" BRO . WOODWARD'S MOTIONS . " To the Editor of the "Freemason . " Dear Sir and Brother , In reply to Bro . Pope , my proposed amendments to Rule 210 involved three , not two issues , as he states : Fiist , That a lodge should not enter on a question of exclusion until it was in possession of evidenceviz .: a

, Post Office receipt for the registered letter , showing that the lodge Secretary had sent the requisite notice to the brother . Second , That there should be * some finality as to a lodge ' s respinsibility as regards service of the notice , which should be accepted by the Board of General Purposes in case of appeal . The statement by a Secretary that he had sent a notice

is not evidence . The Post Olfice receipt for the registered letter is evidence . I find in 6 and 7 Vic , cap . S < 5 , sec . 41 , which also includes 16 and 17 Vic , " That every summons or other notice required by this Act shall be deemed to be duly served , provided the same or a copy of thereof be either personally served or left at the usual place of abode of the

party to whom it is directed . " It is left at the usual place of abode , when the postman gets the receipt for the delivery of the registered letter . Third , My contention most ceitainlyis , tnat only brethren who vote should be counted . I now ask Bro . Pope to tell me if theie is any law in England which can compel a man to vote when he does not wish to do so ? I funher contend

that the Master of a lodge , when putting any question from the chair , is bound to put b * th the alfinridtive and the negative , and ascertain the numbers , both of those who vote for and of those who vote against the motion , and have them entered in the minute book . Then any brother who did not wish to vote vvould not be compelled to do so by being counted against his will , as he is at present ,

under Rule 2 to . As long as this rule is in force unaltered a broiher is neither a free man or a Freemason . Bro . Pope has most certainly fallen into an error when he states , " If the brother never appears , the lodge need do nothing , lor he excludes himself , and his name without much strain of legality may reasonably drop out of the list of members . "

The Grand Secretary has always refused to remove the names of brethren from Grand Lodge register simply because they have been dropped out from the returns by the Secretary , as Bro . Pope now suggests may be done ; and in all cases he has required the bro : hers' names to be restored to the lodge roll . A brother remains a member until either he resigns or is lawfully excluded—this is Bro .

Philbrick s ruling . If Bro . ropes method of exclusion becomes Masonic law , viz ., the lodge Secretary droppingout the members' names from the lodge returns , there would not beany necessity for Rule 210 at all . My first amendment was to prevent a brothet being excluded until every precaution had been taken to ensure his receiving the notice . 1 he second , the assertion of the

principle that every Freemason has a right to vote or abstain from voting , as he chooses . Rule 210 does not provide for the first , and ignores the second .. Owing to the M . W . G . M . putting the amendment so quickly Irom the chair , I had not the opportunity of reply , which I was entitled to , and the brethren allowed themselves to be carried away by the eloquence of Bros . Philbrick and

Fenn , and the authority their distinguished services to the Crait most deservedly command in Grand Lodge . I must confess I was surprised neither of them attempted to show that either of my proposed amendments were wrong , or impracticable . I have just been informed several brethren voted for Bro .

Philbrick ' s amendment thinking the M . W . G . M . vvas putting my motion . This is not the first time such a mistake has occurred in Grand Lodge . The Parliamentary mode of putting a motion is certainly not generally understood by thebrethren . Cannot a simpler method be adopted * — Yours fraternally

THE "ANTIENTS" AND THE KNIGHT TEMPLARS . To the Editor of the "Freemason . " Dear Sir and Brother , I have just read Bro . Hughan ' s interesting article in your issue of the 29 th of September , under the heading of " The Humber Lodge , No . 57 , Hull , " and I note a

reference to the presumed connnection ot the Knight Templars vvith the "Antient , " or Athole Masons . It is something of a coincidence that a similar leference appears more than once in the minutes of the second oldest lodge in my mother province of Cumberland and Westmorland , viz ., Sun , Square , and Compasses , No . 119 , Whitehaven . This Iodge holds its warrant from the

