Presentation To Bro. T. J. Ralling, Past A.G.D. Of C.

left breast , amid the hearty plaudits of the brethren , and the toast having been drunk with " Masonic Fire , " Bro . Dr . B ECKER called upon the company to give Bro . Ralling musical honours , a call to which they readily and heartily acceded . Bro . RALLING , whose rising was the signal for renewed cheering , thanked the brethren of his " dear old Angel

Lodge" for associating his name with the most important toast with which it could be connected , and he could assure them he felt very deeply the responsibility resting upon him . ( Applause . ) He believed he vvas almost the lust initiate of the Angel Lodge—at all events , within living memory—who had been able to respond to the toast of the Grand Officers , and he felt it to be a great

honour and a great responsibility . ( Applause . ) Continuing , Bro . Ralling said , the high honour that has lately been conferred upon me is one of which , no doubt , I have just reason to be proud , but at the same time I trust I shall never forget that it has not been conferred upon me for any personal worth —( "Yes , " and applause ) —but that I have been made the humble medium

of honouring our Province of Essex in this year of Jubilee . ( App lause . ) I confess , however , that it is a source of great satisfaction to me to believe that in Ihis matter I have the good-will of the large majority of my Essex brethren —( "All , " and applause)—and I am warranted in this belief by the many kind congratulatory letters I have received from all parts of the province . ( Applause . ) But

what , perhaps , has given me most pleasure is the very hearty way in which the members of my mother lodge—those amongst whom my Masonic and public life is chiefly spent —have come forward with their good wishes . ( Loud app lause . ) There is a trite saying that a man has no honour in his own country . That certainly is not my case , for this is not the first occasion on which

I have been marked out for special favour . ( Applause . ) Twelve years ago the brethren kindly presented me , as a mark of their esteem , with an address and a valuable watch , which I always carry with me , and show to my friends with pleasure and pride ; and the present occasion has been availed of by you to further assure me of your good-will , in the handsome gift I see before me .

( Applause . ) In one of our ceremonies we are reminded that " to reign sovereign in the hearts and affections of men is far preferable than to rule over their lives and fortunes . " ( Applause . ) Brethren , from the time I firat joined our Craft , and specially since I have had the honour to hold office in the lodge , it has been my earnest endeavour to merit the good-will of you all . ( Applause . ) It is in the

nature of things that at times we may not have seen eye to eye upon all matters ; but that in the main my labours have given satisfaction is shown by this splendid token of your affection . ( Much applause . ) I feel I do not deserve half the kind things our good Bro . Welch has said of me , but I thank you all from the bottom of my heart for your great kindness , and promise you that , whether as an officer

or in the " otium " of a P . M ., it will , as long as I live , be my great pleasure to serve the lodge collectively or any individual brother connected with it . ( Applause . ) I cannot sit down without expressing my deep obligation to Bro . Turner and Bro . Ives for their kindness in reference to this matter . I feel quite sure it has been to them a labour of love —( applause)—at the same time I appreciate

very much the trouble they must have taken in the matter , and 1 assure them I am deeply grateful . ( Applause . ) I thank you all for the very handsome jewel and clothin *; . Whenever I wear it I shall be reminded not only of the kindness with which you have received me to night , but with which you always have and always do receive me . ( Loud applause . )

The jewel , which is of iS-carat gold , bears the following inscription : — " Presented by brethren of the A ngel Lodge , No . 51 , and companions of the Patriotic Chapter , to VV . Bro . T . J . Ralling , P . M . and P . Z . 51 , P . G . Sec . Essex , together with the Grand Lodge clothing , upon appointment to the office of P . A . G . D . C . England , as a mark of respect and esteem and in acknowledgment of his valuable services

as Secretary and Scribe E . " In the course of the speeches to the remaining toasts , the great event of the evening was almost invariably referred to ; it is sufficient , however , to add that Bro . PUNG HAZELL , the VV . M . of the United Lodge , 697 , preferred Bro . Railing his own personal pleasure , and that of all the brethren ot 697 in the honour that had been done him .

, They only regretted that they had not the privilege of joining in the testimonial just presented . This had been a source of great regret , but at the same time they felt the brethren of Angel Lodge were quite right in keeping this privilege to themselves . ( Applause . ) It was a great honour , but Hro . Railing richly deserved it . He was sorry

their R . W . P . G . M . and D . P . G . M . had been unable to be Present . ( Applause . ) It should be added that three of the brothers of Bro . Kalling , ar . d who are members of Angel Lodge , had travelled long distances to be present , and in the course of tne evening they were specially and warmly welcomed by 'he brethren .

