The Grand Lodge having been opened in due form , the minutes of the last regular Prov . Grand Lodge were read and confirmed . The balance-sheet was submitted , showing a very satisfactory balance of £ 436 4 s . The report was , " on the motion of the D . P . G . M ., Bro . W . W . HICKMAN , unanimously adopted . W . Bro . A . L . EMANUEL , P . G . J . D ., proposed , and the
D . P . G . M . seconded , the re-election of W . Bro . M . E . Frost as Prov . Grand Treasurer , the D . P . G . M . speaking of the very satisfactory and efficient manner in which W . Bro . Frost had always fulfilled the office . The resolution was carried unanimously . W . Bro . FROST suitably acknowledged the compliment , thanking the brethren for the honour that had again been conferred upon him . The D . P . G . M . said that the Committee which had been
elected to frame the bye-laws , & c , for the Provincial Grand Lodge had completed their task ; they were now being printed , and proof sheets would be sent to all the lodges in the province , so that they might be well debated and considered upon . After that he proposed asking the R . W . P . G . M ., Bro . W . W . B . Beach , M . P ., to convene a special meeting of the Grand Lodge , so tliat the brethren of that lodge could discuss the bye-laws , and give them that
attention which the importance demanded . The P . G . M . said he would be happy to comply with the request , ahd arrange for holding the same in the winter . In the meantime the proofs would be ably considered by the lodges , and the brethren would be in a good position to offer any suggestions anent them . The Prov . Grand Master then appointed and invested the Provincial Grand Officers for the ensuing year in the following order :

Ihe PROV . GRAND MASTER said that he had a very pleasing duty dciolving upon him , in expressing in his own name , and all of those present , the sentiment entertained to a brother who had faithfully served the province in one of its highest offices for so long , and who had during that time given every satisfaction . He meant Wor . Bro . Le Feuvre , who had filled the impoitant and onerous position of Prov . Grand Secretary for some years past . ( Cheers . )
Bro . Le Feuvre had also secured the respect and esteem of the Grand Lodge , with which he was immediately associated , and that of thewholeof the provincial brethren . As most of those present no doubt were aware the office was a pcculiai Iy onerous one , and it was no easy work for a brother to do ; and if the laws by whirb they were governed allowed the appointment of two Si cretaries there would be plenty of work for both . W . Brc . Le Feuvre had not merely
discharged his duties satisfactorily , but had brought to bear upon them an amount of zeal , ability , and true Masonic spirit which entitled him to the hearty thanks of all Masons . It was the Prov . Grand Master ' s duly and pleasure to announce that the brethren had recognised Bin . Le Feuvre's services , and it was the speaker ' s pleasing duty to present Bro . " At a Grand Lodge of the above province , held at Andover on the 3 rd August , 1 SS 0 , it was unanimously resolved that Bro . Le Feuvre having expressed his regret at being compelled to retire from the office of Provincial Grand Secretary , not having now time at his disposal to fulfil the duties of that office , this lodge desire to record their appreciation of the valuable and efficient services rendered by him in that capacity for a period of ten years ,
by presenting him with this address , accompanied by a Masonic jewel , . and at the same time to express their fervent hope that his life may long be spared , and that the brethren may have the pleasure of meeting him on many future occasions . —( Signed ) "W . The , jewel having been placed on the breast of Bro . Le Feuvre by the Prov . Grand Master , the former replied in the following words : I wish I could believe myself entitled to the kind and flattering remarks you have made in presenting me with this jewel and much prized record of this day's proceedings . The kindness which I have received at your hands , R . W . Sir , and from every Mason in the province during the ten years I have acted as
Secretary will never be effaced from my memory . Called to active service in the province as I was on your succeeding to the post then lately held by Sir L . Curtis , it needed all the encouragement that could be given me by the late Bro . Stebbingand Bro . Hickman to assume duties of the onerous nature of which I had but little conception , and which I have endeavoured conscientiously to carry out , perhaps not with a great amount of success , but I am confident with