" BRO . WOODWARD'S MOTIONS . " To the Editor of the "Freemason . " Dear Sir and Brother , In reply to Bro . Pope , my proposed amendments to Rule 210 involved three , not two issues , as he states : Fiist , That a lodge should not enter on a question of exclusion until it was in possession of evidenceviz .: a

, Post Office receipt for the registered letter , showing that the lodge Secretary had sent the requisite notice to the brother . Second , That there should be * some finality as to a lodge ' s respinsibility as regards service of the notice , which should be accepted by the Board of General Purposes in case of appeal . The statement by a Secretary that he had sent a notice

is not evidence . The Post Olfice receipt for the registered letter is evidence . I find in 6 and 7 Vic , cap . S < 5 , sec . 41 , which also includes 16 and 17 Vic , " That every summons or other notice required by this Act shall be deemed to be duly served , provided the same or a copy of thereof be either personally served or left at the usual place of abode of the

party to whom it is directed . " It is left at the usual place of abode , when the postman gets the receipt for the delivery of the registered letter . Third , My contention most ceitainlyis , tnat only brethren who vote should be counted . I now ask Bro . Pope to tell me if theie is any law in England which can compel a man to vote when he does not wish to do so ? I funher contend

that the Master of a lodge , when putting any question from the chair , is bound to put b * th the alfinridtive and the negative , and ascertain the numbers , both of those who vote for and of those who vote against the motion , and have them entered in the minute book . Then any brother who did not wish to vote vvould not be compelled to do so by being counted against his will , as he is at present ,

under Rule 2 to . As long as this rule is in force unaltered a broiher is neither a free man or a Freemason . Bro . Pope has most certainly fallen into an error when he states , " If the brother never appears , the lodge need do nothing , lor he excludes himself , and his name without much strain of legality may reasonably drop out of the list of members . "

The Grand Secretary has always refused to remove the names of brethren from Grand Lodge register simply because they have been dropped out from the returns by the Secretary , as Bro . Pope now suggests may be done ; and in all cases he has required the bro : hers' names to be restored to the lodge roll . A brother remains a member until either he resigns or is lawfully excluded—this is Bro .

Philbrick s ruling . If Bro . ropes method of exclusion becomes Masonic law , viz ., the lodge Secretary droppingout the members' names from the lodge returns , there would not beany necessity for Rule 210 at all . My first amendment was to prevent a brothet being excluded until every precaution had been taken to ensure his receiving the notice . 1 he second , the assertion of the

principle that every Freemason has a right to vote or abstain from voting , as he chooses . Rule 210 does not provide for the first , and ignores the second .. Owing to the M . W . G . M . putting the amendment so quickly Irom the chair , I had not the opportunity of reply , which I was entitled to , and the brethren allowed themselves to be carried away by the eloquence of Bros . Philbrick and

Fenn , and the authority their distinguished services to the Crait most deservedly command in Grand Lodge . I must confess I was surprised neither of them attempted to show that either of my proposed amendments were wrong , or impracticable . I have just been informed several brethren voted for Bro .

Philbrick ' s amendment thinking the M . W . G . M . vvas putting my motion . This is not the first time such a mistake has occurred in Grand Lodge . The Parliamentary mode of putting a motion is certainly not generally understood by thebrethren . Cannot a simpler method be adopted * — Yours fraternally

THE "ANTIENTS" AND THE KNIGHT TEMPLARS . To the Editor of the "Freemason . " Dear Sir and Brother , I have just read Bro . Hughan ' s interesting article in your issue of the 29 th of September , under the heading of " The Humber Lodge , No . 57 , Hull , " and I note a

reference to the presumed connnection ot the Knight Templars vvith the "Antient , " or Athole Masons . It is something of a coincidence that a similar leference appears more than once in the minutes of the second oldest lodge in my mother province of Cumberland and Westmorland , viz ., Sun , Square , and Compasses , No . 119 , Whitehaven .