DISTRICT GRAND LODGE OF VICTORIA ( E . C . ) The Quarterly Communication of the above District Grand Lodge was held on Monday evening , March 21 st , in the Freemasons' Hall , Collins street , Melbourne . Sir William Clarke , R . W . District Grand Master , presided , supported by Bro . Dr . H . St . John Clarke , W . Deputy District Grand Master , many officers of the year , as also Past Officers , Masters , Wardens , and Past Masters of

lodges . Bro . J . Fenwick , District Grand Secretary of Queensland ( E . C ) , was present as a visitor . The roll of lodges was called . A circular letter was read from the Earl of Carnarvon , M . W . Pro Grand Master of England , inviting the co-operation of the District of Victoria in the matter of the Imperial Institute . I he reports of the Board of Benevolence and Board of General Purposes were

brought up , the former showing that £ 89 had been distributed during the quarter to distressed brethren . The most important matter in the Board of General Purposes ' report was the case of alleged abuse of the ballot in connection with the Duke of Sussex Lodge , No . 10 S 0 , particulars of which were detailed in the Freemason in February last . In their former report the Board of General Purposes

recommended that the W . M . be admonished ; but the District Grand Lodge , not thinking this severe enough , resolved by a large majority to send the report back for fu'ther consideration , lhe Board , laying particular stress on the Master ' s having balloted for and initiated the candidate in direct contravention of Clause 185 , Book of Constitutions , recommended that he be suspended from his

Masonic rights and privileges for one month . A number of brethren—several of them old and experienced Masons —now took exception to the proposed punishment , on the grounds that the Master of the Duke of Sussex Lodge was not the first offender , and that many lodges in the city were actually at the present time in ignorance of such a law . A long , acrimonious , and at times irregular

discussion ensued , atthe close of which an amendment was moved by the D . S . G . W ., Bro . J . J . E . Willmott , P . M . 752 , that the recommendation of the Board of General Purposes be not approved . This was seconded , and carried by 41 votes to 26 . The Past Master who , in the first instance , preferred the charge against the W . M ., has since expressed his determination to appeal to the Grand

Lodge against the vote of the District Grand Lodge . The statement of accounts for the past year , which exhibited a balance of £ 1494 in hand , was adopted . MR . KIRVVAN ' S RECITALS . —Last Thursday Mr . Kirwan brought to a close his summer season of recitals at the Steinway Hall , and it is gratifying to be able to record the distinct advance that this meritorious artist has made of late in public favour . Of cultured , original , and dramatic exponents of the art of reciting , the list is all too short for us not to gladly welcome so important an addition

as Mr . Kirwan promises to become ; and already these congratulations have been expressed by no small section of the literary and artistic world . To the possession of the natural gifts of dignified presence and full sympathetic voice , Mr . Kirwan joins the experience of the trained artist and the refinement of the literary student ; and , as a

natural consequence , his " afternoons" are at once an interesting entertainment , and an intellectual treat . The winter season opens in December next . n / r ¦ Committee of Management of the Royal Masonic Benevolent Institution will hold its regular monthly meeting at Freemasons' Hail on Wednesday next , the 13 th inst . The Quarterl y Court of the Royal Masonic Institution for Girls will take place at Freemasons' Hall to-morrow ( Saturday ) afternoon , and that of the Royal Masonic Institution for Boys on Monday next , the nth inst ., at the same place .

In our report of the Berks and Bucks Provincial Grand Lodge , at Windsor , last week , two or three typographical errors occurred . Bro . W . Ravenscroft was appointed Provincial Grand Superintendent of Works ( not Kavenscourtj ; Bro . Hanington was appointed Provincial j u Grand Director of Ceremonies ( not Harrington ) , and Bro . John W . Martin ( whose name was omitted from the list ) was appointed Prov . G . Registrar .

The Prince and Princess of Wales and other members of the Royal Family , together with the King of lh H ellenes > attended the State Ball given by command of the Uueen at Buckingham Palace , on Wednesday evening . , The foundation stone of the Australian Church in Melbourne was / aid 6 y Bro . Sir VV . j . Clarke , R . W . Uistrict and Provincial Grand Master of Victoria , assisted by his principal officers of the three Constitutions , on Saturday , the igth March last .

Bros , the Lord Mayor and Sheriffs were present at the ceremony of opening to the public the Arthur-street East extension , which provides a new approach from the Monument to Billingsgate Market , on Wednesday afternoon . A lunch followed at St . George ' s House , Eastcheap .

Bro . the Earl and the Countess of Limerick , Bro . Lord Lei gh , and Bro . Lord and Lady Kinnaird were among those present at the distribution of the medallions and certificates awarded to the members of the St . John ' s Ambulance of the Young Men ' s Christian Institute , at the Polytechnic , by the Princess Henry of Battenberg , on Wednesday .

