He was exalted in the Royal Arch Chapter of Good Will , No . 711 , in 1 S 79 , and was one of the first members of the Spes Bona Mark Lodge of Port Elizabeth , and was advanced to that Degree in 1881 . He is now S . W . of the Spes Bona Mark Lodge , and is District Grand Chaplain of the District Grand Mark Lodge in South Africa . Bro . the Rev . Dr . Wirgman is an old colonist , for he came to South Africa in 1874 as Vice Principal of St . Andrew's
College , Grahamstown , and in 1875 he became rector of St . Mary's , Port Elizabeth . He graduated in 18 70 B . A . ( classical and theological honours ) at Cambridge , where he was a foundation scholar of Magdalene College . Hebecame M . A . in 18 73 , and graduated as B . D . in 1893 , upon the qualification of his book on the Canon law of the English and Colonial Churches , which was published under the title of "The Chuich and the Civil Power . " Bro . Dr . Wirgman was ordained in 1870 , and served for four years in the diocese of Lichfield under the
late Bishop Selwyn . Bro . Dr . Wirgman has been much occupied in literary work for the past 20 years , and is the author of several well-known theological works . His best known work is his " History of the Prayer Book , " which rapidly passed through three editions , and was the cause of his receiving the honorary degree ol D . C . L . from the Church University of the South , U . S . A ., in 1878 . He has also published three volumes of sermons , and has * just brought out a " History of the English Church and People in South Africa , " which has had a rapid sale . For
some years Bro . Dr . Wirgman was editor of the Southern Cross , the newspaper organ of the English Church in South Africa . The total destruction of St . Mary ' s Collegiate Church by fire last March caused deep sympathy to be expressed for Bro . Dr . Wirgman , wbo had for over 20 years been Rector , and his Masonic brethren gathered round him in strong force at the recent meeting of the District Grand Lodge in Port Elizabeth , when the D . G . M ., Bro . Dr . C . J . Egan , laid the memorial stone of the fabric which is being rebuilt and restored . An account of the proceedings will be found in another column .

HEDGES , the Secretary announced that to one of those Committees the gratifying intelligence had been communicated that the Earl of Yarborough , R . VV . Provincial Grand Mister of Lincolns'iire , would preside at the 108 th Anniversary Festival of the Institution in Miy , 1896 .
Bro . Sir J . B . MOXCKTON , P . G . W ., moved — " That one further vacanc / ( making 18 in all ) be declared for the October election in consequence of the withdrawal of Mabel Margaret Vale from the Institulion . " He said he thought it rig ht that he should stale the reason why that child was withdrawn from the Institution , because it was a very happy cause . The mother of the girl had mairied again , and the marriage was a
very fortunate one . She was now able to support an . l educate her daughter , and she did not consider it right that the presence of the girl in the School should keep out of it another child who was not so fortunate . She , therefore , withdrew her witn tne consent of lhe Committee , and he hoped it would be both for the benefit of the mother and for that of the child . ( Hear , hear . )

The lodge was opened in usual form , and the minutes of the previous meeting were read and conlirmed . The lodge was opened in the Second Degree , and Bro . Thwaites having offered himself as a candidate' . for raising , was therefore examined and entrusted . The lodge was opened in the Third Degree , and the ceremony of raising was rehearsed . The lodge was resumed to the First Degree , and callod oft . When called on again , Bro . R . il . Williams worked the 4 th Section of the First Lecture , the questions being put by the Preceptor . Bro . A . H . Neville was elected VV . M . for the next meeting , and the Iodge was closed .

In the course of reading the summaries of minutes ol General Committees for information , Bro . HEDGES , the Secretary announced that to one of those Committees the gratifying intelligence had been communicated that the Earl of Yarborough , R . VV . Provincial Grand Mister of Lincolns'iire , would preside at the 108 th Anniversary Festival of the Institution in Miy , 1896 .
Bro . Sir J . B . MOXCKTON , P . G . W ., moved — " That one further vacanc / ( making 18 in all ) be declared for the October election in consequence of the withdrawal of Mabel Margaret Vale from the Institulion . " He said he thought it rig ht that he should stale the reason why that child was withdrawn from the Institution , because it was a very happy cause . The mother of the girl had mairied again , and the marriage was a
very fortunate one . She was now able to support an . l educate her daughter , and she did not consider it right that the presence of the girl in the School should keep out of it another child who was not so fortunate . She , therefore , withdrew her witn tne consent of lhe Committee , and he hoped it would be both for the benefit of the mother and for that of the child . ( Hear , hear . )
M-o . FRANK RICHARDSON , P . G . D ., seconded the motion , w . uch was put by the Chairman , and carried . The Scrutineers of votes were then nominated , and the brethren proceeded to elect 18 girls into the School from a litt of 34 approvid candidates .
