During the time this Committee sat he had had the opportunity ol being in the Grand Secretary ' s office , he might say personally , and during the months he passed in and out of the office he never was there but he found all the clerks were at their work . Therefore , bethought that , while they had brethren in the office who were

competent brethren , who did their work , and brethren who were loyal to them , and trustworthy , they ought to pay them a fair wage to do a fair work . The Committee had considered the matter over very carefully , and thinking of the pay of other officers , they did not consider they had been at all extravagant , but had been within the fair limits . He asked Grand Lodge to confirm this report . ( A pplause . )

Bro . Dr . ERNEST POCOCK , on behalf of the elected members of the Committee , said the report was passed with absolute unanimity . He vvas not at the meeting when it was settled , being detained by private affairs , but he gave in his adhesion to the report . The Committee sat for months , and it came to a perfectly unanimous conclusion that the work of the brethren in the Grand Secretary ' s office fully justified the increase recommended bv the Committee .

Bro . W . F . LAMONBY desired to move a friendl y amendment as regarded the Sub-Librarian . Those members of Grand Lodge who were interested in the history and philosophy , and the history generally of Masonry , were thoroughly conversant with the scholarly zeal and industry with which Bro . Sadler performed the onerous duties of his office . He noticed in the report the Board considered Bro . Sadler ' s present

salary inadequate . He ( Bro . Lamonby ) would go a step further , and say that the proposition of the Board vvas still inadequate . It might interest members of Grand Lodge to know that in one of the youngest Grand Lodges in the British possessions they paid their head librarian ; £ IOO per annum for work and responsibility amounting to not one-fourth of that performed by Bro . Sadler . He therefore would move as an amendment that £ 50 be substituted for £ 40 .

Bro . the Earl of MOUNT EDGCUMBE enquired whether any one seconded the amendment .

There was no response . Bro . RICHARD EVE , P . G . Treas ., said he was sorry to maku any observations that would at all seem to oppose what had been said about t h e due payment of the clerks in the Grand Secretary ' s office or the increased salaries in 1874 . The same observations he made at that time he now made , that he thought , taking it altogether , they were

paying far more for clerks and secretarial duties than they should pay . He was not novv saying with reference to any particular office or officer , whether they were good or bad officers , whether they be promoted or not , or because they had been a number of years in an office , or whether they were well skilled in the discharge of their duties ; but he took the same objection now as he did in 1874 , lhat they were paying far more in the bulk

than they ought to pay for the services they had . ( Cries of " No , no . " ) Then those who said no were probably commercial men , and they would understand what he meant when he said that Grand Lodge had an income of ^ 25 , 000 a year and they were novv to give . £ 3300 for secretarial and clerical work , or more than one-eighth . It might be that the brethren who had been appointed to look into the matter considered that right ; but

Grand Lodge had to look into results and when they had an income of , £ 25 , 000 per annum , which was not scraped together as some commercial men had to scrape it together , but it was sent up from time to time willingly , some after reminder , and it did seem a large sum to pay £ 3300 for a simple ^ 25 , 000 . These observations he made before . Far be it from him to go

for the reduction of any man ' s salary ; Jet him have what vvas due ; but he said Grand Lodge ought to have before them the figures . He contended that they , were proposing to pay too much . He agreed with vvhat had been said about Bro . Sadler ' s services , and he would second Bro . Lamonby ' s amendment . If it had been proposed to give him ^ 300 a year it would not have been too much for him to have .

The Earl of MOUNT EDGCUMBE having pointed out that the amendment was irregular because it was not competent to move an amendment for an increase of a sum recommended , except notice of motion had been previously given , said he could not put the amendment . He then put the original motion which was carried unanimously amidst loud cheers .

Grand Lodge was then closed in due form , and the Earl of Mount Edgcumbe received the following report of the Scrutineers in the Grand Master ' s private room : Bros . Walter Martin , P . The Quarterly Communication of Grand Lodge of Mark Master Masons of England and Wales and the Colonies and Dependencies of the British Crown was held on Tuesday evening , at Mark Masons' Hall , Great Queen - street . Bro . W . W . B . Beach , M . P ., P . G . M ., presided ; Bro . Lord Egerton of Tatton acted as P . G . M . ; Bro . Col . the Hon . W . T . Orde-Powlett , as Deputy G . M . ; Bro . Sir Reginald Hanson , M . P ., S . G . W . ; and Bro . Sir

Matthew White Ridley , J . G . W . After the Grand Lodge had been formally opened , Bro . C . F . MATIER , G . Sec , before the minutes were read , said he had the honour of reading thc gracious reply of H . R . H . the Prince of Wales to the loyal address presented to him by this Grand Lodge on the occasion of the marriage of H . R . H . the Duke of York with H . H . the Princess Mary Victoria of Teck .

