MASONIC CHARITY IN WEST LANCASHIRE .
A meeting of the Court of Governors of the West Lancashire Masonic Educational Institution was held recently at the Masonic Hall , Hope-street , Liverpool , under the chairmanship of Bro . John Cobham , one of the Vice-Presidents . The minutes of the previous meetings of the Court , the House Committee , and the
General Committee were confirmed . It was resolved to elect seven children on the educational foundation of the Institution , at an extra annual cost of £ 64 . It was further resolved that a boy who had lost both parents should be placed on the combined fund of the Charity ( including education , clothing , and -maintenance ) , as recommended by the General Committee . The proceedings closed with a vote of thanks to the Chairman .

Laying The Foundation Stone Of A New Masonic Hall.
LAYING THE FOUNDATION STONE OF A NEW MASONIC HALL .
For some years past the Freemasons of Falmouth have felt that a new and more commodious lodge-room than the one they at present occupy in the Royal Hotel was urgently required , and they consequently took steps for the erection of a new Masonic Hall . A suitable site was obtained at
the rear of the new Savings Bank , and plans were drawn by Mr . J . A . Tregelles , of London , and duly sanctioned by the lodge and the Corporation . The contract was let to Messrs . J . and G . Kelway for £ 750 . The price of the site and other expenses will bring the total cost of the scheme to about £ 1200 . A Building Committee was formed , which has worked with great energy and perseverance . Bro .
Reed , the W . M . of No . 75 , has throughout shown himself most devoted to the work in hand . The foundation-stone of the new hall was laid on the 2 nd inst ., by Bro . Sir Chas . Graves-Sawle , Bart ., Dep . P . G . M ., with simple but imposing ceremony . The event created a great amount of interest in Falmouth , and as the long procession of brethren wended its way from the Town Hall to the site of the new
building the streets were thronged with a very large concourse of spectators . The gathering of Masons was greater than was anticipated , thus showing the sympathy felt among the Craft towards the Falmouth brethren in their endeavour to procure for themselves a more exclusive and commodious meeting place . The new hall will be ready for occupation at Christmas .
Lodge Love and Honour , No . 75 , Falmouth , assembled at the Town Hall at noon , Bro . G . H . B . Reed , R . N ., in the chair . The lodge having been opened in due form , the Deputy P . G . M . and the brethren of the Prov . Grand Lodge were received in a most cordial manner . Bro . Sir Charles Graves-Sawle having taken the Master ' s chair , and Bro . the Hon . and Rev . j . T . Boscawen , that of the
S . W ., the D . P . G . M . nominated Bro . G . W . Mitchell to the chair of the J . W . Bro . Reed , W . M . 75 , then presented the Deputy P . G . M . with the Grand Lodge dispensation referring to the ceremonies of the day . The Deputy P . G . M . accepted the same , and expressed on behalf of the P . G . M ., the Earl of Mount Edgcumbe , his lordship's great regret at not being able to be present . The procession was
then formed . As it passed slowly along the thoroughfares it presented a very striking appearance , all the brethren being in full regalia . The band of H . M . S . Ganges ( under the leadership of Bro . G . W . Bishop ) led the way , playing the well-known Masons' march . Then followed the Tyler of Lodge Love and Honour , Bro . W . Rusden , with the drawn sword , succeeded by Bro . T . Howell carrying the
banner of the lodge . The visiting brethren came next , with the members of No . 75 not in office and its Past Masters . The Secretary , Bro . W . Anderson , carried the Constitutions , and the Treasurer , Bro . W . F . Newman , the vial containing coins , records , & c , to be deposited underneath the stone . After these marched the officers of the Prov . Grand Lodge , together with Bro . H . Tilly , the Chairman
of the Building Committee , who carried the plans . Next came Bro . R . Carter , P . M . 75 , carrying the vessel containing oil , and the J . W ., Bro . S . Tresidder , jun ., with the Corinthian light . Then followed the P . G . J . W ., Bro . Michell , with the plumb rule ; Bro . W- D . Rogers , P . M . 75 , with the vessel containing wine ; and the S . W ., Bro . Carne , with the Doric light . Bro . the Hon . and Rev . J . T .
