the Mark Grand Lodge should confer a similar ran k in Mark Grand Lodge . 1 therefore will propose that the rank of Past Grand Mark Master be conferred on his Royal Highness the Duke of Connaught , Provincial Grand Master of Sussex , District Grand Master of Bombay , Past Grand Z ., Past Senior Grand Warden , and Provincial Grand Mark Master designate of

Sussex . In proposing that I will take the opportunity also of informing you that his Royal Highness will on Tuesday next present himself for the ceremony of his installation at Brighton , and I would wish that as many of you as possible will attend on that occasion of his installation . I beg to move the resolution I have now read to you . The Earl of EUSTON .- M . W . Pro Grand Master and brethrenI have the

, greatest pleasure in seconding the resolution proposed by the Grand Master in the chair . In doing so I may repeat that 1 do it with the greatest pleasure , having years ago been with his Royal Highness the Duke of Connaught in Canada , and I know what a good and true-hearted man he is , and has proved himself to be , with us both in the Craft and in the Mark . In conferring on him the rank of Past Grand Master , we are doing honour to one to whom honour is due , and I think

when he comes among us we shall all be able to give him such a hearty reception as will show that we welcome him as a Past Grand Master , and I know he will be proud to receive the honour at our hands . In complying with the wishes of the Prince of Wales , we show that we like to do in Mark Grand Lodge what we do in the Craft , knowing that what he wishes is for the good of the Craft and for the

good of the Mark . We remember this , and it is with the greatest honour and pride I second this proposition , and I onl y hope it will be received in a way that will prove beyond doubt that we welcome his Royal Highness among us as Past Grand Master . I hope it will be received unanimousl y . The motion was put and adopted unanimously .

The following Provincial and District Grand Masters have been re-appointed for a further term of three years : — -The Hon . Mr . Justice Parsons , Bombiy ; Rev . Tham « Robinson , Kent ; Colonel Marmaduke Rimsay , Mediterranean ; T . F . Hilssy , M . p Hertfordshire ; R . C . Else , J . P ., Somersetshire ; Sir Pryse Pryse , Bart ., Sjuth Wales ' -

Rev . J . Studholme Brownrigg , Buckinghamshire . ' The R . W . Provincial Grand Master of Lincolnshire having appointed Bro . \ Vm Mason , S . W . 172 , to the office oi Provincial Grand Senior Warden , and Bro . B . Con { . beck , M . O . iSS , to the office of Provincial GranJ Master Overseer , contrary to Article Si , Book of Constitutions , the Board have decided that such appointments are null and void , and that the before-mentioned brethren are not entitled to assume the

rank or wear the clothing of Provincial Grand Senior Warden , or Provincial Grand Master Overseer . Bro . F . Johnson , I . P . M ., of Beaconsfield Lodge , No . 205 , having through a change of the days of meeting inadvertently served 22 days short of the term of one year , tlie Board recommend Grand Lodge to confirm him in the rank and privileges of Pa ^ Master , on payment of a fee of two guineas for special dispensation .

The Board having carefully re-considered the question of certain proposed alterations of the Book of Constitutions , beg to report that for the present they do not advise any alteration . ' The total result of the appeal on behalf of the " Portal Memorial Organ Fund " only amounts to £ 161 4 s . 2 d ., but the Board have reason to believe that certain amounts have been voted by lodges , although not yet paid , and it would greatly oblige the Executive if such amounts were paid by the Treasurers so soon as minutes are confirmed . The Board have relieved as follows :

M . in the chair and brethren , there is only one recommendation arising out of this report , and in fact only one on which I think any remarks are necessary , and that is the paragraph

referring to Bro . Johnson , the I . P . M . of the Beaconsfield Lodge . The brethren of the lodge having found the days of meeting were very inconvenient , they in a proper and constitutional manner proceeded to change the days of meeting and the installation of their W . M . Unfortunatel y , through an oversight they did not provide for the time the Master should act—12 months—in the chair . This was the case with Bro . William Johnson , who , as a matter of fact , served 22 days short of the time required by the Constitutions . The Board , after fully considering the

matter , were quite sure it was an oversight , and therefore they beg to recommend that he be confirmed in his position of P . M . It is necessary that there should be a dispensation , and therefore we also recommend that he pay a fee of two guineas for that dispensation . I beg to move that this recommendation of the Board be adopted . Bro . FRANK RICHARDSON , G . Reg ., seconded the resolution , and said that after the full explanation of the President of the General Board he had nothing to add to it .