Marlborough House , Pall Mall , Sir Francis Knollys is desired by His Royal Highness the Prince of Wales to thank the members of the Grand Lodge of Mark Master Masons of England and Wales and the Colonies and Dependencies of the British Crown , for their address and kind congratulations and good wishes on the occasion of the marriage of the Duke and Duchess of York . C . F . Matier , Esq , Grand Secretary .

On the motion of Bro . FRANK RICHARDSON , seconded by Bro . ROBERT BERRIDGE , it vvas ordered that this letter be entered on the minutes . The minutes of the September Quarterly Communication vvere then read and confirmed .

On the molion of Bro . R . LOVELAND LOVELAND , President of the General Board , seconded by Bro . FRANK RICHARDSON , Grand Registrar , the following report of the General Board was taken as read , and ordered to bc received and entered on the minutes :

Grand Mark Lodge.

During the three months ending 30 th September , 1893 , there have been issued —Mark certificates , 255 ; total number registered , 31 , 777 . Warrants for new lodges , two , viz .: No . 466 , Prince of Wales , St . Helens , Lancashire . No . 467 , West Ham , Stratford . Royal Ark Mariner certificates , 38 ; total number registered , 4018 .

The Board have also to report that the M . W . Grand Master has been pleased to grant a warrant of confirmation to the Albany Lodge , Newport , Isle of Wight , the last of the independent lodges in existence before the formation of Grand Lodge , vvhich has for many years worked under Time Immemorial authority without a warrant . At the annual meeting of the Provincial Grand Lodge of Hants and thp Isle of Wight , held on 20 th September , the R . W . Prov . Grand Master , Bro . W . W . B . Beach , M . P ., administered the obligation of allegiance to

the members , and afterwards installed the Master elect . The Board have accepted as tenant of a portion of the premises , the Order of the Temple of England and Wales , at a yearly rental of £ 125 . Bro . G . Holman , who was regularly installed as Worshi pful Master of the Lewis Lodge , No . 391 , had , owing to a change in the by-laws , only served for 11 months . Bro . Holman had been present at every meeting of the lodge , and the change of day of installation having been duly sanctioned , the Board recommend Grand Lodge to confirm him in the rank and privileges of Past Master .

FUND OF BENEVOLENCE . The Sub-Committee on Education having carefully considered the annual reports of the Head Masters and Mistresses of the schools at which the various pupils on the Fund are being educated , have awarded the silver medal for proficiency in studies and general excellence to John Garrett Bussell , educated at the Newark Grammar School , and Ethel Lily Greenwood , educated at Aberdeen House School , Weymouth .

The Board have elected on the Educational Fund , without a poll , Ernest Harold Webb , Derby ; William Ewart Evans , Newport Mon . ; Harry Spencer Mead , Leytonstone ; Matilda Roby Worrell , London ; and Emmeline Alice Annette Woods , Dover . The Board have elected on the Annuity Fund , without a poll : Bro . William Salter Gillard ( Lodges Nos . 102 , 119 , 121 , 126 , and 162 ); and Mrs . Elizabeth Eyre , widow of Bro . Isaac Eyre ( No . 53 ) .

The following case has been relieved : Mrs . M . D . ( widow of a brother of Lodges 114 and 117 ) ^ 10 . The Board recommend the following grants to Grand Lodge :

Bro . LOVELAND LOVELAND then moved the various recommendations contained in the report , which Bro . FRANK RICHARDSON seconded . All the recommendations were carried , and on the motion of Bro . LOVELAND , seconded by Bro . FRANK RICHARDSON , the report was adopted . Bro . EUGENE MONTEUUIS next rose and said : Most Worshi pful Grand Master in the chair , —It is with very great pleasure I rise to nominate his

Koyal Highness the Prince of Wales as the Most Worshipful Grand Master fornextyear . I am sure that the name of our Grand Master is engraven in the hearts of all Freemasons . I am sure that his great qualities and special qualifications are known to all present . Onl y lately he was among us , and to show his great interest in the Craft , he took part in the consecration of a lodge—the Chancery Bar Lodge . Under these circumstances , T

think it is not necessary to say more , but simply to propose that his Royal Highness the Prince of Wales be our Most Worshi pful Grand Master , ( Applause . ) Bro . FREDERICK MEAD , G . Treas .: Most Worshipful Grand Master in the Chair , —I have the greatest pleasure in nominating the Worshi pful Bro . Robert Turtle Pigott , D . C . L ., Past Assistant Grand Director of

Ceremonies in Craft Grand Lodge , a Past Master in the Mark , who has served two Stewardships for the Mark Benevolent Fund , for the office of Grand Treasurer . Bro . Pigott is well-known to most of the brethren present , and it will be entirely acceptable to all that he be elected to the office of Grand Treasurer . ( Applause . ) Bro . Pigott , I am sorry to say , is not able 10 be present this evening on account of illness .

