nothing more was desired b y the devoteesof Terpsichore to spend a most enjoyable evening , and when the close came all were very sorry the time was so short , and the company separated with mutual congratulations on the enjoyment of the evening , it evidentl y being one of the most successful dances of the lodge . The W . M . and S . W . were most energetic during the evening , so that happiness and goodwill should' on this , as on all occasions , be united .

Alter "The Health of her Majesty theOueen" had been proposed , Bro . COCHRANE said : I now propose the toast of the evening , namely , that of " Bro . Westley , the Preceptor of the Neptune Lodge of Instruction . " Every one present has been taught by him , and he is one of the best known and beloved Masons in the South of London , where every Mason knows his genial and brotherly kindness . We
thought that to show our appreciation of this , the best thing we could do would be to vote him a sum of money from the funds of the lodge on his going up as a Steward for the Old People . But the difficulty was how to do it without his knowledge , his attendance at the lodge being so regular . However , one evening he was absent , and the following resolution was proposed and carried unanimously ( extract
from the minutes of ist February , 1 S 92 ) : " It was proposed b y Bro . Cochrane , and seconded by Bro . Folkard , 't ' £ , 5 5 s - he voted to Bro . Westley for one of the Charities , he being about to go up as Steward , and that with this object By-law No . 14 be suspended . This was earned unanimously in recognition of Bro . Westley's great services to the lodue , and of his genial and untiring help
to all of the members . " In addition to this some of the brethren held a meeting after the lodge was closed , and the [ " ( lowing resolution was proposed and carried unanimously -. " I hat the sum of £ 5 5 s . be subscribed in sums limited to >> for the purpose of being presented to Uro . Westley on his going up as a Steward for one of the Masonic Charities in recognition of his valuable services , and as a mark of

Cochrane , " and said : As the Christy Minstrels arc not expected to perforin out of London , so the Grand Treasurer is not expected to perform out of Grand Lodge , but in the present case I am certain that it will be excused I have to propose the health of Bro . Cochrane . Bro . Cochrane , in proposing his health , told you that Bro .
Westley was endued with all the geniality and all of the virtues of Freemasonry . With regard to Bro . Cochrane , you can siy ditto . There is no better man or Mason than Bro . Cochrane . He is an ornament to the Craft , and South London could not now do without him . Everyone who takes an interest in Freemasonry will agree with me in wishing him a long life to carry out the duties he so ably performs . In his presence I cannot say half that which I
would say if he were not here . Bro . COCHRANE , in response , said : I thank Bro . Everett for his kind words , and the brethren for the way in which my health has been drunk . I have been on this side of the water about three years , and when I came I regretted that I had left at the West-end all my old friends with whom I had associated for 20 years , but 1 found after I had lived
here a few weeks , the Neptune Lodge of Instruction . Last year I was , I am proud to say , voted on the Board of General Purposes at the top of the list of Past Masters , greatly through the assistance of the brethren of the South of London . On the evening of my election there were many there present from the East and from the West who
congratulated me when the result was announced , and Colonel Clerke ( peace to his memory ) joined heartily in those congratulations on the honour conferred upon me . I thank you sincerely for the manner in which you have drunk my health . You may feel assured that if for the good of Freemasonry you ask me to go here or come there I will do it . Some very good songs were given by the brethren .

WEST LANCASHIRE MASONIC EDUCATIONAL INSTITUTION .
Under the Chairmanship of Bro . Dr . J . Kellett Smith , P . P . G . R ., one of the Vice-Presidents , a meeting of the Court of Governors of the West Lancashire Masonic Educational Institution was held on the 4 th instant at the Masonic Hall , Hope-street , Liverpool .
The minutes of previous Courts and of the General Committee were approved , and the election of over 20 children for the benefits of the Institution , recommended by the General Committee , were confirmed , several others being placed on the Combined Fund , which includes education , maintenance , and clothing . The report of the Committee of Charity , issued for
the lirst time , was as follows : " In presenting the report for the year 1 S 91 your Committee find cause for great satisfaction in the continued success and usefulness of the Institution . The important scheme of free education as instituted by the State has not materially affected the class of children with whom we are brought into contact , and , however far the system
may be advanced , we feel sure that a great work will always be open to this Institution in supporting the necessitous , and affording higher class education to those children who are found capable of receiving it . The number of children at present on the foundation is 209 . of whom 13 are on the Combined Fund , and are receiving entire maintenance . The number
admitted during the year was 24 on the Educational , and three on the Combined Fund , whilst grants were made to six children ( who had previously been on the foundation ) lor advancement in life . These numbers will , however , be exceeded this year , as the General Committee has alread y recommended for election at the Court of Governors 24 children on the Educational
Fund , two on the Combined rund , and three grants for advancement ; in addition to which petitions are in course of preparation 011 behalf of other children . The income derived from donations and subscriptions for 1891 amounted to i , ' l 2 ii > ' js . 3 d ., being . £ 1 ( 04 10 s . 4 d . less than the year 1 S 90 . This decrease is well accounted for by the special efforts made on behalf ol
the Royal Masonic Institution for Boys ( London ) , towards which the brethren and lodges of West Lancashire subscribed the magnificent sum of , £ 613 ( 0 13 s . 4 d . A province capable of such an effort may safely be relied upon to render adequate support to its own local Educational Institution . The 41 st annual ball , under the Chairmanship of Bro . Jas . de Bels Adam , with Bros .
G . A . Harradon and E . R . Latham acting as Treasurer and Secretary respectively , realised the handsome profit of . £ 420 12 s . 4 d ., being the largest amount ever received from this source . We regret that Bro . Capt . John Macnab has been unable to again accept the position of Honorary Secretary . B y his retirement the Institution has been deprived of a very energetic and
able officer , but we have no doubt that the brother appointed to fulfil the office ( Bro . W . E . Coxon ) will prove a worthy successor . A reference to the lists of donations in this report will at once show tho hearty support accorded to this Institution by a great majority of the lodges in West Lancashire , but it is to be regretted that no fewer than 36 lodges appear with ' No
return ' opposite their names . We trust this number will be considerably reduced in our next issue , and we earnestly appeal to every Worshipful Master in the province to assist in enlisting the active sympathy of the brethren of their respective lodges on behalf of the fatherless , and as this Institution has never yet been
compelled to refuse its aid to deserving applicants , we trust that it may be enabled to continue and extend the good work to the benefit of present and future generations . " After the transaction of other business , the proceedings closed with a vote of thanks to Bro . Dr . Smith for presiding .