Boscawen , with the level , preceded Bro . G . T . Olver , J . D . 75 , who was followed by Bro . the Rev . W . H . Bloxsome , Prov . G . Chap ., with the V . S . L . Bro . Michael Little , a P . M . of 75 , was the bearer of the [ cornucopia containing corn , Bro . W . H . B . Reed , the W . M . of Love and Honour , accompanying him with the Ionic light . The procession
was brought up by the W . Dep . Prov . G . M ., Bro . Sir C . Graves-Sawle , who was supported by two Stewards , Bros . Dinner and Edney , and followed by the S . D . of No . 75 , Bro . Dunn , and the Deputy I . G ., Bro . May , with drawn sword . Bro . G . T . Olver acted as Director of Ceremonies , and carried out his arduous duties in a highly satisfactory
manner . In front of the new Savings Bank flags were hoisted in honour of the occasion , and within the enclosure a large quantity of bunting gave colour and animation to the scene . In addition to the very large concourse of Freemasons , there was a large number of ladies and gentlemen present
to witness the ceremony . The foundation stone occupied a prominent position -and the proceedings were seen to much advantage by all pr ent . The stone—a beautiful piece of polished granite , supplied by Messrs . Freeman and Son , Penryn—bore the following inscription :

, on Building Committee and Lodge Love and Honour , to express the high appreciation of the lodge at the presence of the Deputy Provincial Grand Master there that day . ( Applause . ) In the year 18 7 S the first decided movement was made by the Freemasons of Falmouth with a view to removing from their ancient quarters and seeking a new abode . He might say that that decision was arrived at in consequence of the opinion expressed
by the Provincial Grand Master that it was not desirable , for various good and weighty reasons , that Masonic lodges should continue to meet at public hotels . ( Hear , hear . ) They thought that such an expression of opinion on the part of their Provincial Grand Master amounted to a request , especially as it came from one who had administered t n- alLpr ? T Vlnce , S 0 lon S > wisely , and so well as had the Right Hon . the Earl of Mount Edgcumbe . ( Applause . )
During the time which had elapsed they had had several sites for a lodge under their consideration , and difficulties had occurred with regard to the tenure , and iprice , and other matters . But at length an opportunity presented itself of acquiring that site in conjunction with the trustees of the Falmouth Savings Bank . The site had considerable advantages . Economy in the purchase money was one , as the site cost only £ 300 . It was a freehold tenureand was
, situate in the mam street of the town ; and although in the rear " of the Savings Bank , still for all practical purposes it was as valuable to the Craft as though the front building were the lodge building , because they had arranged that their Masonic emblems should be sculptured on a pediment immediately over the entrance to the main building . The building itself , he hoped , would not be thought too ambitious , but he thought it would commend itself to them as being
sufficiently commodious and suitable for lodge purposes . Having described the various offices and ante-rooms in connection with the building , Mr . Tilly spoke of the lodge room itself and said it was 55 feet long by 30 feet in width . ' 1 hus it would be seen that there would be every convenience for carrying out the mysteries of the brotherhood , and ensuring that the business of the Craft should be at all times according to their formula , "begun in orderconducted in
, peace , and closed in harmony . " ( Hear , hear . ) Their Maaonic Institution was one that inculcated the purest benevolence and the most disinterested fellowship , and while they truly followed out their professions they need never fear what any foreign Potentate might say , they need never fear any Papal bull —( hear , hear)—or the thunderings of the Vatican —( loud applause)—because they were conscious of the rectitude ot their purpose , and felt confident
that amongst the subjects of her Most Gracious Majesty the Queen there were none to be found more loyal or law abiding than the Free . and Accepted Masons . ( Renewed Applause . ) Bro . TILLY then presented the VVorshipful Deputy Prov . Grand Master with a beautiful silver trowel , which bore a suitable inscription , and requested him to well and truly lay and level the foundation-stone of the building , in accordance with their ancient rites . He also presented to
the D . P . G . M ., Bro . W . H . Dunstan , an able Past Master of the lodge and clerk of the works , representing the architect , and Bro . Kelway , the builder , who had recently been initiated into their lodge . He felt confident these brethren would raise a superstructure perfect in all parts and honourable to the builder . ( Applause . ) Bra . DUNSTAN explained the plans of the building to the D . P . G . M ., and expressed the hope that Sir Charles
would be present at the opening of the new hall . ( Hear , hear . ) Bro . W . F . NEWMAN presented the D . P . G . M . with a vial containing coins and records , which was deposited underneath the stone . The working tools having been presented as required , the stone was laid in Masonic style by the Deputy Prov . Grand Master . Bro . R . Carter presented the oilBro .
