A . 1885 . ) Shortly after quitting the University , I was appointed Mathematical Master in Truro Grammar School , but retired from that position on being called to the Bar in 1881 , since when I have practised up to the present time , and have been engaged in the compilation of more than one legal work . Frederick Binckes , as Secretary of the Royal Masonic Institution for Boys , may now shortl y be formally announced , and as other candidates for this post have issued their addresses and advertisements , 1 take the present opportunity of stating that I intend to offer myself as a candidate for the appointment . , I was initiated in the Grove Lodge , No . 410 , in which Lodge I have acted as Secretary , and am now J . W . For the past two and a half years I have held the honorary appointment of Assistant Provincial Grand Secretary to my Brother , Charles Greenwood , Provincial Grand Secretary for Surrey ( 35 Lodges and 12 Chapters ) , of which Province my late father ( Bro . Charles Greenwood , P . G . S . B . ) , was Deputy Provincial Grand Master , and for 30 years Provincial Grand Secretary . For the same period I have acted in a secretarial capacity in connection with two Charitable Institutions , dealing with extensive endowments . _ In 1885 I was on the Executive Staff of the Inventions Exhibition at South Kensington , and in 1886 on that of the Colonial and Indian Exhibition . At the termination of these appointments , I received from the Royal Commission Diplomas of Merit and Medals for Services rendered . The position of Chairman at the General Committees and Quarterly Courts is becoming almost as serious as that of a candidate for Parliamentary honours who aspires to represent a Scottish constituency , and in the course of his canvass finds himself compelled to

undergo any amount of the torture commonly known as " heckling . " Bro . Eve , however , and others who have been voted into the chair at these meetings appear to be generally equal to the occasion , no matter how severe may be the fire of questions and cross-questions to which they are invited to furnish answers .

Bro . Eve , in particular , has done well in this capacity , and inquirers seem generally satisfied with his answers . But is it just to him and others that they should be required to submit to this kind of torture ? Is it too

much to expect that the Governors and Subscribers of our several Charitable Institutions should be fairly well posted in the laws and regulations by which they are governed ?

However , at the General Committee on Saturday last some of the questions asked were beyond the ability even of Bro . Eve or any one else to answer without previous consideration . Bro . Binckes stated to the Committee that he had not resigned his office ; to

a pension of ^ 350 a year life was voted on his retirement by the last Quarterly General Court ; and it is said that proceedings will be taken in the Court

of Chancery to restrain the Institution from paying him this money annually . In short , the affairs of our Boys ' School appear to be slightly muddled just now . * * *

What makes matters worse is that the difficulties , instead of diminishing , appear to increase and multiply . We hear now that several of the under-masters have resigned , and as , under the rules , they are appointed by the Head Master , with the approval of the House

Committee , the Provisional Management Committee have thought it only rig ht towards Bro . Dr . Morris that he should be relieved from active duty at Christmas , though the term of his engagement will not expire till the ioth April , 1890 .

But seeing how difficult is the position of affairs just now mig ht not those Governors and Subscribers who are of an inquiring turn of mind cease "heckling " the Chairman and worrying the Provisional

Committee ? Would they not be better employed in helping to smooth matters , so that the chief desire of every friend of the Institution—that the School may be set firmly on its legs again—may be accomplished with as little friction and in as brief a space of time as possible