the full conviction ol my brother Masons that I was endeavouring to do my best , and that the errors which may have been committed were owing to want of ability rather than to want of heart . The work ot this province has largely increased since 1 S 69 , when you honoured me by placing the Prov . Grand Secretary's collar on my shoulders . There were then twenty-four lodges with 100 brethren , there are now thirty-six lodges and double the brethren . The
impetus given to Masonry by the installation of our present M . W . G . M ., H . R . H . the Prince of Wales , has necessarily extended to this province , and this to such an extent that new lodges which have been constituted during the past decade are now ready to send out their swarms in still younger lodges to propagate the principles of our Order . Finding , therefore , last year that the secretarial work of this province , added , to my ordinary business and public
engagements , seemed to impose too heavy a strain on me , it was with much satisfaction that I found you raised no difficulty in relieving me from my duties . The manner in which you have recognised my services has been deeply grateful to my feelings . This presentation and address was not needed . My labour has been one of love ; and it has been a source of extreme pleasure to me to enter into the circumstances of each individual lodge , and to feel that
it has been my happy lot from time to time to give some little assistance when difficulties have arisen . I was sure of your sympathy , I was deeply sensible of your forbearance as to my shortcomings , and your kind fraternal regard ; but having it 1 shall prize it to the last moment of my life . This address shall be shown with an honest pride to every
friend anil brother who may come within my cable bow ; its possession shall be an additional inducement to continue in that path which has earned me your appprobation , and forces me to assure you that no call shall be made on me by my brother Masons in the future which I will not respond to with the utmost readiness .
W . Bro . A . L . EMANUEL gave notice of a resolution to the effect that in future the subscriptions from this province to the Masonic Charities be increased to double the amount at present subscribed . The D . P . G . M . said that the new bye-laws would deal with the question of Charities . Sundry other business was transacted , and the Provincial Grand Lodge was closed in due form .
Ihe majority of those present at the Provincial Grand Lodge then adjourned to one of the rooms adjoining the Lecture Hall , and partook of a banquet . The R . W . P . G . M . having had to leave to attend some important business in the House of Commons , the D . P . G . M ., Bro . Hickman , presided .
After the removal of the cloth , the customary loyal and Masonic toasts were duly honoured . The D . P . G . M ., in proposing "The Health of H . R . H . Bro . the Prince of Wales , G . M . of England , " attributed to His Royal Highncss ' s connection with the Craft the rapid strides FYecmasonry had made in this country and its Colonies .
In proposing "The Health of the R . W . Provincial Grand Master , Bro . W . W . B . Beach , M . P ., " the CHAIRMAN said that it was an important engagement that took him away . Nothing but that would have prevented him remaining amongst them at the festive hoard . The fact was there was a troublesome Bill to be disposed of in the House —( laughter)—and in consequence of that Bill being unexpectedly advanced a stage , the R . W . P . G . M . had had to
proceed to London , even before the Provincial Grand Lodge was closed . Bro . R . EVE , P . P . G . S . W ., proposed "The Health of the W . D . P . G . M ., Bro . W . Hickman , " and remarked that he had held that office for many years . I le held the position of Prov . Grand Secretary some twenty-one years ago , which he held until promoted to a higher office . There was no Mason in the province who had exhibited a stronger
desire to promote the interests of Freemasonry than Bro . Hickman . ( Applause . ) The CHAIRMAN , in responding , said that he had always met with nothing but kindness at the hands of the brethren , and if at times he had had to take part in investigations of an unpleasant character , lie was comforted by the reflection that all had been actuated by a true anil brotherly spirit . ( Cheers . ) It was impossible , he was
certain , to have a better Master than the one he had oyer him . Freemasonry was making some rapid strides ; was in a very flourishing position ; and the lodges had increased double since the present P . G . M . had held ofiice . ( Hear , hear . ) No less than four new lodges had been constituted ¦ luring the past year , making a total in the province ol
tmity-six . He hoped that four more would lie constituted during the next year , and the Prov . Grand Master could then appoint two additional Deacons . ( Hear , hear , and cheers ) . Bro . HEADI . EV proposed " The Visitors . " 'Ihc CHAIRMAN , in proposing "The Present and Past
Provincial Grand Lodge Of Hampshire And Isle Of Wight.