, Rogers the wine , and Bro . Little the corn . The oil and wine having been poured , and the corn scattered on the stone , it was declared well and truly laid by the D . P . G . M . While the actual ceremony of laying the stone was going on the band played slow music . Bro . the Rev . W . H . BLOXSOME having pronounced the benediction , a photograph of the company was taken by Mr . Harrison , of Falmouth .
The DEPUTY PROV . GRAND MASTER said he must congratulate the Falmouth lodge on that most auspicious day . He referred to thc number of ladies present to witness the ceremony , and humorously remarked that although they were not yet admitted into the mysteries of the Craft , these were times of great progress , and they did not know what might happen with regard to the admission of ladies to Freemasonry in the future . iXauchter . 1 He wished
the Lodge of Love and Honour a long life of prosperity . Under the auspicious rule of their most excellent Provincial Grand Master , the Earl of Mount Edgcumbe , Freemasonry was increasing to a large extent in Cornwall , and he hoped the Falmouth lodge would hold its own with the other lodges in making due progress . ( Applause . ) The ceremony concluded with the singing of the National Anthem , after which the procession was re-formed , and the
brethren returned to the lodge at the town hall . The brethren subsequently partook of an elegant luncheon at the Royal Hotel , provided by Bro . R . Carter . The chair was occupied by the D . P . G . M ., Sir Charles Sawle . The whole of the day's proceedings passed off without the slightest detracting circumstance , and the Falmouth brethren are to be heartily congratulated on the auspicious manner in which their new hall has been commenced .

Laying The Foundation Stone Of A New Masonic Hall.
LAYING THE FOUNDATION STONE OF A NEW MASONIC HALL .
For some years past the Freemasons of Falmouth have felt that a new and more commodious lodge-room than the one they at present occupy in the Royal Hotel was urgently required , and they consequently took steps for the erection of a new Masonic Hall . A suitable site was obtained at
the rear of the new Savings Bank , and plans were drawn by Mr . J . A . Tregelles , of London , and duly sanctioned by the lodge and the Corporation . The contract was let to Messrs . J . and G . Kelway for £ 750 . The price of the site and other expenses will bring the total cost of the scheme to about £ 1200 . A Building Committee was formed , which has worked with great energy and perseverance . Bro .
Reed , the W . M . of No . 75 , has throughout shown himself most devoted to the work in hand . The foundation-stone of the new hall was laid on the 2 nd inst ., by Bro . Sir Chas . Graves-Sawle , Bart ., Dep . P . G . M ., with simple but imposing ceremony . The event created a great amount of interest in Falmouth , and as the long procession of brethren wended its way from the Town Hall to the site of the new
building the streets were thronged with a very large concourse of spectators . The gathering of Masons was greater than was anticipated , thus showing the sympathy felt among the Craft towards the Falmouth brethren in their endeavour to procure for themselves a more exclusive and commodious meeting place . The new hall will be ready for occupation at Christmas .