The motion was carried , and on the motion of Bro . Col . A . Botr COOK , seconded by Bro . FRANK RICHARDSON , the Report of the General Board was adopted . Bro . the Rev . J OSEPH CATOR , W . M . Bisley Lodge , next said : Most Worshipful Pro Grand Master and brethren , the honour was accorded me at our last Communication to nominate H . R . H . the Prince of Wales for M . W . G . M . for the ensuing year . It now becomes my duty , therefore , to move that our present Grand

Master should be elected Grand Master for the ensuing 12 months . It would ill become me to attempt to exalt one who already occupies such a position in Masonry by any words that I could offer to Grand Lodge ; he not only holds the highest possible dignity and position among Mark Master Masons , but a very warm place in the affections of every brother of the Mark Degree . With your kind permission , I therefore propose that his Royal Highness the Prince of Wales be elected M . W . Grand Master for the ensuing- 12 months .

Bro . ALFRED WILLIAMS : I have much pleasure in seconding the motion . The Marquess of HERTFORD : Brethren , it has been proposed and seconded that H . R . H . the Prince of Wales , M . W . G . M ., be re-elected Grand Master , and I fee ' certain that we cannot possibly make any mistake in electing him to be our M . W . G . Master again . I put the resolution , although I feel it is unnecessary . ( Cries of " All . " )

The motion was carried unanimously , and Bro . ROBERT BERRIDGE , G . D . C , proclaimed the Prince of Wales as Grand Master . Bro . GILLES , Grand Treasurer , said : M . W . G . M . in the chair , —It was my pleasure at the last meeting to nominate for the position of Grand Treasurer Bro . Gordon Miller , and I now propose him for election . His services in Ma * Masonry make him suitable for that position , and I am sure if elected he will be a great credit to the Order . Bro . HOGARD seconded the motionwhich was then put and carried .

, Bro . GORDON MILLER : I have to thank you very much indeed for the comp ' ' ment you have paid me . I assure you that during my year of office I shall J ° '" best I can to further the interests of Mark Masonry . The GRAND SECRETARY having stated , in answer to the Grand Master in the chair , that he had no communications beyond letters of apology from brethren tor not being able to attend that meeting . Grand Lodge was closed in ample form .

In doing so I may repeat that 1 do it with the greatest pleasure , having years ago been with his Royal Highness the Duke of Connaught in Canada , and I know what a good and true-hearted man he is , and has proved himself to be , with us both in the Craft and in the Mark . In conferring on him the rank of Past Grand Master , we are doing honour to one to whom honour is due , and I think

when he comes among us we shall all be able to give him such a hearty reception as will show that we welcome him as a Past Grand Master , and I know he will be proud to receive the honour at our hands . In complying with the wishes of the Prince of Wales , we show that we like to do in Mark Grand Lodge what we do in the Craft , knowing that what he wishes is for the good of the Craft and for the

good of the Mark . We remember this , and it is with the greatest honour and pride I second this proposition , and I onl y hope it will be received in a way that will prove beyond doubt that we welcome his Royal Highness among us as Past Grand Master . O . iSS , to the office of Provincial GranJ Master Overseer , contrary to Article Si , Book of Constitutions , the Board have decided that such appointments are null and void , and that the before-mentioned brethren are not entitled to assume the

rank or wear the clothing of Provincial Grand Senior Warden , or Provincial Grand Master Overseer . Bro . F . Johnson , I . P . M ., of Beaconsfield Lodge , No . 205 , having through a change of the days of meeting inadvertently served 22 days short of the term of one year , tlie Board recommend Grand Lodge to confirm him in the rank and privileges of Pa ^ Master , on payment of a fee of two guineas for special dispensation .