Bro . ROBERT BERRIDGE , G . D . C , informed the Grand Master in the Chair that the Charity jewels which were to be presented that evening would be handed to the brethren for whom they were intended at the Grand Secretary ' s office , or forwarded by post the next day . Bro . C . F . MATIER , G . Sec , read a list of brethren from whom he had received letters of apology for inability to attend this meeting , and Grand Lodge vvas then closed .

INSTALLATION OF H . R . H . THE DUKE OF CONNAUGHT AS PROVINCIAL GRAND PRIOR OF SUSSEX .

On Saturday , the 25 th ult ., there was a goodly muster of members of the Order of the Temple , at the Hotel Metropole , ' Brighton , toassist in the installation of H . R . H . the Duke of Connaught as Provincial Grand Prior of Sussex . His Royal Highness was met at the railway station by

Sir Knight R . Clowes ( who is the sub-Prior in the province ) and his Worship the Mayor of Brighton , Alderman Dr . J . Ewart , J . P . Arriving at the Hotel Metropole at half-past one , his Royal Highness was entertained at luncheon by Sir Knight Clowes , who had invited about 70 members of the Order lo meet their Provincial Prior designate .

Before the companyjseparatcd , Sir Knight R . CLOWES , addressing his Royal Highness and those present , said : Your Royal Highness , my Lords and Gentlemen , —It is my privilege as your Chairman to propose ihe first and only toast . One without which i venture to think no loyal subject considers a meeting of any kind perfect . I need not say that toast is " Her Majesty the Queen . " I have the honour of proposing that toast to-day in the presence of H . R . H . the Dukeof Connaught and Strathearn , who has come

here at some inconvenience and graced this board with his presence , for vvhich I tender him my grateful thanks , and express a hope that we may have the honour of welcoming him on many future occasions , and the happiness of proposing the health of our Most Gracious Majesty the Queen for many years lo come . May I ask you to be upstanding and drink the toast of the Oueen . — " God save the Queen . " The toast was received with enthusiasm .

Afterwards an adjournment was made to the Provincial Priory held in thc Octagon Room , which had been splendidly lilted up for the occasion . Thc Priory had been previously opened by the Sub-Prior , before the arrival of his Royal Highness , and all the formal business had been completed . The

Ceremonies in Craft Grand Lodge , a Past Master in the Mark , who has served two Stewardships for the Mark Benevolent Fund , for the office of Grand Treasurer . Bro . Pigott is well-known to most of the brethren present , and it will be entirely acceptable to all that he be elected to the office of Grand Treasurer . ( Applause . ) Bro . Pigott , I am sorry to say , is not able 10 be present this evening on account of illness .

Bro . ROBERT BERRIDGE , G . D . C , informed the Grand Master in the Chair that the Charity jewels which were to be presented that evening would be handed to the brethren for whom they were intended at the Grand Secretary ' s office , or forwarded by post the next day . Bro . C . F . MATIER , G . Sec , read a list of brethren from whom he had received letters of apology for inability to attend this meeting , and Grand Lodge vvas then closed .

INSTALLATION OF H . R . H . THE DUKE OF CONNAUGHT AS PROVINCIAL GRAND PRIOR OF SUSSEX .

On Saturday , the 25 th ult ., there was a goodly muster of members of the Order of the Temple , at the Hotel Metropole , ' Brighton , toassist in the installation of H . R . H . the Duke of Connaught as Provincial Grand Prior of Sussex . His Royal Highness was met at the railway station by

Sir Knight R . Clowes ( who is the sub-Prior in the province ) and his Worship the Mayor of Brighton , Alderman Dr . J . Ewart , J . P . Arriving at the Hotel Metropole at half-past one , his Royal Highness was entertained at luncheon by Sir Knight Clowes , who had invited about 70 members of the Order lo meet their Provincial Prior designate .

Before the companyjseparatcd , Sir Knight R . CLOWES , addressing his Royal Highness and those present , said : Your Royal Highness , my Lords and Gentlemen , —It is my privilege as your Chairman to propose ihe first and only toast . One without which i venture to think no loyal subject considers a meeting of any kind perfect . I need not say that toast is " Her Majesty the Queen . " I have the honour of proposing that toast to-day in the presence of H . R . H . the Dukeof Connaught and Strathearn , who has come

here at some inconvenience and graced this board with his presence , for vvhich I tender him my grateful thanks , and express a hope that we may have the honour of welcoming him on many future occasions , and the happiness of proposing the health of our Most Gracious Majesty the Queen for many years lo come . May I ask you to be upstanding and drink the toast of the Oueen . — " God save the Queen . " The toast was received with enthusiasm .

Afterwards an adjournment was made to the Provincial Priory held in thc Octagon Room , which had been splendidly lilted up for the occasion . Thc Priory had been previously opened by the Sub-Prior , before the arrival of his Royal Highness , and all the formal business had been completed . The
