Grand Lodge would agree with him that the sum of 500 guineas would show the respect and affecticn the brethren felt for her late Majesty , and the affection and devotion they had for the late Grand Master and to their present honoured ruler , and that it could never be absent from their minds . been much impressed with the able manner in which the Pro G . Master had put before the brethren this motion . It was needless for him to say many words in support of it . But he should just like to say , in seconding the motion that he thoroughly agreed with every word his lordship had said about the Masonic funds . He thought they ought most jealously to watch the allocation of Masonic money to other than charitable purposes ; but he
thoug ht the proposal was an occasion , as the Pro G . Master had mentioned , to mark their deep sympathies with the relations of their late beloved Oueen . He had very great pleasure in seconding the motion . ( Applause . ) *"' The motion was carried unanimously , all the brethren standing . - Bro . HORACE BROOKS MARSHALL , G . Treas . ; Most Worshipful Pro Grand Master , without waiting to have the vote confirmed at next Grand Lodge , I shall take upon myself as Grand Treasurer to pay the amount at

Reg ., moved "That Rule 8 7 , Book of Constitutions , bo altered by inserting after the words'Nor can he confer on any brother the rank of a Past Provincial or District Grand Officer , ' the words ' Unless specially empowered to do so by the Grand Master on an important commemorative occasion . "'
He said it would be in the remembrance of many members of Grand Lodge that on two occasions , in 1887 and in 1897 , the Jubilee years of her late Majesty ' s reign , Grand Lodge suspended Rule 87 so far as the latter part of the sentence therein contained was conceived . The first sentence was " the Provincial or District Grand Master is empowered to appoint for his province or district the following Provincial or District Grand Officers , and Provincial
no others ; nor can he confer on any brother the rank of a Past or District Grand Officer . " The portion prohibiting the Provincial or District Grand Master conferring Past rank was suspended on those occasions . Lately attention had been drawn to the mode of doing this , and he ( Bro . Strachan ) certainly enteitained a strong feeling that Grand Lodge could not suspend any of the laws . They might alter the law , or do away
with it altogether , or they must carry it out . If they could suspend one law or suspend another it was a very , very bad thing for any free country to do . Therefore , to enable a Grand Master on proper occasions to do what it was not his prerogative to do without the consent of Grand Lodge would tie to enable him to commit an irregularity . He had , with the co-operation of the officers of the Grand Master , given notice that the rule be altered by
inserting after the word " officer " the words " unless specially empowered to do so by the Grand Master on an important commemorative occasion . " That would allow the conferring of Past rank in provinces or districts when the Grand Master on an important commemorative occasion should think proper to grant the privilege ( 0 Provincial or District Grand Masters . He must say in moving this that he had had an opportunity of confening with a brother representing
one of the largest provinces who objected to the words " on an important commemorative occasion , " as he considered they might not be necessary , and after that conference he thought it would be be'ter to leave the discretion of the Grand Master absolutely unfettered . Therefore , it would be scarcely proper to allow the Grand Master ' s discretion to be fettered , and as he ( Bro . Strachan ) would have no objection to the amendment of the brother being moved , he should simply move his motion of which he had given notice .
Bro . VESEY FITZGERALD , K . C , Dep . G . Reg ., seconded the motion . Bro . W . GOODACRE , P . G . S . B ., Prov . Grand Sec . West Lancashire , in moving his amendment to leave out the words mentioned by the Grand Registrar , said he had heard the remarks of the Grand Registrar with mu . h pleasute , and he would propose the amendment .
Bro . Sir J B . MONCKTON , P . G . W ., said he was not in the habit of agreeing with the Grand Registrar ; but he thought there was a g . eit deal in what that V . W . Brother had said . He thought the discretion of the Grand Master should be left unfettered , and there were occasions when such discretion should be unfettered .
The amendment was then put and carried , and Bro . Strachan ' s motion , as amended , was unanimously adopted . Earl AMHERST then called upon Bro . Col . G . J . PARKYN , P . G . S . B ., to move the following motion : " That Rule 210 , Book of Constitutions , be amended by adding to the words ' attend and be heard , ' in the seventh line , the words ' such
notice shall be considered duly served if proved to have been sent by post and registered . '" Col . Park yn said that in bringing the motion forward he did not think it required many words from him . The motion explained itself and he submitted it to Grand Lodge . Bro . GEORGE RICHARDS , Dist . G . M . for the Transvaal , said he did not JLA * " mot ' went far enough . He thought that if the last known address was employed and the letter sent by registered post that should be
considered sufficient notice . It was necessary that brethren ' s privileges should be safeguarded , and he thought that if the lttter was addressed to lohn Smith , Johannesburg , or any other town it would not be enough . Bro . STRACHAN considered that if a letter was sent by post registered that ought to be considered sufficient service if the last known adJress of a brother was used and that would get over the difficulty . The motion was carried .

That it be a recommendation to the Board of General Purposes to take into , consideration the present mode of electing the Grand Treasurer , and to report to Grand Lodge at the next Quarterly Communication what alterations the Board would recommend whereby the members of Grand Lodge could more conveniently exercise their privileges . He stated that they were very complicated , and extended over a great many closely printed pages , and after summarising them advised Grand Lodge to dismiss the first and allow the second . The PRO GRAND MASTER stated that the Scrutineers of the ballot had

The Report of the General Board was , on the motion of Bro . LOVEL . ND LOVELAND , seconded by Bro . FRANK RICHARDSON , taken as read , and ordered to be received and entered on the minutes , and the following words , to be called Rule 153 A , were added to the Book of Constitutions , immediately after Rule 153 : " Any matter not specifically dealt with in
these Constitutions must be governed by the general rules of M isonry contained in the Book of Constitutions of Free and Accepted Masons under the United Grand Lodge of England , so far as such rules are not inconsistent with any of the regulations herein , and so far as they are applicable to the Mark Degree . " The report was then adopted .
The meeting was the annual occasion for the installation of the M . W . Grand Master and the appointment and investiture of Grand Officers ; but his Royal Highness the Duke of Connaught , who was elected to that distinguished position on March 5 th , was not able to be present , and the Earl of EUSTON announced that the installation would take place in October or November .
