The following Report of the Committee of General Purposes was taken as read , and ordered to be received and entered on the minutes , on the motion of Comp . ROBERT GREY , seconded by Comp . FRANK RICHARDSON :
THE REPORT OP THE COMMITTEE OF GENERAL PURPOSES . To the Supreme Grand Chapter of Royal Arch Masons of England . The Committee of General Purposes beg to report that they have examined the accounts from the 20 th January , to the 19 th April , 1892 , both inclusive , which they find to be as follows :

which balances are in the Bank of England , Western Branch . The Committee have likewise to report that they have received the following petitions for new chapters in connection with the Lodge of Prudence , No . 2069 , Leeds , to be called the Prudence Chapter ; the Peace
Lodge , No . 2269 , Wigan , to be called the Peace Chapter ; the Shalden Lodge , No . 2016 , Alton , to be called tine St . Lawrence Chapter ; the James Terry Lodge , No . 2372 , Cheshunt , to be called the James Terry Chapter ; and the Royal Somerset House and Inverness Lodge , No . 4 , London , to be called the Royal Somerset House and Inverness Chapter .
The foregoing petitions being in all respects regular , the Committee recommend that the prayers thereof be respectively granted . The Committee have likewise to report that they have received a memorial from the companions of the Palladian Chapter , No . 120 , Hereford ,
Herefordshire , praying for a charter authorising them to wear a centenary jewel in accordance with the Royal Arch regulations , Rule 102 . The memorial being in form , and the chapter having proved an uninterrupted existence of 100 years , the Committee recommend that the prayer thereof be granted .
The Committee have further received memorials , with copies of minutes , for permission to remove the following chapters : The Star Chapter , No . 1275 , Greenwich , from the Ship , Greenwich , London District , to the Guildhall Tavern , Gresham-street , in the City of London . The University Chapter , No . 1118 , London , from the Freemasons ' Hall , to the Cafe Monico , Piccadilly Circus , London .
The Committee being satisfied of the reasonableness of the above requests , recommend that the removal of these chapters be sanctioned . ( Signed ) HENRY GARROD , Acting President . The chapter having been formally opened , the CONSECRATING PRINCIPAL addressing the companions , said : We have met together to-day on a very interesting occasion for the purpose of constituting and consecratin" - a new Royal Arch chapter . A chapter is to be attached to a lod ge which bears a very honoured name—the name of the Royal Family of England . The lodge has , I understand , been in existence for 15 years and has had a very
successful career , numbering at the present moment something like 40 members . I always think when a lodge is fired by a desire to have a Royal Arch chapter attached to it that it indicates the existence of a very healthy Masonic feeling , and I am very pleased that this Guelph Lodge has expressed that desire . That desire is now about to be gratified . I think
the chapter ought to be congratulated in having as the First Principal one who has already had experience in Royal Arch Masonry , and I feel confident that under the rule of Comp . William Shurmur , assisted by the other founders , this chapter will have a very successful career . I only trust that like the lodge it may have a future of unchequered prosperity .
I he officers nominated in the charter were approved by the founders , after which Comp . C . FITZGERALD MATIER , P . D . G . D . C , acting ) ., delivered an oration , which contained an interesting account of the history of Royal Arch Masonry . An anthem , " Behold how good and joyful a thing it is , " was next sung , and the chapter was afterwards dedicated and constituted .
Ihe following Principals were installed into their respective chairs b y Comp . T . Fenn , P . Pres . C . G . P .: Comps . Wm . Shurmur , M . E . Z . ; Chas . Rawle , H . ; and Christopher G . Cutchey , J . The other officers invested were Comps . Geo . Graveley , Acting I . P . Z . ; B . Nicholson , Treas . ; W . G . Bridges , S . E . ; J . Speller , S . N . ; A . G . Duck , P . S . ; N . and J . Ives , Janitor . On the proposition of the M . E . Z ., the Consecrating Officers were unanimousl y elected honorary members , and were presented with founders' jewels as souvenirs of the occasion . A vote of thanks was accorded the Temperance-in-the-East Chapter for the use of furniture , and the Three Principals were elected honorary members . Thanks were also tendered to Comp . G .
Graveley , acting LP . / ., lor the gift of a Bible . Numerous propositions for exaltation were received , and the chapter was closed . After banquet the usual toasts were given , "The Oueen and Royal Arch Masonry " and " H . R . H . the Prince of Wales , M . E . First Grand Principal , " being first heartily received . In giving "The Grand Officers , " the M . E . Z . said that Grand Lodceand
Grand Chapter were to be congratulated on securing the services of so eminent a companion as Comp . Letchworth , whom he should ask to reply to the next toast . Amongst the other Grand Officers present was Comp . Thomas Fenn , P . P . C . G . P ., who was at all times ready to exert his unbounded influence in Freemasonry . When they lost the services of the
late Colonel Clerke , Comp . Fenn was in actual residence at Freemasons ' Hall in order to prevent the delay of Masonic business which must of necessity have occurred . By his genial courtesy and natural goodness of heart Comp . Fenn had endeared himself to all those who were fortunate enough to come into contact with him .
