THE EAST LANCASHIRE SYSTEMATIC FUND .

The report for the past year of the Finance and Audit Committee of the Kast Lancashire Systematic Masonic Educational and Benevolent Institution , which has recently been published , shows an amount of progress on which the lodges and brethren of that large and influential Province have every reason to congratulate themselves . Not only has there been an

increase in the income under the principal heads of receipt , but the increase is of so substantial a character as to justify the belief that though there may have been an occasional laxity on the part of the brethren in supporting this local Charity , the Province as a whole is determined there shall be no doubt

about its permanency . It will doubtless be within the recollection of our readers that though this Fund was fully adequate to the demands made upon its resources during the year 1892 , and was able to show an excellent balance in hand at the close of the account , there

was conclusive evidence furnished by the Committee ' s report that the support it received was far from being as equitabl y distributed among the lodges as might have been expected , and a special circular was issued by the Provincial Grand Master in which attention was called to this unequal distribution . This circular was sent to every

subscribing member of a lodge throughout the Province , the result being manifested not merely in the substantial increase in the donations and subscriptions , lo which we have already referred , but in the more extended surface over which that support is spread . Thus , in 1892 , the income from al ' sources was returned as /' 1545 ; last year it was - £ " 2335 , the increase

amounting to £ 790 , or more than 50 per cent . Again , in the former year , the numbei of subscribing lodges and individual brethren was 55 and 110 respectively ; in 1 S 93 , there were 7 6 lodges and 175 individual brethren subscribing towards the support ofthe Fund . Hence , though there is ample room for additions to both these classes of supporters , there cannot be a shadow of a

doubt that the extension of the area of support has been obtained by the Provincial Grand Master ' s direct personal appeal to the members of his Province . Under these circumstances it will be as well , perhaps , if the Committee of the Institution , after consultation with their President and with his sanction and approval , were to renew this direct appeal each

time they issue a fresh Report , so tbat there may be as little chance as possible of the claims of this useful Provincial Charity being lost sight of . But to the Report itself . The sum received in 18 93 in the shape of donations and subscriptions was close on , £ 1915 , the lodges contributing nearl y / 1037 . Provincial Grand Lodge £ i" » , and individuals . £ 573 , the

remainder having been provided by chapters , Mark lodges , Knight Templar Preceptories , and lodges of instruction , Provincial Grand Chapter , and Provincial Grand Mark Lodge , and proceeds of entertainments , & c , in behalf of the Fund . There was also received a sum of nearly £ 421 as interest on investments , while ; £ < " ><> was repaid in respect of the Bolton

( orporation Mortgage Loan , thc total ordinary receipts reaching , as we nave said , ^ 2335 , while the total receipts , including repayment of loan , amounted to ^ 2935 . As regards the expenditure £ 318 3 s . was disbursed in relief of brethren and others entitled to the benefits of ( he Fund , of which £ 76 3 s . was distributed by thc Almoners '

Education grants amounting to £ 224 14 s . were made to 26 children ; one ex-pupil received a grant for advancement ; and there are two annuitants who received £ 26 per annum each ; the total disbursed on education , relief , and annuities being ^ 581 7 s . Establishment charges , including salary of , and special gratuity to , the Secretary , amounted to

• 6 ' 54 8 s . 7 d ., while the invested capital was increased by the outlay in Bury ^ orporation Loan and Lancashire and Yorkshire Railway scrip of -k' 7 ° 2 3 s . 6 d ., the balance in bank and Secretary ' s hands , on the 31 st ccember , 1893 , being £ 1233 17 s . 2 d ., as compared with ^ 737 is . yd . on ' ie corresponding day of 1892 . The Quarterly Communication of the Grand Lodge of Scotland was held on the 3 rd instant , the Grand Master , Bro . Sir Charles Dalrymple of Newhailes , Bart ., M . P ., in the chair . This being the meeting for the annual election of members of Grand Committee , there was a large attendance of

members , about 400 being present . Bro . John Graham of Broadstone , Prov . Grand Master , acted as Grand Master Depute ; Bro . R . F . Shaw-Stewart , as Substitute Grand Master ; Bro . Lieut .-Col . John Campbell , Perth , was in his place as Senior Grand Warden ; and the Earl of Rosslyn , as Junior Grand Warden . There were also

Grand Committee reported an invitation to hold its annual meeting for election of Grand Office-bearers and celebration of St . Andrew ' s Day festival in the City of Glasgow next November , and unanimousl y recommended Grand Lodge to accept the invitation , and direct Grand Secretary to arrange accordingly . This was adopted by Grand Lodge .

The GR \ N » MASTER intimated that the Provincial Grand Lodge of Glasgow had unanimously recommended lhat Bro . John Graham of Broadstone , should again be Provincial Grand Master , and moved accordingly . Hc took it from their reception of that announcement that they agreed that Bro . Graham should be reappointed .

The PROVINCI U . GR \ XI > MASTKR OF GI . VSGOW accepted office , and said he would do his best for the interests of the province . He had intended at his time of life almost to resign , but seeing that the brethren were so unanimous in asking him to retain office , he had felt it his duty to act for another

year . A statement of the accounts of Grand Lodge was submitted for the year to 30 th November last , from which it appeared that the annual income had been ^ 4786 , and the expenditure . £ 2501 . Half the free income for last year , or £ 1393 , had been paid over to the extended scheme of Masonic benevolence . The funds and estate amounted to , £ 33 , 788 , and the free income this year to of of

^ 2285 . The amount the funds Masonic benevolence was ^ 6 , 993 , an increase of £ 7 ( 1 over last year ; and the annuity branch stood at ^ 21 , 6 74 , being an increase of ^ , 1393 , and the half of the free income of Grand Lodge would be . £ 1142 . The number of annuitants for the past year had becn 107 , and the amount of the annuities ^ 1125 . It was resolved that charters be granted to the new lodges Taringa , Indooroopilly , Queensland ; Valley Ionic , Valley Brisbane ; and Norman , Sandgate ; and in respect of the recent great improvement in the affairs of Scottish Freemasonry since the appointment of Bro . Thomas M yhie to the post of District Grand Master-Depute , Grand Lodge cordially thanked the

District Grand Master of the colony , Bro . the Hon . Sir John Douglas , for having selected that officer , lt was reported tbat Bro . Pettr M'Lagan of Pumpherston , hail resigned the Provincial Grand Mastership of Linlithgowshire , and he was thanked for his faithful services to Grand Lodge and the Province of Linlithgowshire during the last 17 years .

Bro . R . W . Macleod Fullerton , Q . C , was elected , on thc recommendation of the Grand Committee , to be Grand Bard , ancl was installed into ollice . He thanked Grand Lodge for the honour , and said he took the opportunity of addressing them for the purpose of asking the kind permission

of the Grand Master and Grand Lodge to dedicate to the Grand Master and Grand Lodge a volume of poems in the " braid auld Scottish tongue , " that he proposed immediatel y to publish . He hoped they would receive it as a kind of first fruits of his ollice , also as a humble expression of the gratitude he felt for this great honour .