Wardens and Officers of the Province , " alluded in feeling terms to the loss the Craft had sustained by the death of W . Bro . H . M . Emanuel , P . G . W ., and said it was an oversight that that brother ' s name had not been mentioned in the Prov . Grand Lodge , but it would not be forgotten at the next special meeting .
VV . Bro . LE l'EUVRE , G . S . W ., responded . W . Bro . M . E . FROST also alluded to the deaths of Bro Joseph Gait , P . P . S . D ., and Bro . Hare , P . P . G . Registrar In responding for "The Masonic Charities , " W . Bro BINCKES made a powerful appeal for funds . The proceedings terminated shortly before seven o ' clock

The petition of a poor brother was received and the sum of ten guineas voted for his relief , and a letter was also read referring to proceedings at the Girls' School Committee . The Grand Lodge was then closed and the members proceeded to attend Divine service at the adjacent chur ch . The banquet was excellent , but the room was unpleasantly crowded . The usual toasts were dul y honoured , and a most successful gathering was pleasantly brought to a close .

PROVINCIAL . GRAND LODGE OF ESSEX .
The members of this province assembled , on Tuesday , under their respective banners , at the Public Hall , Southend-on-Sea . There was a strong attendance , each of the nineteen lodges which make up the roll being well represented . Lord Tenterden was supported by his Deputy
Grand Master , W . Bro . t'red . A . Philbrick , O . C ., P . G . D ., and a strong body of Prov . Grand OfIicers 7 Present and Past , while many of the neighbouring provinces were likewise represented . The Great Eastern and the Tilbury and Southend Rail nay Companies had made special arrangements for the convenience of brethren who were desirous of attending , and it was satisfactory to know that these arrangements
were appreciated . Provincial Grand Lodge was opened at two o'clock , under the presidency of the Provincial Grand Master , the Right Hon . the Lord Tenterden , K . C . B . After the Prov . Grand Master had been saluted , the Prov . Grand Secretary , Bro . T . J . RALLING , read the minutes of last Prov . Grand Lodge , which were duly confirmed .
Letters , expressing regret at inability to attend , were read from Bros . Lord Waveney , Prov . Grand Master Suffolk ; the Rev . Charles J . Martyn , D . G . M . Suffolk ; Matthew Clark ; the Viscount Holmesdale , Prov . Grand Master Kent ; Rev . C . J . Arnold , Deputy Prov . Grand Master Surrey , and others . The roll of lodges was then called over , and the amount
of contributions and numbers of subscribers in each were announced . This gave a total membership of S 96 against S 73 at the corresponding period last year—thus snowing an increase of twenty-three for the twelve months . A preliminary meeting for the purpose of auditing the Treasurer ' s accounts had been held previous to the
assembling of Grand Lodge ; it therefore now became necessary for the Auditois to make their report . This showed the monetary condition of the province was on a sound basis , with a balance of close upon a hundred pounds in hand . Ihe PROV . GRAND MASTER said that he had a very pleasing duty dciolving upon him , in expressing in his own name , and all of those present , the sentiment entertained to a brother who had faithfully served the province in one of its highest offices for so long , and who had during that time given every satisfaction . He meant Wor . Bro . Le Feuvre , who had filled the impoitant and onerous position of Prov . Grand Secretary for some years past . ( Cheers . )
Bro . Le Feuvre had also secured the respect and esteem of the Grand Lodge , with which he was immediately associated , and that of thewholeof the provincial brethren . As most of those present no doubt were aware the office was a pcculiai Iy onerous one , and it was no easy work for a brother to do ; and if the laws by whirb they were governed allowed the appointment of two Si cretaries there would be plenty of work for both . W . Brc . Le Feuvre had not merely
discharged his duties satisfactorily , but had brought to bear upon them an amount of zeal , ability , and true Masonic spirit which entitled him to the hearty thanks of all Masons . It was the Prov . Grand Master ' s duly and pleasure to announce that the brethren had recognised Bin . Le Feuvre's services , and it was the speaker ' s pleasing duty to present Bro . " At a Grand Lodge of the above province , held at Andover on the 3 rd August , 1 SS 0 , it was unanimously resolved that Bro . Le Feuvre having expressed his regret at being compelled to retire from the office of Provincial Grand Secretary , not having now time at his disposal to fulfil the duties of that office , this lodge desire to record their appreciation of the valuable and efficient services rendered by him in that capacity for a period of ten years ,