Comp . THOMAS FENN , P . P . C . G . P ., said that when he sat down lie looked at the list of toasts , and seeing that of " The Consecrating Officers " down , concluded that his name would be associated with that , and that the companion on his list would have responded . However , he had great pleasure in replying to this toast . It was not much that the Grand Officers had to
do in Grand Chapter , but he would say they attended in good numbers . They had a very nice sociable dinner on those occasions , and perhaps that was an attraction , and it only showed how necessary it was that refreshment should be associated with labour . The Grand Officers present that evening had assisted with the greatest pleasure , and had been gratified with the reception accorded them in the pleasant entertainment given them .
The M . E . Z . next proposed "The Consecrating Officers , " and said the companions had heard from several sources that the Grand Scribe E . had acquitted himself in a most brilliant manner at the consecration of the Rose Chapter . In consequence of those reports they had formed expectations , and he was pleased to say those expectations had been more than realised , for he was sure they would agree with him that the manner in
which the Consecrating Ollicers had fulfilled their respective duties was beyond all praise . When it pleased the Great Architect to summon to the Grand Lodge above their lamented friend and companion , Col . Clerke , it was felt the loss was irreparable , but it appeared to him that in the present Grand Scribe E . they had one who would soon rival if not excel his illustrious
predecessor . Comp . Fenn was a companion for whom he had the highest esteem and regard , and those privileged to hear him install the two Principals that evening must have been intensely gratified . Comp . Matier had been a material help in making the great success in which the chapter had been constituted , and they were also deeply indebted lo Comps . Berridge and Matthews .
Comp . E . LETCHWORTH , G . S . E ., said he rose at once to acknowledge the high compliment paid the Consecrating Officers by the M . E . Z ., and to thank him for the very kind manner in which the toast had been introduced . It had afforded them one and all the greatest possible pleasure to be present that evening , and he only trusted that the chapter would have before it . a future of unalloyed success . The M . E . Z . had been pleased , in the most kindly
terms , to refer to the great honour conferred upon him ( the G . S . E . ) by the M . E . First Grand Principal . He could assure them that , whilst he thoroughly appreciated that honour , he was no less sensible of the great responsibility which the acceptance of that honour reposed in him . He felt he had great difficulty in following so distinguished a Mason as their late lamented Comp . Col . Clerke , but at the same time he had a bright example
before him to follow , and , encouraged by their good wishes and assisted by the support he knew he should receive from the members of the Craft , he did not despair of being able to discharge his duties in such a manner as to meet with their approval . On behalf of the Consecrating Officers , he again thanked the companions for the compliment paid them . He would next ask all present to fill their glasses as he had a most pleasant duty before him in asking them to drink with every good feeling and cordiality "The Health

By his genial courtesy and natural goodness of heart Comp . Fenn had endeared himself to all those who were fortunate enough to come into contact with him .
Comp . THOMAS FENN , P . P . C . G . P ., said that when he sat down lie looked at the list of toasts , and seeing that of " The Consecrating Officers " down , concluded that his name would be associated with that , and that the companion on his list would have responded . However , he had great pleasure in replying to this toast . It was not much that the Grand Officers had to
do in Grand Chapter , but he would say they attended in good numbers . They had a very nice sociable dinner on those occasions , and perhaps that was an attraction , and it only showed how necessary it was that refreshment should be associated with labour . The Grand Officers present that evening had assisted with the greatest pleasure , and had been gratified with the reception accorded them in the pleasant entertainment given them .
The M . E . Z . next proposed "The Consecrating Officers , " and said the companions had heard from several sources that the Grand Scribe E . had acquitted himself in a most brilliant manner at the consecration of the Rose Chapter . In consequence of those reports they had formed expectations , and he was pleased to say those expectations had been more than realised , for he was sure they would agree with him that the manner in
which the Consecrating Ollicers had fulfilled their respective duties was beyond all praise . When it pleased the Great Architect to summon to the Grand Lodge above their lamented friend and companion , Col . Clerke , it was felt the loss was irreparable , but it appeared to him that in the present Grand Scribe E . they had one who would soon rival if not excel his illustrious
predecessor . Comp . Fenn was a companion for whom he had the highest esteem and regard , and those privileged to hear him install the two Principals that evening must have been intensely gratified . Comp . Matier had been a material help in making the great success in which the chapter had been constituted , and they were also deeply indebted lo Comps . Berridge and Matthews .
Comp . E . LETCHWORTH , G . S . E ., said he rose at once to acknowledge the high compliment paid the Consecrating Officers by the M . E . Z ., and to thank him for the very kind manner in which the toast had been introduced . It had afforded them one and all the greatest possible pleasure to be present that evening , and he only trusted that the chapter would have before it . a future of unalloyed success . The M . E . Z . had been pleased , in the most kindly
terms , to refer to the great honour conferred upon him ( the G . S . E . ) by the M . E . First Grand Principal . He could assure them that , whilst he thoroughly appreciated that honour , he was no less sensible of the great responsibility which the acceptance of that honour reposed in him . He felt he had great difficulty in following so distinguished a Mason as their late lamented Comp . Col . Clerke , but at the same time he had a bright example
before him to follow , and , encouraged by their good wishes and assisted by the support he knew he should receive from the members of the Craft , he did not despair of being able to discharge his duties in such a manner as to meet with their approval . On behalf of the Consecrating Officers , he again thanked the companions for the compliment paid them .