congratulated me when the result was announced , and Colonel Clerke ( peace to his memory ) joined heartily in those congratulations on the honour conferred upon me . I thank you sincerely for the manner in which you have drunk my health . You may feel assured that if for the good of Freemasonry you ask me to go here or come there I will do it . West Lancashire Masonic Educational Institution.
WEST LANCASHIRE MASONIC EDUCATIONAL INSTITUTION .
Under the Chairmanship of Bro . Dr . J . Kellett Smith , P . P . G . R ., one of the Vice-Presidents , a meeting of the Court of Governors of the West Lancashire Masonic Educational Institution was held on the 4 th instant at the Masonic Hall , Hope-street , Liverpool .
The minutes of previous Courts and of the General Committee were approved , and the election of over 20 children for the benefits of the Institution , recommended by the General Committee , were confirmed , several others being placed on the Combined Fund , which includes education , maintenance , and clothing . The report of the Committee of Charity , issued for
the lirst time , was as follows : " In presenting the report for the year 1 S 91 your Committee find cause for great satisfaction in the continued success and usefulness of the Institution . The important scheme of free education as instituted by the State has not materially affected the class of children with whom we are brought into contact , and , however far the system
may be advanced , we feel sure that a great work will always be open to this Institution in supporting the necessitous , and affording higher class education to those children who are found capable of receiving it . The number of children at present on the foundation is 209 . of whom 13 are on the Combined Fund , and are receiving entire maintenance . The number
admitted during the year was 24 on the Educational , and three on the Combined Fund , whilst grants were made to six children ( who had previously been on the foundation ) lor advancement in life . These numbers will , however , be exceeded this year , as the General Committee has alread y recommended for election at the Court of Governors 24 children on the Educational
Fund , two on the Combined rund , and three grants for advancement ; in addition to which petitions are in course of preparation 011 behalf of other children . The income derived from donations and subscriptions for 1891 amounted to i , ' l 2 ii > ' js . 3 d ., being . £ 1 ( 04 10 s . 4 d . less than the year 1 S 90 . This decrease is well accounted for by the special efforts made on behalf ol
the Royal Masonic Institution for Boys ( London ) , towards which the brethren and lodges of West Lancashire subscribed the magnificent sum of , £ 613 ( 0 13 s . 4 d . A province capable of such an effort may safely be relied upon to render adequate support to its own local Educational Institution . The 41 st annual ball , under the Chairmanship of Bro . Jas . de Bels Adam , with Bros .
G . A . Harradon and E . R . Latham acting as Treasurer and Secretary respectively , realised the handsome profit of . £ 420 12 s . 4 d ., being the largest amount ever received from this source . We regret that Bro . Capt . John Macnab has been unable to again accept the position of Honorary Secretary . B y his retirement the Institution has been deprived of a very energetic and
able officer , but we have no doubt that the brother appointed to fulfil the office ( Bro . W . E . Coxon ) will prove a worthy successor . A reference to the lists of donations in this report will at once show tho hearty support accorded to this Institution by a great majority of the lodges in West Lancashire , but it is to be regretted that no fewer than 36 lodges appear with ' No
return ' opposite their names . We trust this number will be considerably reduced in our next issue , and we earnestly appeal to every Worshipful Master in the province to assist in enlisting the active sympathy of the brethren of their respective lodges on behalf of the fatherless , and as this Institution has never yet been
compelled to refuse its aid to deserving applicants , we trust that it may be enabled to continue and extend the good work to the benefit of present and future generations . " After the transaction of other business , the proceedings closed with a vote of thanks to Bro . Dr . Smith for presiding .