by presenting him with this address , accompanied by a Masonic jewel , . and at the same time to express their fervent hope that his life may long be spared , and that the brethren may have the pleasure of meeting him on many future occasions . —( Signed ) "W . The , jewel having been placed on the breast of Bro . Le Feuvre by the Prov . Grand Master , the former replied in the following words : I wish I could believe myself entitled to the kind and flattering remarks you have made in presenting me with this jewel and much prized record of this day's proceedings . The kindness which I have received at your hands , R . W . Sir , and from every Mason in the province during the ten years I have acted as
Secretary will never be effaced from my memory . Called to active service in the province as I was on your succeeding to the post then lately held by Sir L . Curtis , it needed all the encouragement that could be given me by the late Bro . Stebbingand Bro . Hickman to assume duties of the onerous nature of which I had but little conception , and which I have endeavoured conscientiously to carry out , perhaps not with a great amount of success , but I am confident with
the full conviction ol my brother Masons that I was endeavouring to do my best , and that the errors which may have been committed were owing to want of ability rather than to want of heart . The work ot this province has largely increased since 1 S 69 , when you honoured me by placing the Prov . Grand Secretary's collar on my shoulders . There were then twenty-four lodges with 100 brethren , there are now thirty-six lodges and double the brethren . The
impetus given to Masonry by the installation of our present M . W . G . M ., H . R . H . the Prince of Wales , has necessarily extended to this province , and this to such an extent that new lodges which have been constituted during the past decade are now ready to send out their swarms in still younger lodges to propagate the principles of our Order . Finding , therefore , last year that the secretarial work of this province , added , to my ordinary business and public
engagements , seemed to impose too heavy a strain on me , it was with much satisfaction that I found you raised no difficulty in relieving me from my duties . The manner in which you have recognised my services has been deeply grateful to my feelings . This presentation and address was not needed . My labour has been one of love ; and it has been a source of extreme pleasure to me to enter into the circumstances of each individual lodge , and to feel that
it has been my happy lot from time to time to give some little assistance when difficulties have arisen . I was sure of your sympathy , I was deeply sensible of your forbearance as to my shortcomings , and your kind fraternal regard ; but having it 1 shall prize it to the last moment of my life . This address shall be shown with an honest pride to every
friend anil brother who may come within my cable bow ; its possession shall be an additional inducement to continue in that path which has earned me your appprobation , and forces me to assure you that no call shall be made on me by my brother Masons in the future which I will not respond to with the utmost readiness .
W . Bro . A . L . EMANUEL gave notice of a resolution to the effect that in future the subscriptions from this province to the Masonic Charities be increased to double the amount at present subscribed . The D . P . G . M . said that the new bye-laws would deal with the question of Charities . Sundry other business was transacted , and the Provincial Grand Lodge was closed in due form .
Ihe majority of those present at the Provincial Grand Lodge then adjourned to one of the rooms adjoining the Lecture Hall , and partook of a banquet . The R . W . P . G . M . having had to leave to attend some important business in the House of Commons , the D . P . G . M ., Bro . Hickman , presided .
After the removal of the cloth , the customary loyal and Masonic toasts were duly honoured . The D . P . G . M ., in proposing "The Health of H . R . H . Bro . the Prince of Wales , G . M . of England , " attributed to His Royal Highncss ' s connection with the Craft the rapid strides FYecmasonry had made in this country and its Colonies .
