The minutes of the previous meeting having been read and verified , and those of the House Committee read , the list of candidates for the October election , so far as was possible , was prepared , and the number of vacancies declared as 11 . A grant towards the outfit of an ex-pupil was made , and the proceedings terminated with the customary vote of thanks to the Chairman .

SUMMER FESTIVAL OF THE PERFECT ASHLAR LODGE , No . 1178 .

This lodge held its summer festival on Wednesday , the 29 th ult ., at the Crown Hotel , Broxbourne . Thebrethren , ladies and visitors numbering about 40 in all , assembled at the Liverpool-street Station , Great Eastern Railway , and proceeded by the 12 . 45 train , to which was attached a

Spacious first class saloon carriage specially reserved for them , thus enabling them all to travel together . On arriving at Broxbourne some light refreshments were partaken of , and ail adj ' ourned to the beautiful garden and grounds of the Hotel , where all kinds of amusements were provided , lawn tennis , bowls , archery , & c . At 3 . 30 the brethren and friends sat down to a splendid banquet . The

W . M . Bro . H . Stockwell was ably supported by his Wardens , Bros . J . Porter , S . W ., and J . G . Judge , J . W . The usual loyal toasts having been given , " I he Health of the Ladies , " also that of " The Worshipful Master , " was proposed , and The WORSHIPFUL MASTER , in a few well-chosen words in reply , expressed his satisfaction at the

successful and happy gathering , and hoped that next year his successor would be enabled to have such a pleasant outing as this had been . He also thanked the Secretary , Bro . E . Bridges , P . M ., for the way in which the arrangements had been carried out , and also considered a vote of thanks was due to the Great Eastern Railway for having placed such

a comfortable carriage for their special use . The evening closed with some capital singing by Miss Willett , Bros . F . W . Stamp , I . P . M . , * E . Bridges , P . M . ; and a recitation by Bro . J . A . Smith , P . M ., D . C , the whole finishing with a carpet dance , the company reaching Liverpool-street Station at 10 p . m . precisely , after one of the most pleasant outings in connection with No . 1178 .

The Hon . Artillery Company will celebrate their three hundred and fiftieth anniversary , on Monday next , by a parade in the afternoon and a dinner in the evening .

PROVINCIAL PRIORY OF KENT AND SURREY . A meeting of the Provincial Priory of Kent and Surrey was held on Tuesday the 28 th ult ., at the Masonic Temple , Wilmington-street , Dartford , under the banner of the Lullingstone Preceptory . That preceptory having been open <* d in due form and the minutes read , the E . P . elect , Sir Knight C . Vincent Cotterill , was ably and eloquently installed by Sir Knight Ward , P . E . P . of the Black Prince Preceptory of Canterbury , in the regretted absence of the

Great Sub-Prior , Sir Knight Col . Shadwell H . Clerke , who was announced to perform the ceremony but was unavoidably detained at the last moment . The officers were then appointed , and the V . E . Prov . Prior , Sir Knight General J . S . Brownrigg , C . B ,, & c , assumed the chair , and having declared provincial priory open , called upon the acting Registrar to read the minutes of the last provincial meeting which was held at Richmond , July , 1 SS 6 " , under the banner

of the Harcourt Preceptory . These being duly confirmed , a ' vote of condolence was passed with the family of the late Registrar , Sir Knight Boor , who for many years had ably fulfilled the duties of Registrar , and the acting Treasurer ' s accounts were presented and passed , the same showing a satisfactory balance in hand . The V . E . PROV . PRIOR then proposed Sir Knight Bateman as Treasurer ; this was seconded by the SUB . PRIOR ,

and , no other name being submitted , that sir knight was unanimously elected to fill the office . The V . E . Prov . Prior then appointed and invested the Provincial Officers as follows : — Sir Kt . Provincial Priory was then duly closed , and Lullingstone Preceptory being also closed according to ancient usage , the sir knights partook of refreshment , under the presidency of Sir Knight Col . Haldane , Sub-Prior , the V . E . the Provincial Prior being compelled to return to town ,

when the usual loyal and Masonic toasts were heartily honoured . The visitors included Sir Knights Matier , Col . Saunders , Dr . Stewart ( Indiana , U . S . A ); and amongst the members of the priory present were Sir Knights Cummings , Wood , H . The annual installation meeting of the Angel Lodge , No . 51 , held at Colchester , on the 30 lh ult ., was the largest that has taken place for some years . The principal business was the installation of Bro . G . Harrison , P . M . 1 S 28 , as VV . M ., but an interesting feature of the day ' s

proceedings , was the presentation to Bro . T . J . Ralling , the Secretary ( who has occupied that post since the year 1871 ) , of a testimonial of regard , on the occasion of his having been honoured by H . R . H . the Grand Master with the Past rank of Assistant Grand Director of Ceremonies of the Grand Lodge of England . The lodge was opened by Bro . A . S . B . Sparling , W . M .,