Lodge Love and Honour , No . 75 , Falmouth , assembled at the Town Hall at noon , Bro . G . H . B . Reed , R . N ., in the chair . The lodge having been opened in due form , the Deputy P . G . M . and the brethren of the Prov . Grand Lodge were received in a most cordial manner . Bro . Sir Charles Graves-Sawle having taken the Master ' s chair , and Bro . the Hon . and Rev . j . T . Boscawen , that of the
S . W ., the D . P . G . M . nominated Bro . G . W . Mitchell to the chair of the J . W . Bro . Reed , W . M . 75 , then presented the Deputy P . G . M . with the Grand Lodge dispensation referring to the ceremonies of the day . The Deputy P . G . M . accepted the same , and expressed on behalf of the P . G . M ., the Earl of Mount Edgcumbe , his lordship's great regret at not being able to be present . The procession was
then formed . As it passed slowly along the thoroughfares it presented a very striking appearance , all the brethren being in full regalia . The band of H . M . S . Ganges ( under the leadership of Bro . G . W . Bishop ) led the way , playing the well-known Masons' march . Then followed the Tyler of Lodge Love and Honour , Bro . W . Rusden , with the drawn sword , succeeded by Bro . T . Howell carrying the
banner of the lodge . The visiting brethren came next , with the members of No . 75 not in office and its Past Masters . The Secretary , Bro . W . Anderson , carried the Constitutions , and the Treasurer , Bro . W . F . Newman , the vial containing coins , records , & c , to be deposited underneath the stone . After these marched the officers of the Prov . Grand Lodge , together with Bro . H . Tilly , the Chairman
of the Building Committee , who carried the plans . Next came Bro . R . Carter , P . M . 75 , carrying the vessel containing oil , and the J . W ., Bro . S . Tresidder , jun ., with the Corinthian light . Then followed the P . G . J . W ., Bro . Michell , with the plumb rule ; Bro . W- D . Rogers , P . M . 75 , with the vessel containing wine ; and the S . W ., Bro . Carne , with the Doric light . Bro . the Hon . and Rev . J . T .
Boscawen , with the level , preceded Bro . G . T . Olver , J . D . 75 , who was followed by Bro . the Rev . W . H . Bloxsome , Prov . G . Chap ., with the V . S . L . Bro . Michael Little , a P . M . of 75 , was the bearer of the [ cornucopia containing corn , Bro . W . H . B . Reed , the W . M . of Love and Honour , accompanying him with the Ionic light . The procession
was brought up by the W . Dep . Prov . G . M ., Bro . Sir C . Graves-Sawle , who was supported by two Stewards , Bros . Dinner and Edney , and followed by the S . D . of No . 75 , Bro . Dunn , and the Deputy I . G ., Bro . May , with drawn sword . Bro . G . T . Olver acted as Director of Ceremonies , and carried out his arduous duties in a highly satisfactory
manner . In front of the new Savings Bank flags were hoisted in honour of the occasion , and within the enclosure a large quantity of bunting gave colour and animation to the scene . In addition to the very large concourse of Freemasons , there was a large number of ladies and gentlemen present
to witness the ceremony . The foundation stone occupied a prominent position -and the proceedings were seen to much advantage by all pr ent . The stone—a beautiful piece of polished granite , supplied by Messrs . Freeman and Son , Penryn—bore the following inscription :

, on Building Committee and Lodge Love and Honour , to express the high appreciation of the lodge at the presence of the Deputy Provincial Grand Master there that day . ( Applause . ) In the year 18 7 S the first decided movement was made by the Freemasons of Falmouth with a view to removing from their ancient quarters and seeking a new abode . He might say that that decision was arrived at in consequence of the opinion expressed
by the Provincial Grand Master that it was not desirable , for various good and weighty reasons , that Masonic lodges should continue to meet at public hotels . ( Hear , hear . ) They thought that such an expression of opinion on the part of their Provincial Grand Master amounted to a request , especially as it came from one who had administered t n- alLpr ? T Vlnce , S 0 lon S > wisely , and so well as had the Right Hon . the Earl of Mount Edgcumbe . ( Applause . )
During the time which had elapsed they had had several sites for a lodge under their consideration , and difficulties had occurred with regard to the tenure , and iprice , and other matters . But at length an opportunity presented itself of acquiring that site in conjunction with the trustees of the Falmouth Savings Bank . The site had considerable advantages . Economy in the purchase money was one , as the site cost only £ 300 . It was a freehold tenureand was