The Board having carefully re-considered the question of certain proposed alterations of the Book of Constitutions , beg to report that for the present they do not advise any alteration . ' The total result of the appeal on behalf of the " Portal Memorial Organ Fund " only amounts to £ 161 4 s . 2 d ., but the Board have reason to believe that certain amounts have been voted by lodges , although not yet paid , and it would greatly oblige the Executive if such amounts were paid by the Treasurers so soon as minutes are confirmed . M . in the chair and brethren , there is only one recommendation arising out of this report , and in fact only one on which I think any remarks are necessary , and that is the paragraph

referring to Bro . Johnson , the I . P . M . of the Beaconsfield Lodge . The brethren of the lodge having found the days of meeting were very inconvenient , they in a proper and constitutional manner proceeded to change the days of meeting and the installation of their W . M . Unfortunatel y , through an oversight they did not provide for the time the Master should act—12 months—in the chair . This was the case with Bro . William Johnson , who , as a matter of fact , served 22 days short of the time required by the Constitutions . The Board , after fully considering the

matter , were quite sure it was an oversight , and therefore they beg to recommend that he be confirmed in his position of P . M . It is necessary that there should be a dispensation , and therefore we also recommend that he pay a fee of two guineas for that dispensation . I beg to move that this recommendation of the Board be adopted . Bro . FRANK RICHARDSON , G . Reg ., seconded the resolution , and said that after the full explanation of the President of the General Board he had nothing to add to it .

The motion was carried , and on the motion of Bro . Col . A . Botr COOK , seconded by Bro . FRANK RICHARDSON , the Report of the General Board was adopted . Bro . the Rev . J OSEPH CATOR , W . M . Bisley Lodge , next said : Most Worshipful Pro Grand Master and brethren , the honour was accorded me at our last Communication to nominate H . R . H . the Prince of Wales for M . W . G . M . for the ensuing year . It now becomes my duty , therefore , to move that our present Grand

Master should be elected Grand Master for the ensuing 12 months . It would ill become me to attempt to exalt one who already occupies such a position in Masonry by any words that I could offer to Grand Lodge ; he not only holds the highest possible dignity and position among Mark Master Masons , but a very warm place in the affections of every brother of the Mark Degree . With your kind permission , I therefore propose that his Royal Highness the Prince of Wales be elected M . W . Grand Master for the ensuing- 12 months .

Bro . ALFRED WILLIAMS : I have much pleasure in seconding the motion . The Marquess of HERTFORD : Brethren , it has been proposed and seconded that H . R . H . the Prince of Wales , M . W . G . M ., be re-elected Grand Master , and I fee ' certain that we cannot possibly make any mistake in electing him to be our M . W . G . Master again . I put the resolution , although I feel it is unnecessary . ( Cries of " All . " )

The motion was carried unanimously , and Bro . ROBERT BERRIDGE , G . D . C , proclaimed the Prince of Wales as Grand Master . Bro . GILLES , Grand Treasurer , said : M . W . G . M . in the chair , —It was my pleasure at the last meeting to nominate for the position of Grand Treasurer Bro . Gordon Miller , and I now propose him for election . His services in Ma * Masonry make him suitable for that position , and I am sure if elected he will be a great credit to the Order . Bro . HOGARD seconded the motionwhich was then put and carried .

, Bro . GORDON MILLER : I have to thank you very much indeed for the comp ' ' ment you have paid me . I assure you that during my year of office I shall J ° '" best I can to further the interests of Mark Masonry . The GRAND SECRETARY having stated , in answer to the Grand Master in the chair , that he had no communications beyond letters of apology from brethren tor not being able to attend that meeting . Grand Lodge was closed in ample form .