the Wardens' chairs being respectively occupied by Bros . G . Harrison and Frank Quilter . The minutes having been confirmed , Bro . Sparling proceeded to instal the new W . W ., said-Worshipful Master and Brethren , —I have been honoured by a request that I might submit for your acceptance the next toast , which is that of "The Pro Grand Master , the Earl of Carnarvon , the Deputy Grand Master , the Earl of Lathom ,

and the test of the Grand Ofticeis , Present and Past . " ( Cheers . ) One of the distinguishing features of our Institution is the respect of its members for lawfully constituted authority , and a loyal obedience to those whose province it is to rule and govern the great organisation to which it is our pride and privilege to belong . At the head of our Order H . R . H . the Prince of Wales worthily continues that long line of monarchs and princes who have

held that position , and who , in assuming the bad ge of Masonry—a badge which symbolises the highest and best principles of our humanity—has regarded it as a distinct tion not less honourable than that of the Star , the Garter or any other order in existence . ( Applause . ) Closel y allied with our Grand Master , and holding the hi ghest offices in the Craft , we have brethren whose names are

illustrious in every department of the State , men eminent in science , in literature , and in art —( applause)—those who have won renown for their country in the field of battle and those whose achievements have been equally great in those departments which illustrate the triumphs ot peace . ( Applause . ) Throughout the entire ascending scale of Masonic distinctions we find every avenue to them strictl y

and most jealously guarded , by conditions which render access both difficult and honourable , and which , therefore give increased value to their possession . ( Applause . ) Upon the occasion of the great Feslival at the Albert Hall , in commemoration of her Majesty's Jubilee , his Royal Highness the Piince of Wales marked his sense of the value of those distinctions by conferring them upon

a limited number of brethren whose Masonic career and honourable record might entitle them to so exceptional a mark of favour . The Province of Essex is justly proud of the distinction which our Grand Master has conlerred upon it , by selecting our Brother Ralling —( loud and continued applause)—to fill the high office of Past Assistant Grand Director of Ceremonies ; and the cheers with which the

members of the Angel Lodge and the Chapter greeted our Brother Railing when the Prince shook hands with him on receiving his appointment , was a true indication of the esteem in which he is personally held , as well as an evidence of the high sense ot their appreciation of the honour conferred upon one of their own members . ( Loud applause . ) It is somewhat difficult to say in the presence of Bro .

Railing what I could do if he were absent ; but I venture to assert , without fear of contradiction , and in the full assurance lhat I shall have with me the assent of every member of this lodge , that there does not exist in England a more indefatigable and thoroughly efficient Secretary than he has pioved himself to be during the long period in which we have had the benefit of his services . ( Loud

applause . ) When , several years since , he was elevated to the position of Provincial Grand Secretary , the appointment was hailed throughout the province with general satisfaction and approval —( applause)—and we all know how thoroughly well his greatly increased duties have been performed . ( Applause . ) And now that he has attained the still higher distinction of becoming a member of Grand

Lodge , there has been a generally expressed desire to evince in some tangible form the satisfaction with which the appointment has been received by the brethren , especially those of the Angel Lodge and Patriotic Chapter . ( Loud applause . ) An idea suggested itself to several of the members , that an appropriate way in which to testify to Bro . Railing their hearty congratulations upon the honour

he had received at the hands of our Grand Master , as well as to mark their high sense of the valuable services he has rendered to Masonry in the province , that he should be asked to accept a present of the clothing worn by the oflicers of brand Lodge , together with a gold jewel of his office . ( Loud and continued applause . ) lhe initiative of the idea is due to Bros . Turner and Ives —( applause)—and

in order that the presentation should be entirely divested of any mere formal character , it was decided that the matter should not be brought before the open Iodge , nor any voteof its funds askedforthepurpose —( applause)—but that thesubscriptionsshould beconfined entirely to those personal friends who were anxious thus to testify their feelings of regard to our excellent brother . ( Applause . ) lt was ,

however , very soon discovered that those whu claimed to be personal triends ot our Bro . Railing comprised nearly every member of the Angel Lodge and Patriotic Chapter of the Royal Arch . ( Loud applause . ) The numerous letters addressed to the two brethren whose names I have mentioned would in themselves form a most gratifying and highly interesting volume . ( Applause . ) Every letter ,

without exception , bears testimony of the writer ' s appreciation of Bro . Railing ' s valuable services to the cause of Masonry in the province . They abound in expressions of personal regard and heaity congratulations . ( Applause . ) 1 he only regret mentioned—and it is one which frequently occurs—is that by the terms of the invitation they have been precluded from making their subscription of a larger

amount than the very modest sum which had been fixed as the limit . ( Applause . ) Under ordinary circumstances a presentation of this character would be made by the Worshipful Master , but he has , with a graceful and generous magnanimity , foregone that pleasure in order to emphasise the fact that the initiative has not an official character , but is the spontaneous act of the brethren themselves . (