We understand that a Warrant has been granted for a new lodge to be called the Hendon Lodge . The W . M . designate being Bro . W . A . i-currah , P . P . G . S . of Wks . Middlesex , and I . P . M . of the Henry Levander Lod ge . The new lodge will meet at the Welsh Harp , Hendon .

There vvas a gathering of nearly 12 , 000 persons at the laying of the first stone of the Imperial Institute at South Kensington on Monday . At the close of the ceremony the Queen entered the Royal Albert Hall , attended by the Prince and Princess of Wales , the Duke and

Duchess of Connaught , and other members of the Royal Family for the purpose of receiving an address of congratulation from the Royal Society for the prevention of cruelty to animals and being present at the distribution of prizes given by the Society for the best essays on kindness to animals by pupils in our Metropolitan Schools .

PROVINCIAL GRAND LODGE OF BERKS AND BUCKS . —Our valued correspondent Bro . Lovegrove calls our attention to a slight inaccuracy in the speech of the Prov . Grand Master , in which he described Bro . Tilton as holding a position in New York similar to that held by the Prince of Wales in England . He should have said similar

to a District or Provincial Grand Master under the English Constitution . The Grand Master of New York is Bro . Lawrence , of whom we gave a portrait in our Jubilee Number . The meeting of the Prov . G . Chapter before the Prov . Grand Lodge also meets with our correspondent's approval . VVe entirely agree vvith him , and are glad to see this excellent system growing in favour .

Those of our readers who were present at the very enjoyable Summer Festival of the Domatic Lodge last year at Kempton Park , will be pleased to hear that the entertainment is not only to be repeated , but a much more attractive programme has been arranged , as is only right and fitting in this year of Jubilee . We are glad to see that the Festival is not restricted to

Freemasons , but is far the brethren and their friends , either Ladies or Gentlemen , and members of other lodges are also invited . Various amusements—a banquet and a concert to be followed by a grand ball in the Pavillion , in addition to the natural attractions of the locality ought under the guiding hands of Bros . George Everett and A . Simner to ensure a gathering on the 19 th , worthy of the lodge and the occasion .

The new Freemasons' Hall , in Melbourne , was consecrated and dedicated on Wednesday , the 16 th of March last , by Bro . Sir William John Clarke , Bart ., R . W . District and Provincial Giand Master of Victoria , under the English , Irish , and Scoitish Constitutions , and in the presence of many hundreds of Masons belonging to the Colony . The imposing ceremonies partook of an international character , inasmuch as the three District

and I rovincial Grand Lodges were opened in separate rooms in the building , after which the officers marched in procession to the grand hall , where were already assembled the members of the private lod ges under the three Constitutions , and the consecration was participated in by the officials of the respective District and Provincial Grand Lodges . The festivities were wound up by a complimeniary ball to Bro . Sir William and Lady Clarke , on their return to the Colony .

HOLIOWAY ' S OINTMENT AND PILLS . —Diseases of . the Bowels . — A remedy , which has been tested and proved in a thousand different ways , capable of eradicating poiso , ous taints from ulcers and healing them up , merits a trial of its capacity for extracting the internal corruptions from lhe bowels . On rubbing Holioway ' s Ointment repeatedly on the abdoi . cn , a rash appears , and as it ihickens the ¦

alvine irriiability subsides . Acting as a derivative , this ointment draws to the surface , releases the tender intestines from all a-. ri-i matters , and prevents inflammation , dysentery and piles , for which blistering was the old-fashioned , though successful , treatment , now , from its painfulness , fallen into disuse , the dis . covery of this Ointment having proclaimed a remedy possessing equally derivative , yet pertectly painless , powers . —ADVT .

DISTRICT GRAND LODGE OF VICTORIA ( E . C . ) The Quarterly Communication of the above District Grand Lodge was held on Monday evening , March 21 st , in the Freemasons' Hall , Collins street , Melbourne . Sir William Clarke , R . W . District Grand Master , presided , supported by Bro . Dr . H . St . John Clarke , W . Deputy District Grand Master , many officers of the year , as also Past Officers , Masters , Wardens , and Past Masters of

lodges . Bro . J . Fenwick , District Grand Secretary of Queensland ( E . C ) , was present as a visitor . The roll of lodges was called . A circular letter was read from the Earl of Carnarvon , M . W . Pro Grand Master of England , inviting the co-operation of the District of Victoria in the matter of the Imperial Institute . I he reports of the Board of Benevolence and Board of General Purposes were

brought up , the former showing that £ 89 had been distributed during the quarter to distressed brethren . The most important matter in the Board of General Purposes ' report was the case of alleged abuse of the ballot in connection with the Duke of Sussex Lodge , No . 10 S 0 , particulars of which were detailed in the Freemason in February last . In their former report the Board of General Purposes

recommended that the W . M . be admonished ; but the District Grand Lodge , not thinking this severe enough , resolved by a large majority to send the report back for fu'ther consideration , lhe Board , laying particular stress on the Master ' s having balloted for and initiated the candidate in direct contravention of Clause 185 , Book of Constitutions , recommended that he be suspended from his