In proposing "The Health of the R . W . Provincial Grand Master , Bro . W . W . B . Beach , M . P ., " the CHAIRMAN said that it was an important engagement that took him away . Nothing but that would have prevented him remaining amongst them at the festive hoard . The fact was there was a troublesome Bill to be disposed of in the House —( laughter)—and in consequence of that Bill being unexpectedly advanced a stage , the R . W . P . G . M . had had to
proceed to London , even before the Provincial Grand Lodge was closed . Bro . R . EVE , P . P . G . S . W ., proposed "The Health of the W . D . P . G . M ., Bro . W . Hickman , " and remarked that he had held that office for many years . I le held the position of Prov . Grand Secretary some twenty-one years ago , which he held until promoted to a higher office . There was no Mason in the province who had exhibited a stronger
desire to promote the interests of Freemasonry than Bro . Hickman . ( Applause . ) The CHAIRMAN , in responding , said that he had always met with nothing but kindness at the hands of the brethren , and if at times he had had to take part in investigations of an unpleasant character , lie was comforted by the reflection that all had been actuated by a true anil brotherly spirit . ( Cheers . ) It was impossible , he was
certain , to have a better Master than the one he had oyer him . Freemasonry was making some rapid strides ; was in a very flourishing position ; and the lodges had increased double since the present P . G . M . had held ofiice . ( Hear , hear . ) No less than four new lodges had been constituted ¦ luring the past year , making a total in the province ol
tmity-six . He hoped that four more would lie constituted during the next year , and the Prov . Grand Master could then appoint two additional Deacons . ( Hear , hear , and cheers ) . Bro . HEADI . EV proposed " The Visitors . " 'Ihc CHAIRMAN , in proposing "The Present and Past

Wardens and Officers of the Province , " alluded in feeling terms to the loss the Craft had sustained by the death of W . Bro . H . M . Emanuel , P . G . W ., and said it was an oversight that that brother ' s name had not been mentioned in the Prov . Grand Lodge , but it would not be forgotten at the next special meeting .

The annual meeting of the Provincial Grand Lodge of Middlesex was held on Saturday , the 6 th inst ., at the Railway Hotel , Feltham . At three o ' clock punctually the R . W . Prov . The petition of a poor brother was received and the sum of ten guineas voted for his relief , and a letter was also read referring to proceedings at the Girls' School Committee . The Grand Lodge was then closed and the members proceeded to attend Divine service at the adjacent chur ch . The banquet was excellent , but the room was unpleasantly crowded . The usual toasts were dul y honoured , and a most successful gathering was pleasantly brought to a close .

PROVINCIAL . GRAND LODGE OF ESSEX .
The members of this province assembled , on Tuesday , under their respective banners , at the Public Hall , Southend-on-Sea . There was a strong attendance , each of the nineteen lodges which make up the roll being well represented . Lord Tenterden was supported by his Deputy
Grand Master , W . Bro . t'red . A . Philbrick , O . C ., P . G . D ., and a strong body of Prov . Grand OfIicers 7 Present and Past , while many of the neighbouring provinces were likewise represented . The Great Eastern and the Tilbury and Southend Rail nay Companies had made special arrangements for the convenience of brethren who were desirous of attending , and it was satisfactory to know that these arrangements
were appreciated . Provincial Grand Lodge was opened at two o'clock , under the presidency of the Provincial Grand Master , the Right Hon . the Lord Tenterden , K . C . B . After the Prov . Grand Master had been saluted , the Prov . Grand Secretary , Bro . T . J . RALLING , read the minutes of last Prov . Grand Lodge , which were duly confirmed .
Letters , expressing regret at inability to attend , were read from Bros . Lord Waveney , Prov . Grand Master Suffolk ; the Rev . Charles J . Martyn , D . G . M . Suffolk ; Matthew Clark ; the Viscount Holmesdale , Prov . Grand Master Kent ; Rev . C . J . Arnold , Deputy Prov . Grand Master Surrey , and others . The roll of lodges was then called over , and the amount
of contributions and numbers of subscribers in each were announced . This gave a total membership of S 96 against S 73 at the corresponding period last year—thus snowing an increase of twenty-three for the twelve months . A preliminary meeting for the purpose of auditing the Treasurer ' s accounts had been held previous to the
assembling of Grand Lodge ; it therefore now became necessary for the Auditois to make their report . This showed the monetary condition of the province was on a sound basis , with a balance of close upon a hundred pounds in hand .