Applause . ) In asking me to undertake this very pleasing duty , I feel that the brethren of this lodge and chapter have added one more to the many acts of kindness which they have so frequently shown me , and for which 1 cannot sufficiently thank them . ( Applause . ) I feel it to be a great honour to be permitted to act as the representative of the subscribers to this testimonial . 1 wish I could command

words fitting to an occasion of this very interesting and gratilying character , and which would better express the leelings that have actuated the brethren , whose names will , I am sure , ever be held by our Bro . Ralling in kindly and affectionate remembrance . ( Applause . ) Addressing Bro . Railing , Bro . Welch , continuing , said : In asking you , Bro . Railing , to accept this jewel , together with the Masonic

clothing of your rank , I need scarcely assure you of the unanimous and heaity good feelings which accompany the gift . ( Loud applause . ) You will have the proud satisfaction of knowing that there does not exist in the breast of any member of our Fraternity , however eminent he may be , or however great may be his claims to Masonic distinctions , the slihtest tinge or trace of jealousy at the selection 01

The minutes of the previous meeting having been read and verified , and those of the House Committee read , the list of candidates for the October election , so far as was possible , was prepared , and the number of vacancies declared as 11 . A grant towards the outfit of an ex-pupil was made , and the proceedings terminated with the customary vote of thanks to the Chairman .

SUMMER FESTIVAL OF THE PERFECT ASHLAR LODGE , No . 1178 .

This lodge held its summer festival on Wednesday , the 29 th ult ., at the Crown Hotel , Broxbourne . Thebrethren , ladies and visitors numbering about 40 in all , assembled at the Liverpool-street Station , Great Eastern Railway , and proceeded by the 12 . 45 train , to which was attached a

Spacious first class saloon carriage specially reserved for them , thus enabling them all to travel together . On arriving at Broxbourne some light refreshments were partaken of , and ail adj ' ourned to the beautiful garden and grounds of the Hotel , where all kinds of amusements were provided , lawn tennis , bowls , archery , & c . At 3 . 30 the brethren and friends sat down to a splendid banquet . The

W . M . Bro . H . Stockwell was ably supported by his Wardens , Bros . J . Porter , S . W ., and J . G . Judge , J . W . The usual loyal toasts having been given , " I he Health of the Ladies , " also that of " The Worshipful Master , " was proposed , and The WORSHIPFUL MASTER , in a few well-chosen words in reply , expressed his satisfaction at the

successful and happy gathering , and hoped that next year his successor would be enabled to have such a pleasant outing as this had been . He also thanked the Secretary , Bro . E . Bridges , P . M ., for the way in which the arrangements had been carried out , and also considered a vote of thanks was due to the Great Eastern Railway for having placed such

a comfortable carriage for their special use . The evening closed with some capital singing by Miss Willett , Bros . F . W . Stamp , I . P . M . , * E . Bridges , P . M . ; and a recitation by Bro . J . A . Smith , P . M ., D . C , the whole finishing with a carpet dance , the company reaching Liverpool-street Station at 10 p . m . precisely , after one of the most pleasant outings in connection with No . 1178 .

The Hon . Artillery Company will celebrate their three hundred and fiftieth anniversary , on Monday next , by a parade in the afternoon and a dinner in the evening .

A meeting of the Provincial Priory of Kent and Surrey was held on Tuesday the 28 th ult ., at the Masonic Temple , Wilmington-street , Dartford , under the banner of the Lullingstone Preceptory . That preceptory having been open <* d in due form and the minutes read , the E . P . elect , Sir Knight C . Vincent Cotterill , was ably and eloquently installed by Sir Knight Ward , P . E . P . of the Black Prince Preceptory of Canterbury , in the regretted absence of the

Great Sub-Prior , Sir Knight Col . Shadwell H . Clerke , who was announced to perform the ceremony but was unavoidably detained at the last moment . The officers were then appointed , and the V . E . Prov . Prior , Sir Knight General J . S . Brownrigg , C . B ,, & c , assumed the chair , and having declared provincial priory open , called upon the acting Registrar to read the minutes of the last provincial meeting which was held at Richmond , July , 1 SS 6 " , under the banner

of the Harcourt Preceptory . These being duly confirmed , a ' vote of condolence was passed with the family of the late Registrar , Sir Knight Boor , who for many years had ably fulfilled the duties of Registrar , and the acting Treasurer ' s accounts were presented and passed , the same showing a satisfactory balance in hand . The V . E . PROV . PRIOR then proposed Sir Knight Bateman as Treasurer ; this was seconded by the SUB . PRIOR ,