Masonic rights and privileges for one month . A number of brethren—several of them old and experienced Masons —now took exception to the proposed punishment , on the grounds that the Master of the Duke of Sussex Lodge was not the first offender , and that many lodges in the city were actually at the present time in ignorance of such a law . A long , acrimonious , and at times irregular

discussion ensued , atthe close of which an amendment was moved by the D . S . G . W ., Bro . J . J . E . Willmott , P . M . 752 , that the recommendation of the Board of General Purposes be not approved . This was seconded , and carried by 41 votes to 26 . The Past Master who , in the first instance , preferred the charge against the W . M ., has since expressed his determination to appeal to the Grand

Lodge against the vote of the District Grand Lodge . The statement of accounts for the past year , which exhibited a balance of £ 1494 in hand , was adopted . The Quarterl y Court of the Royal Masonic Institution for Girls will take place at Freemasons' Hall to-morrow ( Saturday ) afternoon , and that of the Royal Masonic Institution for Boys on Monday next , the nth inst ., at the same place .

In our report of the Berks and Bucks Provincial Grand Lodge , at Windsor , last week , two or three typographical errors occurred . Bro . W . Ravenscroft was appointed Provincial Grand Superintendent of Works ( not Kavenscourtj ; Bro . Hanington was appointed Provincial j u Grand Director of Ceremonies ( not Harrington ) , and Bro . John W . Martin ( whose name was omitted from the list ) was appointed Prov . G . Registrar .

There vvas a gathering of nearly 12 , 000 persons at the laying of the first stone of the Imperial Institute at South Kensington on Monday . At the close of the ceremony the Queen entered the Royal Albert Hall , attended by the Prince and Princess of Wales , the Duke and

Duchess of Connaught , and other members of the Royal Family for the purpose of receiving an address of congratulation from the Royal Society for the prevention of cruelty to animals and being present at the distribution of prizes given by the Society for the best essays on kindness to animals by pupils in our Metropolitan Schools .

PROVINCIAL GRAND LODGE OF BERKS AND BUCKS . —Our valued correspondent Bro . Lovegrove calls our attention to a slight inaccuracy in the speech of the Prov . Grand Master , in which he described Bro . Tilton as holding a position in New York similar to that held by the Prince of Wales in England . He should have said similar

to a District or Provincial Grand Master under the English Constitution . The Grand Master of New York is Bro . Lawrence , of whom we gave a portrait in our Jubilee Number . The meeting of the Prov . G . Chapter before the Prov . Grand Lodge also meets with our correspondent's approval . VVe entirely agree vvith him , and are glad to see this excellent system growing in favour .

Those of our readers who were present at the very enjoyable Summer Festival of the Domatic Lodge last year at Kempton Park , will be pleased to hear that the entertainment is not only to be repeated , but a much more attractive programme has been arranged , as is only right and fitting in this year of Jubilee . We are glad to see that the Festival is not restricted to

Freemasons , but is far the brethren and their friends , either Ladies or Gentlemen , and members of other lodges are also invited . Various amusements—a banquet and a concert to be followed by a grand ball in the Pavillion , in addition to the natural attractions of the locality ought under the guiding hands of Bros . George Everett and A . Simner to ensure a gathering on the 19 th , worthy of the lodge and the occasion .

The new Freemasons' Hall , in Melbourne , was consecrated and dedicated on Wednesday , the 16 th of March last , by Bro . Sir William John Clarke , Bart ., R . W . District and Provincial Giand Master of Victoria , under the English , Irish , and Scoitish Constitutions , and in the presence of many hundreds of Masons belonging to the Colony . The imposing ceremonies partook of an international character , inasmuch as the three District

and I rovincial Grand Lodges were opened in separate rooms in the building , after which the officers marched in procession to the grand hall , where were already assembled the members of the private lod ges under the three Constitutions , and the consecration was participated in by the officials of the respective District and Provincial Grand Lodges . The festivities were wound up by a complimeniary ball to Bro . Sir William and Lady Clarke , on their return to the Colony .