, situate in the mam street of the town ; and although in the rear " of the Savings Bank , still for all practical purposes it was as valuable to the Craft as though the front building were the lodge building , because they had arranged that their Masonic emblems should be sculptured on a pediment immediately over the entrance to the main building . The building itself , he hoped , would not be thought too ambitious , but he thought it would commend itself to them as being
sufficiently commodious and suitable for lodge purposes . Having described the various offices and ante-rooms in connection with the building , Mr . Tilly spoke of the lodge room itself and said it was 55 feet long by 30 feet in width . ' 1 hus it would be seen that there would be every convenience for carrying out the mysteries of the brotherhood , and ensuring that the business of the Craft should be at all times according to their formula , "begun in orderconducted in
, peace , and closed in harmony . " ( Hear , hear . ) Their Maaonic Institution was one that inculcated the purest benevolence and the most disinterested fellowship , and while they truly followed out their professions they need never fear what any foreign Potentate might say , they need never fear any Papal bull —( hear , hear)—or the thunderings of the Vatican —( loud applause)—because they were conscious of the rectitude ot their purpose , and felt confident
that amongst the subjects of her Most Gracious Majesty the Queen there were none to be found more loyal or law abiding than the Free . and Accepted Masons . ( Renewed Applause . ) Bro . TILLY then presented the VVorshipful Deputy Prov . Grand Master with a beautiful silver trowel , which bore a suitable inscription , and requested him to well and truly lay and level the foundation-stone of the building , in accordance with their ancient rites . He also presented to
the D . P . G . M ., Bro . W . H . Dunstan , an able Past Master of the lodge and clerk of the works , representing the architect , and Bro . Kelway , the builder , who had recently been initiated into their lodge . He felt confident these brethren would raise a superstructure perfect in all parts and honourable to the builder . ( Applause . ) Bra . DUNSTAN explained the plans of the building to the D . P . G . M ., and expressed the hope that Sir Charles
would be present at the opening of the new hall . ( Hear , hear . ) Bro . W . F . NEWMAN presented the D . P . G . M . with a vial containing coins and records , which was deposited underneath the stone . The working tools having been presented as required , the stone was laid in Masonic style by the Deputy Prov . Grand Master . Bro . R . Carter presented the oilBro .
, Rogers the wine , and Bro . Little the corn . The oil and wine having been poured , and the corn scattered on the stone , it was declared well and truly laid by the D . P . G . M . While the actual ceremony of laying the stone was going on the band played slow music . Bro . the Rev . W . H . BLOXSOME having pronounced the benediction , a photograph of the company was taken by Mr . Harrison , of Falmouth .
The DEPUTY PROV . GRAND MASTER said he must congratulate the Falmouth lodge on that most auspicious day . He referred to thc number of ladies present to witness the ceremony , and humorously remarked that although they were not yet admitted into the mysteries of the Craft , these were times of great progress , and they did not know what might happen with regard to the admission of ladies to Freemasonry in the future . iXauchter . 1 He wished
the Lodge of Love and Honour a long life of prosperity . Under the auspicious rule of their most excellent Provincial Grand Master , the Earl of Mount Edgcumbe , Freemasonry was increasing to a large extent in Cornwall , and he hoped the Falmouth lodge would hold its own with the other lodges in making due progress . ( Applause . ) The ceremony concluded with the singing of the National Anthem , after which the procession was re-formed , and the
brethren returned to the lodge at the town hall . The brethren subsequently partook of an elegant luncheon at the Royal Hotel , provided by Bro . R . Carter . The chair was occupied by the D . P . G . M ., Sir Charles Sawle . The whole of the day's proceedings passed off without the slightest detracting circumstance , and the Falmouth brethren are to be heartily congratulated on the auspicious manner in which their new hall has been commenced .