Ralling , the Secretary ( who has occupied that post since the year 1871 ) , of a testimonial of regard , on the occasion of his having been honoured by H . R . ( Applause . ) Closel y allied with our Grand Master , and holding the hi ghest offices in the Craft , we have brethren whose names are

illustrious in every department of the State , men eminent in science , in literature , and in art —( applause)—those who have won renown for their country in the field of battle and those whose achievements have been equally great in those departments which illustrate the triumphs ot peace . ( Applause . ) Throughout the entire ascending scale of Masonic distinctions we find every avenue to them strictl y

and most jealously guarded , by conditions which render access both difficult and honourable , and which , therefore give increased value to their possession . ( Applause . ) Upon the occasion of the great Feslival at the Albert Hall , in commemoration of her Majesty's Jubilee , his Royal Highness the Piince of Wales marked his sense of the value of those distinctions by conferring them upon

a limited number of brethren whose Masonic career and honourable record might entitle them to so exceptional a mark of favour . The Province of Essex is justly proud of the distinction which our Grand Master has conlerred upon it , by selecting our Brother Ralling —( loud and continued applause)—to fill the high office of Past Assistant Grand Director of Ceremonies ; and the cheers with which the

members of the Angel Lodge and the Chapter greeted our Brother Railing when the Prince shook hands with him on receiving his appointment , was a true indication of the esteem in which he is personally held , as well as an evidence of the high sense ot their appreciation of the honour conferred upon one of their own members . ( Loud applause . ) It is somewhat difficult to say in the presence of Bro .

Railing what I could do if he were absent ; but I venture to assert , without fear of contradiction , and in the full assurance lhat I shall have with me the assent of every member of this lodge , that there does not exist in England a more indefatigable and thoroughly efficient Secretary than he has pioved himself to be during the long period in which we have had the benefit of his services . ( Loud

applause . ) When , several years since , he was elevated to the position of Provincial Grand Secretary , the appointment was hailed throughout the province with general satisfaction and approval —( applause)—and we all know how thoroughly well his greatly increased duties have been performed . ( Applause . ) And now that he has attained the still higher distinction of becoming a member of Grand

Lodge , there has been a generally expressed desire to evince in some tangible form the satisfaction with which the appointment has been received by the brethren , especially those of the Angel Lodge and Patriotic Chapter . ( Loud applause . ) An idea suggested itself to several of the members , that an appropriate way in which to testify to Bro . Railing their hearty congratulations upon the honour

he had received at the hands of our Grand Master , as well as to mark their high sense of the valuable services he has rendered to Masonry in the province , that he should be asked to accept a present of the clothing worn by the oflicers of brand Lodge , together with a gold jewel of his office . ( Loud and continued applause . ) lhe initiative of the idea is due to Bros . Turner and Ives —( applause)—and

in order that the presentation should be entirely divested of any mere formal character , it was decided that the matter should not be brought before the open Iodge , nor any voteof its funds askedforthepurpose —( applause)—but that thesubscriptionsshould beconfined entirely to those personal friends who were anxious thus to testify their feelings of regard to our excellent brother . ( Applause . ) lt was ,

however , very soon discovered that those whu claimed to be personal triends ot our Bro . Railing comprised nearly every member of the Angel Lodge and Patriotic Chapter of the Royal Arch . ( Loud applause . ) The numerous letters addressed to the two brethren whose names I have mentioned would in themselves form a most gratifying and highly interesting volume . ( Applause . ) Every letter ,

without exception , bears testimony of the writer ' s appreciation of Bro . Railing ' s valuable services to the cause of Masonry in the province . They abound in expressions of personal regard and heaity congratulations . ( Applause . ) 1 he only regret mentioned—and it is one which frequently occurs—is that by the terms of the invitation they have been precluded from making their subscription of a larger

amount than the very modest sum which had been fixed as the limit . ( Applause . ) Under ordinary circumstances a presentation of this character would be made by the Worshipful Master , but he has , with a graceful and generous magnanimity , foregone that pleasure in order to emphasise the fact that the initiative has not an official character , but is the spontaneous act of the brethren themselves . (

Applause . ) In asking me to undertake this very pleasing duty , I feel that the brethren of this lodge and chapter have added one more to the many acts of kindness which they have so frequently shown me , and for which 1 cannot sufficiently thank them . ( Applause . ) I feel it to be a great honour to be permitted to act as the representative of the subscribers to this testimonial . 1 wish I could command

words fitting to an occasion of this very interesting and gratilying character , and which would better express the leelings that have actuated the brethren , whose names will , I am sure , ever be held by our Bro . Ralling in kindly and affectionate remembrance . ( Applause . ) Addressing Bro . Railing , Bro . Welch , continuing , said : In asking you , Bro . Railing , to accept this jewel , together with the Masonic
